This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard replaces MH/T 7003-2008 Security installation of civil aviation transportation airport. In addition to a number of editorial changes, the following changes have been made with respect to MH/T 7003-2008.
——The standard name is changed from Security installation of civil aviation transportation airport to Security facilities of civil transportation airport;
——Terms “protected area” and “closed management” and their definitions are deleted (see 3.2 and 3.3 of Edition 2008);
——Terms “security restricted area of airports”, “airside”, “landside”, “aircraft movement area”, “access control” and “intrusion alarm system” and their definitions are added (see Clause 3);
——The term “vulnerable point” and its definition are modified (see 3.12; 3.6 of Edition 2008);
——The requirement that the airport security level or the security facility criteria can be appropriately raised according to the threat level in the area where the airport is located is added (see 4.2.2);
——The clause “airport layout” is added and specifies the security requirements which shall be taken into account in planning the airport layout (see Clause 5);
——The structure of the original standard is modified by detailing the “security requirements of security facilities in the aircraft movement area” and dividing it into two clauses: “air side” and “airport enclosure and crossing” (see Clauses 6 and 9; Clause 5 of Edition 2008);

Security facilities of civil transportation airport
1 Scope
This standard specifies the projects and requirements for security facilities of civil transportation airports (including the civil part of joint-used airport by military and civil units).
This standard is applicable to the security facilities used in the planning, design, construction and operation of civil transportation airports (hereinafter referred to as airports).
Note: The civil part of joint-used airport by military and civil units refers to the facilities used for civil aviation passenger transports and freight transports in joint-used airport by military and civil units.

3 Terms and definitions
3.1
airports security facilities
security facilities and related equipment used to prevent, stop or delay illegal interference against airports, aircrafts and navigation facilities, etc., and to protect the security of personnel and property in the airport area
3.2
security restricted area of airports
designated area in the airport with restricted access according to the security needs
3.3
airside
aircraft movement area and the zones, buildings or parts adjacent to it, including runways, taxiways, linking taxiways, aprons, departure sterile areas and areas in aircraft maintenance areas for aircraft maintenance and repair, etc.
Note: Access to this area is restricted.
3.4
landside
areas and buildings within the airport, where passengers and non-passengers can freely enter and leave, including public parking lots, staff parking lots, public movement areas of terminals, public roads, rental vehicle storage areas, public supporting service facilities, industrial and commercial areas, etc.

aircraft movement area
area within the airport used for takeoff and landing of aircraft and related ground movement activities, including all runways, taxiways, linking taxiways and aprons

the process of verifying the validity of the traffic permit held by each person and for vehicle, as well as the consistency of the holder of traffic permit and the authorized area

intrusion alarm system
a system that uses sensor technology and electronic information technology to detect intrusion or attempted intrusion in a specific area of an airport, and displays the location of the accident in the security control center through sound and light alarm signals, so as to facilitate a quick response

c) main and standby power supplies and substations of airports;

e) airport water supply (gas) stations;
f) weak current (information system) computer rooms and other facilities and parts that will cause serious damage to airport functions if damaged.
4 General
4.1 Basic requirements
4.1.1 The airports security facilities shall be able to prevent, stop or delay illegal interference against airports and aircrafts, improve the ability to identify and deal with abnormal events and emergencies, and protect the security of personnel and property in the airport.
4.1.2 The airports security facilities include the security facilities in the airside, the landside and the terminal, and are composed of the security facilities at the airport enclosure and crossing, the access control facilities in the security restricted area of airports, the video surveillance system, the personal and luggage security screening facilities, the security screening facilities for air cargo transportation, the security screening facilities for vulnerable points, the security screening facilities for catering and in-flight supplies, the airport security control center and the business rooms, etc.
4.1.3 The layout of all functional areas and facilities of the airport shall conform to the relevant provisions of the security work.
4.1.4 In addition to the requirements given in this standard, the planning, design, construction and operation of airports security facilities shall also meet the requirements of current relevant national provisions or standards.
4.1.5 The security facilities of constructed, renovated and extended airports shall be planned, designed, constructed and put into operation or use simultaneously with the main works of the airport.
4.2 Classification of airport security level
4.2.1 According to the annual passenger throughput of the airport, the airport security level is divided into four categories, as shown in Table 1.
