Compared with SJ/T 11364 - 2006, this standard has the following main changes:
a) As for the standard name and scope, the "electronic information products" of SJ/T 11364 - 2006 is adjusted to "electrical and electronic product"; "control of pollution" is adjusted to "restriction of the use of hazardous substances";
b) The content indicating that the logistics process may refer to is added (see Chapter 1);
c) In normative references, a standard of GB 18455 Package Recycling Marking (see Chapter 2 of SJ/T 11364 - 2006) is deleted.
d) In terms and definitions, "electrical and electronic product", hazardous substance" and "logistic" (see 3.1, 3.2 and 3.7) are added while those about "electronic information products", "hazardous substance", "producer", "importer" and "packing material" (see 3.1, 3.2, 3.4, 3.5 and 3.7 of SJ/T 11364-2006) are deleted;
e) The requirements for electrical and electronic product with display function which is allowed to use digital slogan are added (see 6.1.3);
f) The requirements for name marking of packing materials are deleted (see Chapter 9 of SJ/T 11364 - 2006).

Introduction
Hazardous substances are necessary in some electrical and electronic products, including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polychlorinated diphenyl ether due to the demand for technology and product functions. Therefore, to avoid the adverse effect of such products on the human health and environment after use and being abandoned and standardize the marking of electrical and electronic products, the standard of SJ/T 11364 - 2006 Marking for Control of Pollution Caused by Electronic Information Products is issued by the former Ministry of Information Industry after being prepared according to the relevant requirements of the document - Management Measures for Control of Pollution Caused by Electronic Information Products (Decreed No. 39 of the former Ministry of Information Industry) and relevant international standards and industrial practice as references.
However, the standard of SJ/T 11364 – 2006 is gradually not applicable with the demand of revision of Management Measures for Control of Pollution Caused by Electronic Information Products and the increasing demand of enterprises for the marking of image display and logistics process in the use of standards. This standard is therefore prepared to solve the above problems and further detail and improve requirements for marking electrical and electronic products in the aspects of environment improvement, convenience of use, national policy implementation and enterprise management cost reduction.

1 Scope
This standard specifies marking requirements for electrical and electronic products in terms of hazardous substances, environment-friendly use period and recovery.
This standard is applicable to electrical and electronic products sold within the territory of People's Republic of China and used by logistics process of electrical and electronic products for reference.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
Electrical and electronic product
EEP
Equipment and auxiliary products operating by way of current or magnetic field and then generating, transmitting and measuring the said current and magnetic field, with rated operating voltage not exceeding 1500V under direct current and 1000V under alternating current.
3.2
Hazardous substance
Substances contained in electrical and electronic products, including lead and its compound, mercury and its compound, cadmium and its compound, hexavalent chromium compound, polybrominated biphenyls and polychlorinated diphenyl ether.
Note: "Contained" in the above clause indicates that the content of hazardous substances exceeds limit as specified in GB/T 26572.
3.3
Environment-friendly use period
A period during which the hazardous substances in electrical and electronic products will not escape or mutate and the normal use of electrical and electronic products will not cause serious pollution or serious harm on the persons and their property.
3.4
Recovery
A process by which the waste products are treated such to meet the original service demand or use for other purposes, including recovery and use of energy.

3.5
Logistics
A process by which articles are delivered to the destinations, depending on the demands, including transport, storage, handling, hauling, packing, circuiting and processing, distributing and information processing which will be combined organically.

4 General
All the electrical and electronic products sold within the territory of People's Republic of China shall be marked with restriction of the use of hazardous substances in electrical and electronic products in accordance with this standard. The indication in the product instructions is necessary if the marking is unlikely to be directly marked on the products due to the limits of product volume, shape, surface materials or functions.
The supplier may not mark the products provided which are purchased for production, but it shall provide all the necessary information; the purchaser shall mark on the electrical and electronic products it produced and the products purchased for production shall be marked with such information.
If the marking is indicated on product instructions, the carrier may be paper instruction, optical disk (CD/DVD) or packing materials; for the product instructions for electrical and electronic products purchased for production, the Company website is another carrier. If the website is the only carrier, the instruction shall be clearly indicated with procedure to check the information.
5 Marking of Restriction of the Use of Hazardous Substances in Electrical and Electronic Products
5.1 Marking
See Figure 1 and Figure 2 for the marking of restriction of the use of hazardous substances in electrical and electronic products.
Note: The figures in Figure 2 are for example and the environment-friendly use period for electrical and electronic products shall be used in actual use.

5.2 Marking meaning
Connotation of marking consists of hazardous substances, environment-friendly use period and recovery.
Figure 1 is green, indicating the environmental protection attribute that there are no hazardous substances in products; in the middle, the "e" means electrical, electronic and environmental, an emblem of environmental-friendly electrical and electronic products; the arrow cycles indicates that the electrical and electronic products can be recovered. The entire figure means that the products are environmental-friendly without hazardous substances and can be recovered after being discarded and shall not be discarded at will.
Figure 2 is orange, indicating the warning attribute that there are hazardous substances in products; in the middle, the alternative figure means environment-friendly use period of electrical and electronic products; the arrow cycles indicates that the electrical and electronic products can be recovered. The entire figure means that the products contains hazardous substances and may be used at ease within environment-friendly use period and shall be put into circulation system after environment-friendly use period.
5.3 Color
Marking in Figure 1 had better remain green (C: 85, M: 30, Y: 85, K: 20).
Marking in Figure 2 had better remain orange (C: 0, M: 75, Y: 100, K: 0).
5.4 Size
5.4.1 Figure size
Grid proportion in Figure 1 and Figure 2 is as shown in Figure 3 and Figure 4 (grid: 100×100). Figure 2 uses Impact and the figure height/internal diameter/external diameter of circle is 5:8:12.

5.4.2 Marking size
The producer or importer shall select suitable marking according to size of electrical and electronic products and parts but the minimum area shall not be less than 5mm×5mm.
6 Marking Requirements
6.1 Basic requirements
6.1.1 The marking for restriction of the use of hazardous substances, which shall be clearly distinguishable, easy to see, hard to fade and to move, shall be marked on electrical and electronic products in accordance with this standard.
6.1.2 In general, marking for restriction of the use of hazardous substances shall be directly marked on the electrical and electronic products through molding, painting, pasting and printing or in accordance with the method in 6.1.3.
If the electrical and electronic products meet one of the following conditions, marking for restriction of the use of hazardous substances may not be directly marked on the surface of electrical and electronic products, but shall be marked in accordance with the method in 6.1.3 or noted in the product instructions.
a) The maximum surface area is less than 5×103mm2;
b) The shape is irregular, for example the surface area is large but the wire cables are specially long and thin;
c) The marking cannot be marked on surface of the products due to material or function of the surface.
6.1.3 The electrical and electronic products with image display function may be marked with marking for restriction of the use of hazardous substances in electrical and electronic products in digital format under the premise that the following conditions a)~f) are met at the same time;
a) The marking (in digital format) for restriction of the use of hazardous substances in electrical and electronic products need to be displayed in case of each time starting of the products. If they are displayed solely, the display time shall not be less than 2s; if they are displayed together with other information, the display time shall be duly postponed and the logo size and display position shall be adjusted to guarantee the marking are recognizable.
b) The marking (digital format) for restriction of the use of hazardous substances in electrical and electronic products may be checked by the users through user interface during operation of the products.
c) If logo in Figure 2 is chosen for marking, names and contents of hazardous substances in the products may be checked by the users through user interface, the marking format and marking requirements shall meet those specified in 6.2.2.
d) Checking procedures for marking and table mentioned in above items b) and c) shall be defined in the operating instructions of the products.
e) The marking (digital format) for restriction of the use of hazardous substances in electrical and electronic products are ex-factory settings and RO data, of which the contents are hard to modify through software.
f) The data related to marking (digital format) for restriction of the use of hazardous substances in electrical and electronic products need to be preserved by the manufacturer; if logo in Figure 1 is chosen for marking, the preservation time shall be 3a more than the product life; if logo in Figure 2 is chosen for marking, the preservation time shall be above 3a more than environment-friendly use period of the products. In case the products are damaged or cannot display normally, the manufacturer shall provide convenient and queryable data.
6.1.4 If the marking for restriction of the use of hazardous substances in electrical and electronic products are marked on the products, they normally shall be marked at a prominent location on the electrical and electronic products, such as the front of the product, side or back where function keys are located. If restricted by functions and appearance design so that it is not possible to mark the marking at prominent locations, they shall be located at other visible places easily detected by the consumers.

前言
本标准按照GB/T 1.1—2009给出的规则起草。
本标准自发布之日起代替并废止SJ/T 11364-2006《电子信息产品污染控制标识要求》。
本标准与SJ/T 11364—2006相比主要变化如下:
a)标准名称和适用范围由SJ/T 11364—2006的“电子信息产品”调整为“电子电气产品”,“污染控制”调整为“有害物质限制使用”;
b)增加了物流过程参照使用的说明(见第1章);
c)删除了规范性引用文件中的GB 18455《包装回收标志》(见SJ/T 11364-2006的第2章);
d)增加了有关“电子电气产品”、“有害物质”和“物流”的术语和定义(见3.1、3.2和3.7),删除了SJ/T 11364-2006中有关“电子信息产品”、“有毒有害物质”、“生产者”、“进口者”和“包装物”的术语和定义(见SJ/T 11364-2006的3.1、3.2、3.4、3.5和3.7);
e)增加了带有显示功能的电子电气产品可使用数码格式进行标语的要求(见6.1.3);
f)删除了对包装物材料名称标识的要求(见SJ/T 11364-2006的第9章)。

引言
由于技术和产品功能的需要,目前部分电子电气产品的材料成分中含有铅、汞、镉、六价铬、多溴联苯、多溴二苯醚等有害物质。为防止含有上述物质的产品在使用和废弃之后给人体健康和环境带来的不良影响,进一步规范电子电气产品标识,根据《电子信息产品污染控制管理办法》(原信息产业部第39号令)有关要求,参考有关国际标准和工业界实践,原国家信息产业部发布了SJ/T 11364-2006《电子信息产品污染控制标识要求》。
随着《电子信息产品污染控制管理办法》修订的需要以及企业在标准实际使用过程中对产品使用图像显示标识和物流过程标识的需求,SJ/T 11364-2006标准逐渐出现难以完全适用的情况。本标准制定的目的就是为了解决上述问题,从改善环境、便于应用、落实国家政策规定、降低企业管理成本的角度出发,进一步细化和完善电子电气产品的标识要求。
电子电气产品有害物质限制使用标识要求
1 范围
本标准规定了电子电气产品有害物质、环保使用期限、可否回收利用的标识要求。
本标准适用于在中华人民共和国境内销售的电子电气产品,亦可供电子电气产品的物流过程参照使用。

下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件。仅注日期的版本适用于本文件。凡是不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。
GB/T 26572 电子电气产品中有害物质的限量要求
3 术语和定义
下列术语和定义适用于本文件。
3.1
电子电气产品 electrical and electronic product
EEP
依靠电流或电磁场工作或者以产生、传输和测量电流和电磁场为目的,额定工作电压在直流电不超过1500V、交流电不超过1000V的设备及配套产品。
3.2
有害物质 hazardous substance
电子电气产品中含有铅及其化合物、汞及其化合物、镉及其化合物、六价铬化合物、多溴联苯、多溴二苯醚。
注:其中“含有”是指有害物质的含量超出GB/T 26572规定的限量要求。
3.3
环保使用期限 environment-friendly use period
电子电气产品中含有的有害物质不会发生外泄或突变,电子电气产品用户正常使用该电子电气产品不会对环境造成严重污染或对其人身、财产造成严重损害的期限。
3.4
回收利用 recovery
对废弃产品进行处理,使之能够满足其原来的使用要求或用于其他用途的过程,包括对能量的回收和利用。

3.5
物流 logistics
物品从供应地向接收地的实体流动过程。根据实际需要,将运输、储存、装卸、搬运、包装、流通加工、配送、信息处理等基本功能实施有机结合。

4 总则
在中华人民共和国境内销售的所有电子电气产品应按本标准要求标识电子电气产品有害物质限制使用标志。由于产品体积、形状、表面材质或功能的限制不能在产品上标注的,应在产品说明中注明。
为生产配套而采购的电子电气产品,供方可以对所提供的产品不进行上述标识,但应向采购方提供标识所需的全部信息;相应地,采购方应在其生产的电子电气产品上进行标识,且标识信息范围应包含为生产配套而采购的电子电气产品。
其中,使用产品说明进行标注的,其载体可以是纸质说明书、说明光盘(CD/DVD)或包装物;为生产配套而采购的电子电气产品的产品说明除上述载体外还可以是公司网站。仅以网站为产品说明载体的,应在产品使用说明书中明确相关标识信息的查看步骤。
5 电子电气产品有害物质限制使用标志
5.1标志
电子电气产品有害物质限制使用标志的图样见图1、图2。
注:图2中数字仅为示例,使用时替换为电子电气产品相应的环保使用期限。

5.2 标志释义
电子电气产品有害物质限制使用标志的内涵包括了电子电气产品中是否含有有害物质、电子电气产品的环保使用期限以及电子电气产品可否回收利用等三个部分。
图1一般为绿色,表示其环保属性,即产品中不含有害物质;图形中间是一个美术体的“e”,代表了电气(electrical)、电子(electronic)以及环境保护(environmental),象征着绿色环保的电子电气产品;图形外圈带有箭头的线条形成一个循环的圆,表示电子电气产品是可以回收利用的。整个图形所表示出的含义是:该电子电气产品不含有害物质,是绿色环保的产品,其废弃后可以回收利用,不应随意丢弃。
图2一般为橙色,突出其警示属性,即产品中含有某些有害物质;图形中间是一个可以替换的数字,明示出电子电气产品的环保使用期限;图形外圈同样由带有箭头的线条组成一个循环的圆,表示电子电气产品是可以回收利用的。整个图形所表示出的含义是:该电子电气产品含有某些有害物质,在环保使用期限内可以放心使用,超过环保使用期限之后则应该进入回收循环系统。
5.3 颜色
图1所示标志建议使用绿色(C:85,M:30,Y:85,K:20)。
图2所示标志建议使用橙色(C:0,M:75,Y:100,K:0)。
5.4 规格
5.4.1 图形规格
图1、图2各部分线条比例分别如图3、图4所示(网格数量为100×100)。其中图2数字字体为Impact,数字高度与圆环内外直径之比为5:8:12。
注:Impact字体的样式可以在办公或文字处理等软件中得到。

5.4.2 标志规格
生产者或进口者应根据电子电气产品及部件的大小选择适宜规格的标志,其最小面积不得小于5mm×5mm。
6 标识要求
6.1 基本要求
6.1.1 电子电气产品应按本标准要求标识电子电气产品有害物质限制使用标志,标志应清晰可辨、易见、不易褪色并不易去除。
6.1.2 通常情况下,电子电气产品有害物质限制使用标志应以模塑、喷涂、粘贴、印刷的方法直接标识在电子电气产品上,或采用6.1.3的方法进行标识。
若电子电气产品满足以下条件之一,可以不在产品表面直接标识电子电气产品有害物质限制使用标志,但应采用6.1.3的方法进行标识或在产品说明中予以注明。
a)最大表面的面积小于5×103mm2;
b)形状不规则,如表面积很大但特别细长的线缆等;
c)由于表面材质或功能的原因无法在产品表面标识。
6.1.3 带有图像显示功能的电子电气产品可在同时满足以下a)~f)条件的前提下标识数码格式的电子电气产品有害物质限制使用标志;
a)在产品每次启动时均需显示数码格式的电子电气产品有害物质限制作用标志。当标志单独显示时,显示时间不得少于2s;当标志与其他信息同时显示时,应适当延长显示时间,并调整图像大小及显示位置,确保标志可识别。
b)在产品运行中,用户可以通过用户界面查看数码格式的电子电气产品有害物质限制使用标志。
c)若采用图2进行标识,用户可以通过用户界面查看产品中有害物质的名称及含量,标识格式及标识要求应满足6.2.2的规定。
d)在产品使用说明书中,应明确上述b)及c)项提及的标志及表格的查看步骤。
e)数码各式的电子电气产品有害物质限制使用标志为出厂设置且为只读数据,标志内容不易通过软件方式修改。
f)生产者需保存数码格式的电子电气产品有害物质限制使用标志的相关数据,若采用图1进行标识,保存时间应超出产品寿命3a以上;若采用图2进行标识,保存时间应超出该产品的环保使用期限3a以上。在产品损毁或者不能正常显示的情况下,生产者需提供便利的可查询数据。
6.1.4 若电子电气产品有害物质限制使用标志标识在产品上,则一般应标识在电子电气产品的正面设有功能键的侧面及背面等易见部位。当受功能、外观设计等影响无法在产品明显处标识的,应标识在消费者使用产品时的其他可见部位。
6.2 有害物质标识
6.2.1 电子电气产品应按本标准要求标识产品中是否含有有害物质:若产品中不含有害物质,应选择图1进行标识;若产品中含有有害物质,应选择图2进行标识,并应在产品说明中按6.2.2要求提供所含有害物质的名称及含量。
6.2.2 产品中含有有害物质的电子电气产品生产者或进口者,应按表1所示格式在产品说明中对有害物质所在部件标识有害物质的名称及含量。
a)表1第一行为表头,第一列为部件名称,其他各列为有害物质在该部件中的含量,最后一行通栏用于符号含义及其他有关事项的说明。
b)若某种有害物质在该部件中不含有,即该有害物质在该部件所有均质材料中的含量均在GB/T 26572规定的限量要求以下,则该有害物质对应的含量标注为“○”;若某种有害物质在该部件中含有,即该有害物质至少在该部件的某一均质材料中的含量超出GB/T 26572规定的限量要求,则该有害物质对应的含量标注为“×”。
c)标识使用的汉字和符号应清晰可辨,其字体高度不得小于1.8mm。

6.3 环保使用期限标识
含有有害物质的电子电气产品应由生产者或进口者参照SJ/Z 11388自行确定产品的环保使用期限[单位为(a)],并应对环保使用期限进行标识。其中,选择图2进行标识的,应将标志中的数字替换为被标识产品的实际环保使用期限,并在产品说明中对保证产品在环保使用期限内的使用条件、配套件特别标识等给予详细说明。
电子电气产品的生产日期即为产品环保使用期限的起始日期。生产日期宜标识在产品或产品包装上,标注格式可以采用年、年周、年月、年月日等,也可以采用产品序列号、商品条码等包含产品生产日期信息的企业通用的产品标注方法。采用产品序列号、商品条码等方式进行标识时,生产者或进口者应为消费者或监管部门提供必要的生产日期查询服务。
6.4 回收利用标识
电子电气产品生产者或进口者应使用图1或图2进行回收利用标识。标识电子电气产品有害物质限制使用标志的产品表示其可以回收利用。
