1 Scope
This standard specifies the normative requirements for the basic principles, service items and forms, service process, service guarantee, service evaluation and improvement of accidents prevention technical service on work safety liability insurance carried out by insurance institutions.
This standard is applicable to the accidents prevention technical service on work safety liability insurance carried out by insurance institutions for applicants.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
work safety liability insurance
commercial insurance by which the insurance institutions shall compensate the applicants for casualties and related economic losses caused by work safety accidents, and provide work safety accident prevention services for the applicants

accidents prevention technical service
the service behavior that the insurance institutions assist the applicants to carry out accident prevention through certain technical measures in order to prevent or reduce the occurrence of work safety accidents of the applicants and reduce the risk of compensation
3.3
applicant
production and business unit that enters into insurance contracts with insurance institutions for work safety liability and pays insurance fees, and has the right to receive compensation and accident prevention technical services
3.4
work safety professional
professional technical personnel and scientific researchers with professional background, professional qualifications and work experience in work safety who provide accident prevention technical services for the applicants
3.5
work safety technical service organization
all kinds of organizations entrusted by insurance institutions to provide accident prevention technical services for the applicants, including work safety technology and management consulting institutions, safety evaluation institutions, work safety testing and inspection institutions, safety risk assessment institutions, safety training institutions, registered safety engineer firms, colleges, universities scientific research institutes and social organizations, etc.
4 Basic principles
4.1 Compulsory
Insurance institutions shall specify the items and frequency of accident prevention technical services in the insurance contract, and provide services for the applicants as contracted. They shall not refuse to perform the service obligations stipulated in the insurance contract for any reason and shall not charge additional fees. When the insurance institutions carry out accident prevention technical services, the applicants shall take the initiative to cooperate.
4.2 Normative
Insurance institutions shall establish management system, standardize the service process, and carry out accident prevention technical services in accordance with the law. They shall not disclose the employee information and technical and commercial secrets of the applicants, and shall not affect the normal production and business activities of the applicants.
4.3 Applicable
The accident prevention technical service programs provided by the insurance institutions for the applicants shall conform to the actual work safety of the applicants, ensure the applicability and feasibility, and improve the service program in a timely manner according to the opinions and needs of the applicants.
4.4 Effectiveness
Insurance institutions shall ensure the quality of accident prevention technical services and effectively reduce the safety risks of the applicants. The applicants shall take safety precautions according to written feedback from insurance institutions to jointly ensure the effect of accident prevention technical services.
5 Service items and forms
5.1 Service items
Insurance institutions shall, according to the needs of the applicants, determine specific service items with reference to the following contents, and assist the applicants in their accident prevention:
a) Publicity, education and training on work safety. Prepare and distribute work safety publicity, education and training materials as well as organize work safety publicity and education activities, and organize and launch special education and training for work safety.
b) Safety risk identification, assessment and safety evaluation. Conduct safety risk identification and assessment, safety evaluation and work safety detection and inspection, put forward suggestions on risk prevention and control measures, and issue risk warning information.
c) Hidden accident danger investigation on work safety. Conduct the hidden accident danger investigation on work safety, and put forward the hidden danger control measures and programs.
d) Standardization of work safety. Prepare a program for the standardization of work safety, revise the safety management system, and carry out self-assessment for standardization of work safety.
e) Prepare and drill of work safety accident emergency plan. Prepare the emergency plan for work safety accidents and carry out emergency plan drills and effect evaluation.
f) Promotion and application of work safety technology. Organize work safety technology exchange and discussion as well as recommend scientific and technological achievements and advanced technology and equipment for work safety.
