1 Scope
This standard specifies safety and hygienic technical requirements, sampling and specimen preparation as well as determination method of inner liner for cigarette.

3 Technical Requirements
3.1 Raw material requirements
The raw material used in production and processing of inner liner for cigarette shall meet the requirements of YQ 15.3 and recycled paper shall not be used.
3.2 Hygienic index
Hygienic index shall meet those specified in Table 1.

Licensed solvents are those specified in YQ 15.3, i.e. ethanol, n-propyl alcohol, isopropanol, ethyl acetate, n-propyl acetate, isopropyl acetate, propylene glycol monomethyl ether, propylene glycol monoethyl ether, dimethyl succinate, dimethyl glutarate, dimethyl adipate and 2-butanone.

3.3 Other index requirements are subject to negotiation between supplier and purchaser.
4 Sampling and Specimen Preparation
4.1 Sampling
4.1.1 The inner liners for cigarette with the same acceptance batch, the same type and the same specification are regarded as one inspection batch.
4.1.2 Three package units (box or tray) are randomly sampled from the inspection batch.
4.2 Specimen preparation
4.2.1 Microbe specimen
Take one tray randomly and separately from the three sampled package units (4.1.2) with a total of three trays. Cut out at least 200g paper specimen respectively from each tray of paper with sterile cutter with a total of three portions, then put them into sterile sampling container (bag) for sealing to be regarded as microbe specimen. Send them to laboratory as soon as possible (if failed to be sent timely, they shall be stored at the temperature close to the former condition). Specimen contamination shall be avoided.
Note: three portions of specimens, one for determination and the others for spare specimen.
4.2.2 Specimen for solvent residual
Take one tray randomly and separately from the three sampled package units (4.1.2) with a total of three trays again. Take off about 10 layers of papers from the surface of each tray, cut into 3 portions of paper stack with length not less than 400mm and thickness not less than 30mm, respectively put them into clean aluminum foil bag for sealing to be regarded as specimen for solvent residuals. Specimen contamination shall be avoided.
Note: three portions of specimens, one for determination and the others for spare specimen.
4.2.3 Specimen for other inspection items
Cut the residual sample (4.2.2) after specimen preparation for solvent residuals into 3 portions of paper stack with length not less than 400mm and thickness not less than 40mm to be regarded as specimen for other inspection items. Specimen contamination shall be avoided.
Note: three portions of specimens, one for determination and the others for spare specimen.
4.2.4 The specimen package shall at least include the following information:
——sample name;
——related technical indexes and product index nominal value;
——manufacturer;
——manufacturing date;
——sampling date;
——sampling site;
——sampling personnel.
