Limits for Human Local Exposure to Electromagnetic Fields Emitted by Mobile Phones
1 Scope
This standard specifies limits for head exposure of the public to electromagnetic fields emitted by mobile phones, which are used near the human head and capable of emitting electromagnetic wave.
This standard is applicable to all the mobile phones that can be used near the human head and have emission frequency of 30MHz~6GHz.
2 Terms and Definitions
For the purposes of this standard, the following terms and definitions apply.
2.1
public exposure
exposure of the individuals who are in various ages and have different health status under non-control conditions, will not realize the occurrence of the exposure as well as its harm to human body and cannot effectively take protective measures

local exposure
exposure of local surface of human body to electromagnetic fields
2.3
electromagnetic radiation
a) phenomenon in which energy is emitted to the space by source in the form of electromagnetic wave
b) phenomenon in which energy is transmitted in the space in the form of electromagnetic wave
Note: The meaning of "electromagnetic radiation" may also be extended to include electromagnetic induction phenomenon in some cases.
