1 Scope
This standard specifies the basic requirements, limitation requirements, conformance principle, inspection method, traceability and product information of the food contact materials and articles.
This standard is applicable to various food contact materials and articles.
2 Terminologies and Definitions
2.1 Food contact materials and articles
Various materials and products having already contacted or that are expected to contact foods or food additives (hereinafter referred to as foods) or whose components might transfer into foods under normal service conditions, including packaging materials, containers, tools and equipment as well as printing inks, adhesives, lubricating oils, etc. possibly contacting foods directly or indirectly that are used during food production, processing, packaging, transportation, storage, sale and usage processes, and excluding detergents, disinfectants and public water-transporting facilities.
2.2 Composite materials and articles
Food contact materials and articles with two or more layers that are made of different or same materials through composition like adhesion, hot melting or other methods.
2.3 Combined materials and articles
Food contact materials and articles made of two or more kinds of different or same materials through a combination way like assembling, welding, inlaying, etc.
2.4 Overall migration
Total amount of all nonvolatile substances migrating from food contact materials and articles to food simulants contacting them, expressed by the amount of nonvolatile substances (in milligram) migrating to each kilogram of food simulants (mg/kg) or by the amount of nonvolatile migrated substance (in milligram) in each square decimeter of contact area (mg/dm2). As for contact materials and articles used for special foods for infants and young children, it is expressed by mg/kg.
2.5 Overall migration limit (OML)
Maximum permissible amount of all nonvolatile substances migrating from food contact materials and articles to food simulants contacting them, expressed by the amount of nonvolatile substances (in milligram) migrating to each kilogram of food simulants (mg/kg) or by the amount of nonvolatile migrated substance (in milligram) in each square decimeter of contact area (mg/dm2). As for contact materials and articles used for special foods for infants and young children, it is expressed by mg/kg.
2.6 Maximum application amount
Maximum permissible amount of certain kind or type of substance added for producing food contact materials and articles, expressed by mass fraction (%).
2.7 Special migration
Amount of certain kind or type of substance migrating from food contact materials and articles to food simulants contacting them, expressed by the amount of substances (in milligram) migrating to each kilogram of foods or food simulants (mg/kg) or by the amount of migrated substance (in milligram) in each square decimeter of contact area between food contact materials and articles and foods or food simulants (mg/dm2).
2.8 Special migration limit (SML)
Maximum permissible amount of certain kind or type of substance migrating from food contact materials and articles to foods or food simulants contacting them, expressed by the amount of substance (in milligram) migrating to each kilogram of foods or food simulants (mg/kg) or by the amount of migrated substance (in milligram) in each square decimeter of contact area between food contact materials/articles and foods or food simulants (mg/dm2).
2.9 Total special migration
Total amount of two or more kinds of substances migrating from food contact materials and articles to foods or food simulants contacting them, expressed by the amount of the specified kind or type of substance (or group) (in milligram) migrating to each kilogram of foods or food simulants (mg/kg) or by the amount of the specified kind or type of migrated substance (or group) (in milligram) in each square decimeter of contact area between food contact materials/articles and foods or food simulants (mg/dm2).
2.10 Total special migration limit [SML (T)]
Total maximum permissible amount of two or more kinds of substances migrating from food contact materials and articles to foods or food simulants contacting them, expressed by the amount of the specified kind or type of substance (or group) (in milligram) migrating to each kilogram of foods or food simulants (mg/kg) or by the amount of the specified kind or type of migrated substance (or group) (in milligram) in each square decimeter of contact area between food contact materials/articles and foods or food simulants (mg/dm2).
2.11 Residual amount
The amount of certain kind or type of residue in food contact materials and articles, expressed by the amount of residue (in milligram) in each kilogram of food contact materials and articles (mg/kg) or by the amount of residue (in milligram) in each square decimeter of contact area between food contact materials/articles and foods (mg/dm2).
2.12 Maximum residue quantity (QM)
Maximum permissible amount of certain kind or type of residue in food contact materials and articles, expressed by the amount of residue (in milligram) in each kilogram of food contact materials and articles (mg/kg) or by the amount of residue (in milligram) in each square decimeter of contact area between food contact materials/articles and foods (mg/dm2).
2.13 Non-intentionally added substance
Non-artificially added substance contained in food contact materials and articles, including impurities brought in by raw and auxiliary materials, decomposition products, contaminants and residual intermediate product from reaction during such processes as production, operation and application.
2.14 Effective barrier layer
Barrier composed of one or more layers of materials in food contact materials and articles, which is used for preventing the substances behind it from migrating into foods, ensuring the amount of unapproved substance migrating into food not exceed 0.01mg/kg and enabling the food contact materials and articles to satisfy the requirements specified in 3.1 and 3.2 of this standard when contacting foods under recommended service conditions.
3 Basic Requirements
3.1 When the food contact materials and articles contact the foods under recommended service conditions, the level of substances migrating into foods shall not be harm to human health.
3.2 When the food contact materials and articles contact the foods under recommended service conditions, the substance migrating into foods shall not change the composition, structure or color, aroma and taste of the foods and shall not generate technological function for foods (except the conditions with special provision).
3.3 The amount of substance used in food contact materials and articles shall be minimized under the premise of realizing the expected effect.
3.4 The substances used in food contact materials and articles shall meet the corresponding quality specification requirements.
3.5 The production enterprises of food contact materials and articles shall control the non-intentionally added substance so that the amount of such substance migrating into foods meets the requirements specified in 3.1 and 3.2 of this standard.
3.6 As for substances not directly contacting foods, separated from foods by effective barrier layer and not listed in corresponding national standard of food safety, the production enterprise of food contact materials and articles shall carry out safety assessment on and control them so that the amount of them migrating into foods does not exceed 0.01 mg/kg. The above-mentioned principle is not applicable to carcinogenic, teratogenic and mutagenic substances as well as nanometer substances which shall comply with those specified in relevant laws and regulations. 3.7 The production of food contact materials and articles shall meet the requirements of GB 31603.
4 Limit Requirements
4.1 General requirements
Overall migration, consumption of substance, special migration, total special migration and residual quantity of food contact materials and articles shall meet the requirements on overall migration limit, maximum application amount, special migration limit, total special migration limit and maximum residue quantity specified in corresponding national standards of food safety.
4.2 Special requirements
4.2.1 As for the same (group of) substances listed in both GB 9685 and product standard, such (group of) substance in food contact materials and their final products shall meet the corresponding limit requirements, and the limit value shall not be accumulated.
4.2.2 Various materials in composite materials and articles, combined materials and articles and coating products shall meet those specified in corresponding national standard of food safety. In case there is limit on same items of various materials, generally, the food contact materials and articles shall meet the total weighted value of corresponding limit. In case it is impossible to calculate the total weighted value, the minimum limit value of the item shall be adopted.
