Quality inspection and evaluation standards for airfield engineering of civil airport
1 General provisions
1.0.1 This standard is formulated in order to standardize the quality inspection and evaluation for airfield engineering of civil airport and ensure the quality of engineering.
1.0.2 This standard is applicable to the quality inspection and evaluation for airfield engineering of civil transport airport (including the civil part of civil and military airport).
This standard may be referenced for the quality inspection and evaluation for airfield engineering of general airport.
The airfield engineering referred in this standard includes earthwork, stonework, ground treatment work, slope protection work, pavement work, road work, drainage work, bridge work, culvert and tunnel works, fire-fighting pipe network work, boundary work, etc.
1.0.3 If the method of quality inspection and evaluation is not specified in this standard, relevant standards may be referred to, or corresponding inspection standards may be developed according to actual situations, and be submitted to the competent department after being reviewed and demonstrated by experts.
1.0.4 Digital construction process monitoring technology can be used as an auxiliary mean for quality inspection and evaluation.
1.0.5 In addition to the requirements given in this standard, the quality inspection and evaluation for airfield engineering of civil airport shall also meet the requirements of current relevant national and professional provisions or standards.
2 Terms
2.0.1 quality inspection
an activity that visual inspection, measurement, test, inspection and other methods are adopted for appearance or performance of inspection items and the results are compared with the standard requirements in combination with the technical data formed in the construction process
2.0.2 evaluation
an activity that is carried out to determine whether the engineering is qualified based on inspection results
2.0.3 unit project
a project with independent construction conditions and relatively independent functions
2.0.4 part project
a component of a unit project, that is divided based on the part, structural form or specialty nature of the project
2.0.5 subentry project
a component of a part project, which is divided based on the construction technology, materials or equipment types of the project
2.0.6 basic requirements
requirements that directly affect the quality, structural safety or use functions of the engineering during the construction
2.0.7 measured item
the item for quality inspection on the entity engineering by measurement, test and other methods
2.0.8 guarantee item
measured item playing a decisive role in safety, quality, functions and public interest
2.0.9 general item
measured item other than the guarantee item
2.0.10 quality of appearance
an activity that reflect the external quality of the engineering through observation and necessary measurement
2.0.11 quality assurance data
inspection, test, control and product quality certification documents related to engineering quality formed during the construction
3 Quality evaluation for engineering
3.1 General requirements
3.1.1 The airfield engineering shall be divided into unit project, part project, subentry project, see Annex A for the details.
3.1.2 Relevant entities of engineering construction shall carry out quality management, inspection and evaluation in accordance with unified division of engineering.
3.2 Quality grade evaluation
3.2.1 The subentry project shall be taken as the basic evaluation unit of the quality inspection and evaluation for engineering. Based on the evaluation on the subentry project, the part project and the unit project are evaluated by grades.
3.2.2 The quality inspection and evaluation for the engineering is divided into two grades, i.e., qualified and unqualified.
3.2.3 The quality inspection and evaluation for the subentry project shall include basic requirements, measured item, quality of appearance and quality assurance data.
3.2.4 It is a prerequisite for the quality inspection and evaluation of the subentry project that the basic requirements pass the inspection.
3.2.5 The measured item is divided into the guarantee item and the general item, and the following requirements shall be met if evaluated as qualified:
1 If the measured item has a specified extreme value, any single inspection value shall not exceed the specified extreme value; otherwise, the deviation of the single inspection value shall not exceed 2 times of the allowable deviation value.
2 The qualification rate of the guarantee item shall not be less than 95%, while that of the general item shall not be less than 85%; any qualification rate if specified otherwise shall be subject to its provisions.
The qualification rate shall be calculated using the following equation:
Qualification rate = (Number of points (groups) that are qualified in the inspection)/(Number of all inspection points (groups))×100% (3.2.5)
3 The measured item evaluated by mathematical statistics shall be evaluated in accordance with the requirements given in this standard.
3.2.6 The quality of appearance shall meet the requirements of this standard. In case of serious appearance defects, quality inspection and evaluation shall not be carried out until the construction unit has taken measures to repair the defects and the repaired defects are deemed as acceptable.
3.2.7 In case of incomplete chart and lack of basis data in the quality assurance data, the subentry project is unqualified.
3.2.8 The following conditions shall be met if it is evaluated that the subentry project is qualified:
1 all basic requirements are met;
2 all measured items are qualified;
3 the quality assurance data is complete;
4 the quality of appearance meets the requirements.
3.2.9 The following conditions shall be met if it is evaluated that the part project is qualified:
1 all subentry projects are qualified;
2 the quality assurance data is complete;
3 functions meet relevant requirements.
3.2.10 The following conditions shall be met if it is evaluated that the unit project is qualified:
1 all part projects are qualified;
2 the quality assurance data is complete;
3 functions meet relevant requirements.
3.2.11 After the engineering that is evaluated as unqualified meets the design requirements after strengthening, reinforcement or rework, its quality shall be re-evaluated.
3.3 Quality inspection and evaluation procedures
3.3.1 The construction unit shall carry out self-inspection on the subentry project as required, and submit it to the supervision unit for acceptance after the project passes the self-inspection and a table for quality inspection and evaluation is completed in accordance with Table J-1 in Annex J. The supervision unit shall, in combination with the results of parallel measurement and parallel test, confirm by signature the inspection and evaluation results of the construction unit in accordance with relevant requirements.
3.3.2 The construction unit shall carry out self-inspection on the part project as required, and submit it to the supervision unit for acceptance after the project passes the self-inspection and a quality inspection and evaluation table is completed in accordance with Table J-2 in Annex J. The supervision unit shall organize the construction acceptance based on actual conditions of the project, and confirm by signature the inspection and evaluation results of the construction unit in accordance with the inspection results.
3.3.3 The construction unit shall carry out self-inspection on the unit project as required, and submit it to the supervision unit after the project passes the self-inspection and a quality inspection and evaluation table is completed in accordance with Table J-3 in Annex J. The supervision unit shall, jointly with the development unit, organize the construction, design, survey and other relevant units to carry out acceptance, and confirm by signature the acceptance evaluation results.
3.3.4 After the unit project passes the acceptance, it can be submitted for completion acceptance.
4 Earthwork, stonework and ground treatment work
4.1 General
4.1.1 The measured items for the earthwork and stonework shall be tested according to different functional zones of the airfield.
4.1.2 The reaction modulus or resilient modulus of the subgrade shall meet the design requirements. The reaction modulus of the subgrade shall be evaluated in accordance with Annex G, while the resilient modulus shall be evaluated by reference to relevant standards.
4.1.3 The subgrade compactness of ground service road and patrol road shall meet the design requirements, the top surface elevation and flatness inspection frequency shall be in accordance with standards for affected area of pavement in airfield area
4.1.4 The compactness of earthwork and stonework in the area affecting fill slope stability shall meet the design requirements, and the measured items of elevation and flatness shall be in accordance with the inspection methods and standards for other unpaved areas of earthwork and stonework.
4.2 Earthwork
4.2.1 Basic requirements
1 Site clearing and formation shall meet the requirements of design and construction specifications;
2 Types and technical indexes of filler shall meet the requirements of design and construction specifications;
3 Earthwork shall meet the requirements of design and construction specifications;
4 Number/thickness of the compacted layer shall meet the requirements of design and construction specification, and the compacted layer has been subjected to acceptance from bottom to top.
4.2.2 The measured items shall be inspected in accordance with those specified in Table 4.2.2.

4.2.3 Quality of appearance
1 The surface is flat and the sideline is straight;
2 The side slope has a smooth surface and a satisfactory gradient.
4.3 Stonework
4.3.1 Basic requirements
1 Site clearing and formation shall meet the requirements of design and construction specifications;
2 The maximum particle size of filling stone, curvature coefficient, non-uniformity coefficient and other technical indexes shall meet the requirements of design and construction specifications;
3 The stonework construction shall meet the requirements of design and construction specifications;
4 Number/thickness of the compacted layer shall meet the requirements of design and construction specification, and the compacted layer has been subjected to acceptance from bottom to top.
4.3.2 The measured items shall be inspected in accordance with those specified in Table 4.3.2.

Notes: 1 The test method of solid volume rate shall be in accordance with the relevant provisions of MH/T 5035-2017 Technical code for high filling engineering of airport.
2 After the overlying soil layer of the stonework is completed, the flatness and elevation shall be tested. The thickness of the overlying soil layer shall meet the design requirements, the compactness, flatness and elevation shall be in accordance with those specified in Table 4.2.2.
4.3.3 Quality of appearance
1 The surface is flat and the sideline is straight;
2 The side slope has a smooth surface and a satisfactory gradient.
4.4 Ground treatment work
4.4.1 Replacement
1 Basic requirements
1) The depth and range of replacement shall meet the design requirements;
2) Technical indexes of the replacement materials shall meet the requirements of design and construction specifications;
3) The replacement construction shall meet the requirements of design and construction specification.
2 The measured items shall be inspected in accordance with the requirements of the earthwork and stonework.
3 Quality of appearance
The surface shall be flat.
4.4.2 Dynamic compaction
1 Basic requirements
1) Technical indexes of the filler for dynamic compaction shall meet the requirements of design and construction specifications;
2) The energy level of dynamic compaction and the specification of the rammer shall meet the design requirements;
3) The dynamic compaction shall meet the standard for stopping compaction given in design and construction specification.
2 The measured items shall be inspected in accordance with those specified in Table 4.4.2.
