This standard is developed with a view to implementing the Environmental protection law of the People's Republic of China and the Law of the People's Republic of China on the prevention and control of atmospheric pollution, controlling environment pollution, improving environmental quality and enhancing control and management of fugitive emission of VOCs.
This standard specifies the fugitive emission control requirements for VOCs-containing materials storage, VOCs-containing materials transfer and transport and VOCs-containing materials in technological process, as well as VOCs leakage control requirements for equipment and pipeline components, the fugitive emission control requirements for VOCs on uncovered liquid surface, as well as requirements for collection and treatment system of exhaust gas via fugitive emission of VOCs and pollution monitoring requirements for the company's plant and surrounding areas.
This standard is issued for the first time.
The fugitive emission control of VOCs shall be executed in accordance with the provisions of this standard by new facilities since July 1, 2019, and by the existing facilities since July 1, 2020. Upon approval of provincial people's government, all regions may implement this standard in advance according to the need of local environmental protection and economic and technical conditions.
This standard specifies the basic requirements for fugitive emission of VOCs. Local provincial people's government may formulate local pollutant emission standards for the items not specified in this standard; and it may also formulate local pollutant emission standards stricter than this standard for the items specified in this standard.
Annex A of this standard is informative.

Standard for fugitive emission of volatile organic compounds
1 Application scope
This standard specifies the fugitive emission control requirements for VOCs-containing materials storage, VOCs-containing materials transfer and transport and VOCs-containing materials in technological process, as well as VOCs leakage control requirements for equipment and pipeline components, the fugitive emission control requirements for VOCs on uncovered liquid surface, as well as requirements for collection and treatment system of exhaust gas via fugitive emission of VOCs and pollution monitoring requirements for the company's plant and surrounding areas.
This standard is applicable to the fugitive emission management of VOCs in existing facilities or production facilities involving fugitive emission of VOCs, as well as the environmental impact assessment, the environmental protection facilities design, the completion environment protection acceptance, and the emission permit issuance of construction projects involving fugitive emissions of VOCs, and fugitive emission management of VOCs after their production.
If the national pollutant emission standards issued by the state have stipulated the fugitive emission control of VOCs, they shall be implemented according to the industry pollutant emission standards.
If the VOCs fugitive emission control requirements specified in this standard cannot be met due to safety factors or special process requirements, other equivalent pollution control measures may be taken and reported to the local ecological environment authority or implemented in accordance with the relevant requirements of the pollutant emission permit.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
volatile organic compounds (VOCs)
an organic compound that participates in atmospheric photochemical reactions, or determined in accordance with relevant provisions

3.8
volatile organic liquid
any organic liquid that emits VOCs into the atmosphere and meets one of the following conditions:
(1) a single component organic liquid with a true vapor pressure of 0.3 kPa or more;
(2) an organic liquid with a true vapor pressure of 0.3 kPa or more and a total mass of 20% or more in the mixture.
3.9
true vapor pressure
the saturated vapor pressure (absolute pressure) at the working (storage) temperature of the organic liquid, or the vapor pressure with the liquid vaporization rate of the organic mixture as zero, also known as the bubble point vapor pressure, which can be converted according to the corresponding measurement method specified in GB/T 8017

4 Scope and time of execution
4.1 The fugitive emission control of VOCs shall be executed in accordance with the provisions of this standard by new facilities since July 1, 2019, and by the existing facilities since July 1, 2020.
4.2 Enterprises in key regions shall implement the special control requirements for fugitive emission, and the geographical scope and time of execution shall be stipulated by the competent department of ecological environment under the State Council or the provincial people's government.
