In July 2013, the Special Equipment Safety Supervision Bureau (hereinafter referred to as "SESSB") of the State Administration for Market Supervision issued the project approval assignment for "Supervision Regulation on Safety Technology for Stationary Pressure Vessel" (hereinafter referred to as "the Regulation") and asked to form the general regulation for stationary pressure vessels on the basis of the former seven regulations, i.e., "Supervision Regulation on Safety Technology for Stationary Pressure Vessel" (TSG R0004-2009), "Nonmetal Pressure Vessels Safety and Technical Supervision Regulation" (TSG R0001-2004), "Super-high Pressure Vessel Safety and Technical Supervision Regulation" (TSG R0002-2005), "Simple Pressure Vessels Safety and Technical Regulations" (TSG R0003-2007), "Pressure Vessel Service Administration Regulation" (TSG R5002-2013), "Pressure Vessels Periodical Inspection Regulation" (TSG R7001-2013) and "Regulation on Supervision Inspection for Pressure Vessel" (TSG R7004-2013). In August 2013, the Technical Regulation Department of China Special Equipment Inspection and Research Institute (hereinafter referred to as "CSEI") organized the relevant experts to form the drafting group and the professional groups of materials, nonmetal pressure vessels and super-high pressure vessels, etc., formulated the drafting work program of "the Regulation", determined the development principle, key contents, main problems and structural (chapters and sections) frame of "the Regulation", and made specific work division in term of drafting and prepared the drafting work schedule. The drafting group and the professional groups separately carried out investigation and drafting work, convened workshops for many times and formed the "the Regulation" (draft). In December 2013, the drafting group convened the plenary meeting in Beijing and formed the "the Regulation" (exposure draft) through discussion and modification. In February 2014, SESSB solicited opinions from the grass-roots departments, organizations concerned, experts and citizens with Document ZhiJianTehan [2014] No.5. In June 2014, the drafting group convened the second meeting, studied and discussed the opinions solicited on the meeting and formed "the Regulation" (draft for examination). In July 2014, SESSB submitted to the draft for examination to the Special Equipment Safety Technology Committee, the State Administration for Market Supervision for deliberation; the drafting group convened working meeting in September, October and November 2014 separately, studied and discussed the deliberations on the meetings and formed "the Regulation" (draft for approval). In August 2015, the State Administration for Market Supervision informed WTO/TBT of "the Regulation" (draft for approval). In November 2015, the drafting group replied to the advisory opinions of WTO/TBT. On February 22, 2016, the State Administration for Market Supervision approved and issued "the Regulation".
The basic development principles of "the Regulation" are as follows:
1. Merge the former seven regulations for pressure vessels and straighten them out in terms of logical relation, unify and further explicitly define the basic safety requirements, and form the general regulation for stationary pressure vessels.
2. Adjust the applicable scope and unify the classification of stationary pressure vessels according to the Catalogue of Special Equipment.
3. Adjust the administrative licensing requirements relevant to each procedure according to the reformation of administrative licensing.
4. Sort out the relevant documents for safety supervision on pressure vessels issued by the State Administration for Market Supervision in recent years, summarize the specific problems existing in publicity and implementation of "Supervision Regulation on Safety Technology for Stationary Pressure Vessel", collect the on-line advisory opinions, supplement corresponding contents, and focus on settling the currently existing prominent problems.
5. Expand the material scope, focus on settling the technical requirements (safety factor, chemical composition, mechanical properties and applicable scope) of the materials for cast steel and cast iron pressure vessels, and add the technical requirements of high strength steel materials for unwelded cylindrical vessels.
6. Describe by chapters according to the procedures of stationary pressure vessels, make the boundary of each procedure be as clear as possible, and make clear the corresponding entity responsibilities (e.g., make clear the medium, pressure and temperature of pressure test, and the non-destructive testing method, proportion, heat treatment and other technical requirements will be proposed by the designer and be included in the corresponding design chapters and sections).
7. Straighten out the relation among laws, rules and standards, integrate and compact the basic safety requirements of stationary pressure vessels, and specify some detailed technical contents in corresponding product standards.

1 General Provisions
1.1 Purpose
This Regulation is formulated according to the "Special Equipment Safety Law of the People's Republic of China" and the "Regulations on Safety Supervision of Special Equipment" with a view to ensuring the safe use of stationary pressure vessels, preventing and reducing accidents, protecting the safety of human life and property and promoting economic and social development.
1.2 Stationary pressure vessels
Stationary pressure vessels refer to the pressure vessels installed and used at fixed locations (hereinafter referred to as "pressure vessels", Note 1-1).
Note 1-1: The pressure vessels to be moved and/or used only in the device or plant field for a particular purpose as well as the air tanks of portable air compressors, etc. are supervised and managed according to stationary pressure vessels; the heat recovery boilers designed and manufactured according to pressure vessels and used as process equipment in process devices are supervised and managed according to this Regulation.
1.3 Applicable scope
This Regulation is applicable to the pressure vessels defined in the Catalogue of Special Equipment and in conformity with all of the following conditions:
(1) The working pressure is larger than or equal to 0.1MPa (Note 1-2);
(2) The volume is larger than or equal to 0.03m3, and the inner diameter (the maximum geometric dimension of the inner boundary of non-circular cross section) is larger than or equal to 150mm (Note 1-3);
(3) The medium contained in the vessel is gas, liquefied gas, or liquid with the maximum working temperature higher than or equal to its normal boiling point (Note 1-4).
Note 1-2: Working pressure refers to the maximum pressure (gauge pressure) possibly occurred on the top of the pressure vessel at normal working conditions.
Note 1-3: Volume refers to the geometric volume of the pressure vessel, namely the volume calculated based on the dimensions (manufacturing tolerance is not considered) noted on the design drawings and after roundness. In general, the volume of the internals permanently amounted inside the pressure vessel is deducted.
Note 1-4: This Regulation is also applicable to the vessel when the medium contained is liquid with maximum operating temperature lower than normal boiling point, meanwhile, the volume of gas-phase space is larger than or equal to 0.03m3.
1.4 Special provisions for applicable scope
The users of pressure vessels shall be responsible for the safety management of their pressure vessels subject to this article according to the relevant requirements stated in Chapter 7-"Service Management".
1.4.1 Pressure vessels only meeting the general provisions, materials, design and manufacture requirements specified in this Regulation
The following pressure vessels within applicable scope of this Regulation are only required to meet the provisions of Chapters 1~4:
(1) The non-independent pressure vessel in cryogenic unit, pressure vessel in direct-fired absorption refrigeration equipment, aluminum plate-fin heat exchanger, pressure vessel in cold box of process device;
(2) Double-tube heat exchanger without shell and containing the medium of Group 2 (Note 1-5);
(3) Ultrahigh pressure tubular reactor.
Note 1-5: Grouping of media in pressure vessels is given in Appendix A of this Regulation.
1.4.2 Pressure vessels only meeting the general provisions, design and manufacture requirements specified in this Regulation
The following pressure vessels within applicable scope of this Regulation are only required to meet the provisions of Chapters 1, 3 and 4:
(1) Air tank of portable air compressor;
(2) Air pressure tank in hydraulic auto-air supply pressurization pneumatic water feeding device (water feeding without tower), and gas pressure tank or pneumatic water supply (foam) pressure tank in fire control unit;
(3) Pressure vessels used for ion exchange or filtration process in water treatment equipment, and expansion tanks used for hot-water boilers;
(4) Pressure-bearing shell of energy accumulator.
1.5 Inapplicable scope
This Regulation is not applicable to the following vessels:
(1) Transportable pressure vessels, gas cylinders and oxygen chambers;
(2) The pressure vessels used for military equipment, nuclear facilities, aerospace vehicles, railway locomotives, offshore facilities and ships as well as those used in mines;
(3) The vessels with normal working pressure less than 0.1MPa (including the vessels that is connected with the air and will bear instantaneous pressure larger than or equal to 0.1MPa during feeding or discharging process);
(4) The pressure chambers (e.g., pump case, compressor shell, turbine casing, hydraulic cylinder, paper roller, etc.) that form an entirety or are as components in the rotating or reciprocating mechanical equipment;
(5) Plate heat exchangers, spiral plate heat exchangers, air cooled heat exchangers and cooling grids;
(6) Steam heating coils of normal pressure vessels, and tube heating furnaces in process devices;
(7) Dedicated fully-enclosed composite apparatuses (e.g., capacitance pressure vessels) for power industry;
(8) Tyre vulcanizers and pressure-bearing rubber moulds used in rubber industry;
(9) Nonreinforced plastic pressure vessels.
1.6 Definition of the scope of pressure vessels
The scope of pressure vessels to which this Regulation is applicable includes the body, safety accessories and instruments of pressure vessels.
1.6.1 Body of pressure vessel
The body of a pressure vessel is defined as followings:
(1) The groove face of the first girth joint of welded (bonded) connection between pressure vessel and external pipelines or devices, the end face of the first threaded joint of threaded connection, the first flange sealing surface of flanged connection, the first sealing surface of connection with special connecting pieces or pipe fittings;
(2) The pressure cap and its fasteners at the opening of pressure vessel;
(3) Attachment welds between non-pressure parts and pressure parts.
The main pressure parts in the body of pressure vessels include shell sections (including reducer section), spherical shell plates, shell plates (of noncircular vessels), heads, flat covers, expansion joints, vessel flanges; tube sheets and heat exchange tubes of heat exchangers; studs above M36 (including M36); and connection pipes and pipe flanges with nominal diameter larger than or equal to 250mm.
1.6.2 Safety accessories and instruments
The safety accessories of pressure vessels include the safety valve, rupture disk device, fusible plug, emergency shutoff device and safety interlock which are directly connected onto the pressure vessels.
The instruments of pressure vessels include pressure gauge, thermometer, liquid level meter and other measuring instruments.
1.7 Classification of pressure vessels
According to the risk extent, the pressure vessels within the applicable scope of this Regulation are classified into Categories I, II and III (Note 1-6). See Appendix A for the classification methods of pressure vessels.
Note 1-6: The Categories I, II and III pressure vessels classified in this Regulation are identical with the Categories 1, 2 and 3 pressure vessels given in the Catalogue of Special Equipment, and the super-high pressure vessels in this Regulation are classified as Category III pressure vessels.
1.8 Relationship with technical standards and management systems
(1) This Regulation specifies the basic safety requirements of pressure vessels. The involved technical standards and management systems, etc. of pressure vessels shall not be inferior to the requirements of this Regulation;
(2) The design, manufacture, installation, transformation and repair of pressure vessels shall meet the requirements of both this Regulation and the corresponding product standards of pressure vessels (hereinafter referred to as "product standards").
1.9 Provisions for special treatment of inconformity to this Regulation
In case of using any new material, new technology or new process, or failing to be conform to the requirements of this Regulation, or where it is not specified in this Regulation but may have significant impact on safety performance, the organizations concerned shall report to the State Administration for Market Supervision, which will entrust China Promotion Association for Special Equipment Safety and Energy-saving to perform technical evaluation, and such pressure vessels may be put into production and service only after the technical evaluation is approved by the State Administration for Market Supervision.
1.10 Coordinative standards and quoted standards (Note 1-7)
The standards meeting the basic safety requirements of this Regulation are referred to as the coordinative standards of this Regulation. The main coordinative standards of this Regulation are as follows:
(1) GB 150 "Pressure Vessels";
(2) GB/T 151 "Heat Exchangers";
(3) GB 12337 "Steel Spherical Tanks";
(4) NB/T 47011 "Zirconium Pressure Vessels";
(5) NB/T 47041 "Vertical Vessels Supported by Skirt";
(6) NB/T 47042 "Horizontal Vessels";
(7) JB 4732 "Steel Pressure Vessels - Design by Analysis";
(8) JB/T 4734 "Aluminum Welded Vessels";
(9) JB/T 4745 "Titanium Welded Vessels";
(10) JB/T 4755 "Copper Pressure Vessels";
(11) JB/T 4756 "Nickel and Nickel Alloy Pressure Vessels".
The fundamental standards to be quoted as designated in this Regulation are referred to as the quoted standards of this Regulation, such as the medium standards, material standards, method standards, part and component standards, etc.
Note 1-7: Among the coordinative standards or quoted standards of this Regulation, for dated standards, all the subsequent amendments to (excluding correction contents) or revisions do not apply to this Regulation. For undated standards, the latest edition applies to this Regulation.
1.11 Supervision and management
The units in charge of the design, manufacture, installation, transformation, repair, use, inspection and testing, etc. of pressure vessels shall strictly enforce this Regulation and accept the supervision and management of the special equipment supervision and management departments of the people's governments at all levels (hereinafter referred to as “special equipment safety supervision and management departments”), and they shall also timely input the data required into the special equipment information management system according to the requirements of special equipment information management.
2 Materials
2.1 General requirements of materials
2.1.1 Basic requirements
(1) The mechanical properties, physical properties, processing properties, and compatibility with medium of the materials shall be considered when selecting the materials of pressure vessels;
(2) The properties, quality, specification and identification of materials used for pressure vessels shall conform to the requirements of national or professional standards for corresponding materials;
(3) The material manufacturers of pressure vessels shall make clear and firm end-of-manufacturing steel seal mark or other retroactive marks on obvious position of the materials;
(4) The material manufacturers of pressure vessels shall provide the material users with material quality certificate which shall contain complete and clear content, be printed with traceable information identifier and stamped with the quality inspection seal of the material manufacturer; the traceable information includes the name of the material manufacturer, material designation, specification, batch number of furnace, delivery state, date of issuance of quality certificate, etc. Traceable information identifier includes QR code, bar code, etc.;
(5) When obtaining materials of pressure vessels from the unit except the material manufacturer, transformer and repairer of pressure vessels shall obtain the original material quality certificate provided by material manufacturer or the copy with the official seal of material operator and signature (seal) of agent principal;
(6) The manufacturer, transformer and repairer of pressure vessels shall be responsible for the authenticity and consistency of the pressure vessel materials and material quality certificate obtained;
(7) The manufacturers of nonmetal pressure vessels shall have reliable method to determine the reliability of the raw materials or materials of pressure vessels after molding when being used in corrosive environment, and may carry out test to verify the material reliability where necessary.
2.1.2 Application of materials with foreign designations
2.1.2.1 Materials manufactured by foreign material manufacturers
(1) The materials with foreign designations shall be those which are allowed to be used by the current foreign standards and codes for pressure vessels and have been used under the similar working conditions overseas, and their serviceable range shall meet the requirements of corresponding standards and codes;
(2) The properties of materials with foreign designations shall not be inferior to the requirements (e.g., phosphorus content, sulfur content; sampling position, sampling direction, impact absorbed energy index and percentage elongation after fracture of impact sample, etc.) of this Regulation;
(3) The material quality certificate shall meet the requirements of 2.1.1;
(4) The manufacturer, transformer and repairer of pressure vessels shall examine the materials and material quality certificate, and shall carry out verification reinspection on the chemical composition and mechanical properties of materials for main pressure parts. The materials shall not be used until the measured values in reinspection meet the requirements of this Regulation and corresponding material standards;
(5) As for the materials used for the pressure parts of pressure vessels with welded structure, the manufacturer, transformer and repairer of pressure vessels shall master the welding performance of materials and perform welding procedure qualification before using these materials for the first time;
(6) When the low-alloy steel not listed in the coordinative standards of this Regulation and with the lower limit of the standard tensile strength larger than 540MPa or the low-alloy steel used at design temperature lower than -40℃ is adopted for the main pressure parts, all of its performance indexes shall be proved to meet the requirements of this Regulation and corresponding standards according to the requirements of 2.1.3.2 (1) and (2) hereof
2.1.2.2 Steel plates (strips) manufactured by domestic material manufacturers
The steel plates (strips) with foreign designations manufactured by the domestic material manufacturers shall meet all requirements of 2.1.2.1, and corresponding enterprise standards shall be formulated.
2.1.2.3 Selection of materials with foreign designations
When selecting the materials with foreign designations, the designer shall indicate in the design document that these materials meet all the requirements of 2.1.2.1.
2.1.3 Application of new materials
2.1.3.1 Materials not listed in the coordinative standards of this Regulation
When materials not listed in the coordinative standards of this Regulation are adopted for the main pressure parts, the material developer shall perform systematic experimental study and also pass new material technical evaluation according to the requirements of 1.9 before trial manufacture.
2.1.3.1.1 Materials not listed in the standards of special materials for pressure vessels or pressure equipment
“When materials adopted for the main pressure parts are neither listed in the coordinative standards of this Regulation nor national standards or professional standards for special steel plates or forgings for pressure vessels or pressure equipment, they shall be verified by test conducted by pressure vessel type test institutions approved by the State Administration for Market Supervision, and also pass the new material technical evaluation according to the requirements of 1.9 of this Regulation after type test report is issued.
2.1.3.1.2 Materials listed in the standards of special materials for pressure vessels or pressure equipment
If the materials used for the main pressure parts are not listed in the coordinative standards of this Regulation, but have been listed in the national standards or professional standards of special steel plates or forgings for pressure vessels or pressure equipment, the material R&D unit shall formulate enterprise standards and publicize them to the society in accordance with relevant regulations, and provide necessary data (including chemical composition, tensile properties, fatigue test data, fracture toughness and other performance parameters that meet the requirements of the application scope of such materials). Materials that have been tested and verified by the pressure vessel type test institution approved by the State Administration for Market Supervision and accompanied with a type test report to prove that their performance indexes can meet the requirements of this Regulation and corresponding standards, can be used to manufacture pressure vessels.
2.1.3.2 Special low-alloy steel plates or forgings for pressure vessels manufactured by material manufacturers for the first time
The steel plates or forgings with the lower limit of the standard tensile strength larger than 540MPa or used at design temperature lower than -40℃, as stated in the coordinative standards of this Regulation, when manufactured by domestic material manufacturers for the first time, shall meet the following requirements. If their performance indexes are proved to meet the requirements of both this Regulation and its coordinative standards, they can be used to manufacture pressure vessels:
(1) Material manufacturers shall provide the material users technical data such as material weldability test report and post-weld heat treatment process, and provide the high-temperature short-term tensile properties, fatigue test data and fracture toughness of the material according to the design requirements, as well as a series of test data that determine the results of the drop weight test (NDTT) and the ductile-brittle transition temperature (FATT50). If the service temperature is higher than the creep temperature of the material, the material manufacturer shall provide high-temperature performance test data (endurance strength or creep limit, etc.);
(2) The materials shall be verified through testing by the pressure vessel type test institution approved by the State Administration for Market Supervision, and accompanied with a type test report.
2.1.3.3 Steel plates and forgings with thickness beyond the standard applicable scope
For the steel plates and forgings used for the main pressure parts of pressure vessels, listed in the coordinative standards of this Regulation, but if the thickness of plates or the nominal thickness of forgings is beyond the standard applicable scope, the performance of such materials shall not be inferior to the minimum requirements of the thickness scope specified in the coordinative standards.
2.1.3.4 Requirements for material use
When selecting materials within the scope specified in 2.1.3.1 - 2.1.3.3, the design unit shall provide detailed description in the design documents that the materials meet the basic safety requirements of this Regulation, including the mechanical, physical and technological properties as well as compatibility with media, etc. Besides, it shall put forward specific material ordering technical conditions, make clear the relevant technical requirements of pressure vessel manufacturing, use and inspection, and be responsible for the selection of materials
When materials within the specified scope specified 2.1.3.1 to 2.1.3.3 are used for the main pressure parts of pressure vessels, the pressure vessel manufacturer shall re-inspect the chemical composition (by furnace number) and mechanical properties (by furnace batch number). After the results are confirmed to be qualified by a supervision and inspection institution, the materials can be put into use, and the material re-inspection report shall be included in the product quality certificate.
