This standard is developed in accordance with the rules given in GB/T 1.1-2009 Directives for standardization - Part 1: Structure and drafting of standards.
This standard replaces JB/T 4783-2007 Road tankers for cryogenic liquid. With respect to JB/T 4783-2007, the following main technical changes have been made:
a) Standard name:
——changed from “Road tankers for cryogenic liquid” to “Road tankers for refrigerated liquefied gas”;
b) Scope:
——added the scope of inapplicability, definitions of road tanker and tank body, and main pressure elements;
c) Terms and definitions:
——deleted 19 terms and definitions, including cryogenic liquid and thermal insulation, and revised and added 11 terms and definitions, including high vacuum multilayer insulation and refrigerated liquefied gas;
d) Qualifications and responsibilities:
——changed the original "responsibilities" to "qualifications and responsibilities", added the responsibilities of the user or design entrusting party , and modified and improved the responsibilities of the design and fabrication units;
e) Materials:
——added the requirements for steel plates, steel forgings, steel pipes and fittings, welding materials, insulation materials, adsorbent materials and annular space bracing materials are modified, and the requirements for sealing gaskets;
f) Design:
——revised the design requirements for whole road tanker, load, design temperature, design pressure, pipeline, etc., and added the requirements for design by analysis method, minimum design metal temperature, minimum tank thickness, maximum allowable filling amount, etc.;
g) Safety accessories, instruments and filling and discharging accessories:

Road tankers for refrigerated liquefied gas
1 Scope
1.1 This standard specifies the requirements for materials, design, fabrication, test methods, inspection rules, marking and identification, ex-factory documents, storage and transportation of road tankers for refrigerated liquefied gas (hereinafter referred to as road tankers).
1.2 This standard is applicable to road tankers of which the design pressure of the tank inner vessel is not less than 0.1MPa, the geometric volume is not less than 1 m3, the vacuum powder insulation or high vacuum multilayer insulation structure is adopted, and the tank and the approved undercarriage or semi-trailer walking mechanism are permanently connected.
1.3 This standard is not applicable to the road tankers with the following:
a) tanks made of non-ferrous metal or non-metallic materials;
b) tanks filled with refrigerated liquefied gas contents with standard boiling point lower than -196℃;
c) tanks filled with toxic contents;
d) tanks with special requirements such as national defense military equipment.
1.4 Definition of scope
1.4.1 The road tankers applicable to this standard include tank, pipeline, safety accessories, instruments, filling and discharging accessories, approved undercarriage or semi-trailer walking mechanism, supports, operation boxes, pressure build coil, etc.
1.4.2 The tank (body) is defined as follows:
a) the beveled end surface of the first circumferential joint of welded connection between the tank and the pipeline;
b) the first threaded joint end surface of the threaded joint between the tank and the pipeline or safety accessories; the first flange sealing surface of flange connection;
c) the end cover and its fasteners of the tank opening part;
d) the connection weld between the tank and the non-pressure elements.
1.4.3 The pipeline includes all pipes and fittings connected to the tank.
1.4.4 Main pressure elements include the cylinder and seal head of the inner vessel, as well as pipes with the nominal diameter not less than 15mm, pipe sockets, flanges, flange cover plates, etc. in contact with the filling contents.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 150.1, GB/T 150.4, GB/T 3730.2, GB/T 3730.3, GB/T 18443 and GB/T 26929 as well as the following apply.

gas which is partially in liquid state due to low temperature during transportation, the critical temperature of which is generally not higher than -50℃

road tankers for storing refrigerated liquefied gas, in which the tank body and the approved undercarriage or semi-trailer walking mechanism are permanently connected

equivalent pressure
pressure on the tank caused by the inertial force of the contents under normal transportation conditions

filling rate
ratio of the liquid volume of the refrigerated liquefied gas filled in a road tanker to the geometric volume of the inner vessel
3.11
specified filling rate
ratio of the liquid volume to the geometric volume of the inner vessel where the filled liquid volume reaches the highest liquid level specified in the design during road tanker filling
3.12
reference steel
reference material with the lower limit of set standard tensile strength, Rm, of 370MPa and the elongation after fracture, A, of 27%
3.13
sealing-off vacuum degree
vacuum degree where the pressure of the vacuum annular space is relatively stable at normal temperature after the vacuumizing and sealing-off of tank
4 Qualifications and responsibilities
4.1 Qualifications
4.1.1 The design, fabrication, inspection and acceptance of the road tankers shall not only meet the requirements of this standard, but also meet those of relevant laws, regulations and safety technical regulations issued in China.
4.1.2 The design and fabrication units of the road tanker shall obtain the corresponding special equipment design and fabrication licenses according to TSG R0005.
4.1.3 The fabrication unit of road tankers shall hold the corresponding special equipment fabrication license, and obtain the fabrication qualification in accordance with the requirement of the competent department of industry under the State Council.
4.2 Responsibilities
4.2.1 User or design entrusting party
The user or design entrusting party shall submit the design conditions of road tankers to the design unit in formal written form, at least covering:
a) main standards and safety technical regulations to be followed in design and fabrication;
b) working conditions, including service environment temperature, working temperature range, working pressure range, filling and discharging conditions and methods, filling and discharging pressure, additional loads, road conditions, etc.;
c) filling contents, including No., name, category, composition, physical and chemical properties, hazardous characteristics, harmful substance content and the corrosion rate to tank materials thereof, etc.;
d) geometric volume or effective volume of the inner vessel;
e) expected service life of road tankers and vacuum annular space;
f) required holding time;
g) number of pressure cycles corresponding to fluctuating pressure;
h) model and necessary technical parameters of the approved undercarriage or tractor;
i) other necessary conditions for design, such as tank material selection, corrosion prevention, surface treatment and special test.
4.2.2 Design unit
4.2.2.1 The design unit shall complete the overall design of road tanker based on the risk assessment report and shall be responsible for the correctness and completeness of the design documents.
4.2.2.2 The management and use of special design seals shall meet the requirements of TSG R0005.
4.2.2.3 The design unit shall preserve all design documents within the design service life of road tankers.
4.2.3 Fabrication unit
4.2.3.1 The road tankers shall be subjected to integrated fabrication, and the fabrication unit shall be responsible for the fabrication quality of them.
4.2.3.2 The fabrication unit shall fabricate in accordance with the requirements of design documents; where the original design is modified, written certificate of the original design unit for agreement on modification shall be obtained, and the modified parts shall be recorded in detail.
4.2.3.3 The fabrication unit shall formulate a quality plan before fabrication, which shall at least include the fabrication process control points, inspection items and qualification requirements of road tankers.
4.2.3.4 The inspection department of the fabrication unit shall carry out all inspections and tests according to the requirements of this standard, design drawings, design documents and quality plans during and after the fabrication, provide corresponding reports and be responsible for the report accuracy and integrity.
4.2.3.5 After passing the inspection, each road tanker shall be provided with a product certificate by the fabrication unit.
4.2.3.6 The fabrication unit shall receive the supervision and inspection on its fabrication process by the special equipment supervision and inspection organization and obtain the "Certificate for Fabrication Supervision and Inspection of Special Equipment" issued by the supervision and inspection unit.
4.2.3.7 The road tankers shall be subjected to type test and other applicable tests conducted by the competent department or the test agency approved by the competent department according to types, and shall obtain the qualification certificate.
4.2.3.8 The fabrication unit shall keep at least the following technical documents for each road tanker within the design service life for future reference:
a) fabrication process drawing or fabrication process card;
b) documents on welding process and heat treatment process of tank;
c) records on inspection and test items specified in the standard;
d) check, inspection and test records during and upon completion of fabrication;
e) ex-factory documents (in accordance with the requirements of Clause 12);
f) original design documents.
5 Materials
5.1 General requirements
5.1.1 The mechanical, physical and processing properties and the compatibility with contents shall be considered in the selection of materials.
5.1.2 For the material that may be exposed to oxygen or oxygen-enriched environment, its compatibility with oxygen shall meet the requirements of GB/T 31481.
