Green Product Assessment - Coating Material
1 Scope
This standard specifies terms and definitions, product classification, assessment requirements, assessment methods and the like for green coating products.
It is applicable to green product assessment for coating products such as water-borne coating material, coating powder, radiation curable coating material, high solid coating material and solvent-free coating material.
It is not applicable to waterproof coating material.

3 Terms and Definitions
For the purposes of this standard, the following terms and definitions apply.

green product
high-quality product that is harmless or less harmful for ecological environment and human health, less resource- and energy-consuming and meets environmental protection requirements in the total life cycle

coating material
a kind of liquid, paste or powder product, which can form a coating with protection, decoration and/or other specific functions after it is applied on substrate

water-borne coating material
a kind of coating material of which the main component of volatile matter is water

Note 1: For example water-borne coating material for architectures and water-borne coating material for industry uses, etc.
Note 2: Coating products which are used while adding water also belong to water-borne coating material, e.g. inorganic powder coating material for architectures.

wall coating material prepared by adding auxiliaries, water, cosolvents or the like in main film forming matters such as synthetic resin emulsion and natural resin emulsion and applied on the internal and external surfaces of architecture which uses cement-based and other nonmetallic material as the substrate

powder material taking cement, gypsum and the like as main bonding material, mineral powder as main pigment and filler, supplemented by other pigments and auxiliaries; which uses water as dispersion medium and forms coating on architecture surface

material prepared by adding auxiliaries, water, cosolvents or the like in main film forming matters such as water-borne resin and applied on various substrates such as wood-based panel, steel structure and cement-based substrate to form coating with protection, decoration and/or other specific functions

any organic liquid or solid whose natural evaporation is slower than that of volatile organic compound (VOC) at normal temperature and pressure where it is present
Note: EU resolution (EU) 2015/886 specifies that the term SVOC refers to the volatile organic compound with boiling point between 250℃ and 370℃ at 101.3kPa standard atmospheric pressure and retention time between n-tetradecane and n-docosane (including n-tetradecane and n-docosane) n nonpolar chromatographic column.

4 Product Classification
Coating products falling within the scope of this standard are classified according to Table 1. In determination of product classification, the category of product shall be determined according to Grade I, Grade II and Grade III successively.

5 Assessment Requirements
5.1 Basic requirements
5.1.1 Basic requirements for manufacturing enterprise
5.1.1.1 Enterprise shall strengthen cleaner production during the production process.
5.1.1.2 Enterprise should adopt advanced technology and process advocated by the nation, but not use obsolete and prohibited technology, process, equipment or material publicized by the nation or relevant department and the prohibited material beyond the range shall not be selected.
5.1.1.3 Within 3 years up to the assessment date, the to-be-assessed enterprise shall not have major safety accident and/or major environmental emergency (if enterprise is established for less than 3 years, enterprise shall not have major safety accident and/or major environmental emergency from its establishment date to the assessment date).
5.1.1.4 Enterprise shall be established according to GB/T 19001, GB/T 24001 and GB/T 28001 and shall run quality management system, environmental management system, and occupational health and safety management system.
5.1.1.5 Enterprise safety production standardization level shall meet the requirements of AQ/T 9006; safety devices of construction project shall meet "Three Simultaneous" system.
5.1.1.6 Workplace environment (dust, noise, chemicals in the air, etc.) shall meet the relevant requirements of GBZ 2.1 and GBZ 2.2; occupational health of construction project shall meet "Three Simultaneous" system.
5.1.1.7 In terms of environment protection, enterprise shall meet requirements of environmental protection laws and regulations such as Regulations on the Administration of Construction Project Environmental Protection, environmental impact assessment system, "Three Simultaneous" system of environmental protection and pollutant discharge permit system.
5.1.1.8 Collection, storage and disposal of general solid waste shall meet the relevant requirements of GB 18599; the storage of hazardous waste shall be in strict accordance with relevant requirements of GB 18597, and the hazardous waste shall be delivered to organizations holding hazardous waste business certificate for disposal later.
5.1.1.9 Enterprise shall be established according to Regulations on the Safety Administration of Dangerous Chemicals and run safety management system for hazardous chemicals.
5.1.1.10 Enterprise shall pay sustained attention to and meet national and local requirements for pollutant emission, cleaner production and the like regarding paint of coating material.
5.1.1.11 Enterprise shall ensure the normal operation of pollutant treatment equipment and facilities and equip pollutant detection and online monitoring devices according to relevant environmental protection requirements.
