Introduction
When the residual capacity of traction batteries used in electric vehicles drops to 80% of its nominal capacity, it can no longer meet the requirements of electric vehicles. When the traction battery for electric vehicle is scrapped, the excessive residual power will cause safety problems and environmental accidents due to irregular discharging operation in the process of resource recycling. Therefore, it is necessary to ensure the safe, environmentally friendly and efficient discharging of retired vehicle power batteries with the safety of operators' property ensured.
Although the discharging technology and methods are different, the discharging methods in China are mainly divided into external circuiting discharging and soaking discharging. What kind of discharge mode is selected for waste power, what kind of specification shall be followed in the discharge process, and how to judge the cut-off conditions of discharge are all key technical problems in the discharge specification of waste traction batteries for electric vehicle.
Considering the recycling of traction batteries for electric vehicles involves many technical problems and many related parties, each of whom has different requirements for the use of documents, GB/T 33598 consists of four parts under the title of Recovery of traction battery used in electric vehicle—Recycling.
——Part 1: Dismantling specification; The purpose is to standardize the operation requirements in the dismantling process of waste traction batteries and ensure the safety, environmental protection and efficiency of the operation.
——Part 2: Materials recycling requirements; The purpose is to guide recycling enterprises to carry out efficient recovery and pollution control of valuable metal elements.
——Part 3: Specification for discharging; The purpose is to select the suitable discharging method and improve the discharging efficiency provided that safety can be ensured.
——Part 4: Specification for recycling report. The purpose is to establish the framework and format for the report provided by the traceability management of waste batteries, and standardize the necessary clauses and contents.
GB/T 33598.3 is of great significance to the scientific, safe and environmental protection application of discharge in the recycling of traction batteries used for electric vehicle.

1 Scope
This document specifies the terms and definitions, basic requirements, discharge process selection and discharge methods, storage requirements and environmental protection measures for discharging process in recycling of traction battery used in electric vehicle.
This document is applicable to the discharging process in recycling of lithium traction batteries used in retired vehicle.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 and GB 38031 and the following apply.
3.1
external circuiting discharging
discharging a battery by using an external circuit such as a special discharging device, a discharging resistor or a conducting medium
3.2
soaking discharging
discharging a battery by soaking the whole battery in a conductive solution
4 Basic requirements
4.1 General
4.1.1 Discharging specification or operation instructions shall be formulated according to the comprehensive technical data provided by the production enterprise and perfect protective materials, equipment and facilities shall be equipped.
4.1.2 Fire safety inspection system, environmental protection inspection system, equipment and facilities overhaul and maintenance system shall be established, and corresponding management documents shall be formed.
4.1.3 Before discharging, the discharging area and equipment and facilities shall be comprehensively inspected to ensure environmental safety and normal operation of equipment and facilities.
4.1.4 Before discharging, the battery status shall be checked and tested, and the appropriate discharging mode shall be selected according to the characteristic parameters such as safety, voltage and remaining power of lithium traction batteries for retired vehicle.
4.2 Site requirements
4.2.1 The operation site shall be closed or semi-closed, ventilated, dry and well lit.
4.2.2 The operation site shall be equipped with fire facilities and equipment according to GB 50140, and fire signs according to GB 15630.
4.2.3 The operation site shall be prohibited from fireworks, where inflammable and explosive materials shall not be stored, and warning signs shall be set.
4.2.4 The operation site shall be divided into independent discharging areas, storage areas, etc., with area marks provided. The ground shall be hardened, insulated, anticorrosive and leak-proof.
4.2.5 Protective and safe passages shall be set around the discharging area, and the safe operation distance shall be subjected to GB/T 23821.
4.2.6 Emergency collection pool for wastewater leakage shall be set up in the discharging area or site if soaking discharging is used.
4.3 Personnel requirements
4.3.1 Operators shall participate in the training of standardized discharge, environmental protection operation, safe operation and emergency treatment, and can only take up their posts after passing the internal assessment of the enterprise.
4.3.2 Operators shall wear and use labor protection articles according to the requirements of GB/T 11651 and necessary insulation protection shall be provided. The person who does not wear protective device shall not be close to the operation area.
4.3.3 There should be not less than 2 operators, who shall be familiar with the operation procedures, work in strict accordance with the discharge procedures or operation instructions, and have the ability to deal with emergency events.
4.4 Equipment and facilities requirements
4.4.1 The external circuiting discharging shall be equipped with the following operation equipment and facilities:
a) discharging equipment and facilities;
b) voltage test equipment;
c) electronic quantities test equipment;
d) temperature test equipment;
e) insulation test equipment;
f) heat conduction and dissipation equipment.
4.4.2 The soaking discharging and the external circuiting discharging using conductive solution shall be equipped with containers and facilities for carrying discharging solution, as well as gas collection devices and waste gas treatment facilities.
4.4.3 The accuracy of measuring instruments and meters used in discharging operation shall meet the requirements of GB 38031.
4.4.4 Mechanical automatic feeding and discharging equipment and facilities should be equipped, and discharging, liquid storage and liquid distribution containers shall have anti-leakage and anti-corrosion functions.
4.4.5 Peripheral fences or passageway guards shall be installed in the discharging device and at each operating position in accordance with the requirements of GB/T 8196.
