This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB 7258-2012 Technical Specifications for Safety of Power-driven Vehicles Operating on Roads. In addition to a number of editorial changes, the following technical changes have been made with respect to GB 7258-2012 (the previous edition):

——The requirements on overturn protection device on top of the tank of tank-type road transportation vehicle for dangerous goods are modified (see 12.12.2; 12.11.2 in Edition 2012);
——The requirement that the emergency shut-off valve of tank-type road transportation vehicle for dangerous goods equipped with emergency shutoff device shall be able to automatically shut off or prompt the driver to close the emergency shutoff valve through obvious signal device is added (see 12.12.4);
——The requirements on specific safety protection of battery electric vehicles and plug-in hybrid electric vehicles are added (see 12.13);
——The requirement that motor vehicle (excluding tri-wheel vehicle without cab) shall be equipped with 1 reflective vest and bus with vehicle length greater than or equal to 6m and goods vehicle with total weight greater than 3,500kg shall be equipped with at least 2 parking wedges is added (see 12.15.2);
——The requirement that bumper bar shall be set at front and rear part and demister & defroster on front windshield glass for motor caravan is added (see 12.15.3 and 12.15.4);
——The requirements on the orientation of exhaust pipe orifice of power-driven vehicle are modified (see 12.15.7; 12.13.7 in Edition 2012);
——The requirement that motor caravan shall be equipped with extinguisher is added (see 12.15.8);
——The requirement that motorcycle with two wheels shall be equipped with 1 passenger helmet is added (see 12.15.9);
——The requirements of example for sticking typical retro-reflective marking are deleted (see Annex B in Edition 2012).

Introduction
GB 7258 is an important part of national safety technical standard of China, the most basic technical standard for power-driven vehicle operation safety management and accident vehicle inspection such as registration inspection as well as in-use vehicle and power-driven vehicle inspection, and one key technical basis of the compulsory inspections for type approval of new vehicles, factory delivery inspection of new vehicles, and inspection of imported vehicles in China.
It should be noted that:
a) Tramcar belongs to the power-driven vehicle specified in Road Traffic Safety Law of the People's Republic of China, i.e., the road vehicles, but its structure and technical characteristic are obviously different from those of other road vehicles like motor vehicles, wheeled mobile machinery for special purpose, etc., and therefore GB 7258 is not applicable to it;
b) Considering the variety of types and function of wheeled mobile machinery for special purpose, the overall dimensions, axle load and mass parameter, steering performance, brake performance, external lighting and signal devices as well as electrical equipment, vehicle body, safety protection device and the like are not specifically stipulated in GB 7258;
c) Fork-lift truck does not belong to road vehicles; due to its special appearance and structure, it is not suitable for travelling and being used on road.
Technical Specifications for Safety of Power-driven Vehicles Operating on Roads
1 Scope
This standard specifies the basic technical requirements on relevant operation safety of complete vehicle, principal assembly and safety protection device of power-driven vehicle as well as the additional requirements of fire fighting truck, ambulance, rescue vehicle, police vehicle and vehicle for handicapped driving.
This standard is applicable to all the power-driven vehicles operating on roads in China, but not applicable to tramcar and wheeled mobile machinery for special purpose which is not designed and manufactured for travelling on road and mainly used on closed roads and sites for construction.
Note: tramcar refers to a road vehicle driven by motor, supplied with overhead grid and borne by track.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.

power-driven vehicle
power unit-driven or towed wheeled vehicle which, running on roads, is intended for carrying passengers or goods or for undertaking special jobs, including motor vehicles and combination of vehicles, motorcycles and mopeds, tractors towing trailers for transportation, wheeled mobile machinery for special purpose and trailers

motor vehicle
power-driven vehicle with four our more wheels and not borne by track, including vehicle connected to power line (e.g., trolleybus) and mainly used for:
——carrying passengers and/or goods (articles);
——vehicles for towing goods (articles) or special-purpose vehicles;
——special operation.
This term also covers the following power-driven three-wheeled vehicle not borne by track:
a) any three-wheeled vehicle without cab and used for carrying goods, of which the complete vehicle kerb mass exceeds 400 kg;
b) three-wheeled vehicle with complete vehicle kerb mass exceeding 600 kg without cab and structure or function for carrying goods, which is designed and manufactured to be able to carry 2 persons (including the driver) at most;
c) any three-wheeled vehicle with cab, of which the complete vehicle kerb mass exceeds 600 kg.
3.2.1
passenger vehicle
motor vehicles which are primarily intended, in view of design and manufacturing, for carrying passengers, including motor vehicle equipped with special equipment or instrument and primarily intended for carrying passengers

motor vehicle which, based on its design and manufacturing, is primarily used for carrying passengers and their luggage and/or temporary articles, with no more than 9 seats (including the driver’s seat); it may be equipped with certain special equipment or instrument and also be used for towing a centre axle trailer
