This standard is formulated with a view to implementing laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution, preventing and controlling environmental pollution, improving the quality of the ecological environment, and standardizing the environmental management of hazardous waste storage.
This standard specifies the general requirements, site selection and pollution control requirements for storage facilities, pollution control requirements for containers and packagings, pollution control requirements for storage process, and environmental management requirements such as pollutant emission, environmental monitoring, environmental emergency planning, implementation and supervision in terms of the pollution control on hazardous waste storage.
This standard was firstly issued in 2001, and this edition is the first revision.
The main revisions are as follows:
——The relevant terms and definitions are added and improved;
——The clause "General requirements" is added;
——The classification of hazardous waste storage facilities is detailed, and the relevant environmental management requirements for storage spots are supplemented;
——The site selection and construction requirements for hazardous waste storage facilities are improved;
——The pollution prevention and control, operation management and decommissioning requirements for hazardous waste storage facilities are revised;
——The environmental emergency planning requirements for hazardous waste storage facilities are supplemented;
——The requirements related to medical waste and Annexes A and B are deleted.
This standard is formulated under the organization of the Department of Solid Wastes and Chemicals and the Department of Laws, Regulations, and Standards under the Ministry of Ecology and Environment of the People's Republic of China.
This standard was approved by the Ministry of Ecology and Environment of the People's Republic of China on January 20, 2023.
This standard shall be implemented from July 1, 2023. GB 18597-2001 Standard for pollution control on hazardous waste storage shall be abolished from the implementation date hereof. Upon approval of provincial people's government, this standard may be implemented in advance at all regions according to the needs of local ecological environment protection and the economic and technical conditions.
This standard is interpreted by the Ministry of Ecology and Environment of the People's Republic of China.
Standard for pollution control on hazardous waste storage
1 Application scope
This standard specifies the general requirements, site selection and pollution control requirements for storage facilities, pollution control requirements for containers and packagings, pollution control requirements for storage process, and environmental management requirements such as pollutant emission, environmental monitoring, environmental emergency planning, implementation and supervision in terms of the pollution control on hazardous waste storage.
This standard is applicable to pollution control and environmental management in site selection, construction and operation of the hazardous waste storage facilities newly built, renovated or expanded by the units that produce, collect, store, utilize and dispose of hazardous wastes, as well as to pollution control and environmental management during operation of existing hazardous waste storage facilities.
This standard is not applicable to temporary stacking during cleanup of historically stored hazardous wastes.
If there are other provisions for the storage of specific hazardous wastes in other national standards for pollution control on solid wastes, the relevant provisions shall be implemented.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 hazardous waste
solid waste listed in the National Catalogue of Hazardous Wastes or that with hazardous characteristics as determined according to the hazardous waste identification standard and identification method specified by the nation
3.2 storage
activity of temporarily keeping hazardous wastes in specific facilities or places
3.3 storage facility
facility specifically designed for storing hazardous wastes, including storage warehouse, storage site, storage pool and storage tank farm, among which centralized storage facility is attached for the centralized collection, utilization and disposal of hazardous wastes
3.4 storage warehouse
warehouse-type storage facility for storing one or more categories and forms of hazardous wastes
3.5 storage site
semi-open storage facility with a ceiling (cover) for storing bulk hazardous wastes that are not easy to produce dust, volatile organic compounds (VOCs), acid mist, toxic and harmful air pollutants and irritating odor gases
3.6 storage pool
pool-type storage facility, located indoors or with a ceiling (cover), for storing a single category of hazardous liquid or semi-solid wastes
