Chapter 1 General Provisions
Article 1 This Regulation is prepared according to "Regulations on Safety Supervision of Special Equipment" and "Supervision Administration Method for Energy Conservation for High Energy Consumption Special Equipment" to normalize boiler energy conservation works and promote integration of boiler safety and economy.
Article 2 This Regulation is applicable to boiler and its auxiliary machine fueled by coal, oil and gas in the scope specified in "Regulations on Safety Supervision of Special Equipment", monitoring measuring instrument, water processing system and control system (hereinafter referred to as boiler and its system)
This Regulation may be used as reference for the supervision administration of energy conservation technology of the boiler, electrically heated boiler and exhaust-heat boiler fueled by other fuels.
Article 3 This Regulation specifies basic requirements for energy conservation of boiler and its system. As for the boilers in the application scope, their design, manufacture, installation, alternation and repair, application and inspection and testing shall comply with this Regulation.
All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
Article 4 The manufacturing units are encouraged to study and adopt new techniques and new processes to improve energy conversion utilization efficiency of the boiler and its system to meet the requirements of safety, energy conservation and environmental protection.
Various industrial boiler products in conformity with the specified target value of thermal efficiency index of industrial boiler (see Attachment A) may be used as one of the conditions to evaluate the industrial boiler energy conservation products.
Chapter 2 Design
Article 5 The design of the boiler and its system shall meet the requirements of national relevant laws and regulations on energy conservation, safety technical regulation and corresponding standards; in the evaluation of the boiler design documents, the content related to energy conservation shall be checked; the design document failed to conform to energy conservation requirements shall not be allowed to pass the evaluation.
Design thermal efficiency of various industrial boilers shall the requirements of limited value in Attachment A; the thermal efficiency of station boiler shall meet corresponding standards or the design requirements.
Article 6 The boiler design shall include heating power calculation, flue gas and air resistance calculation, hydrodynamic force calculation to define the economical properties of the boiler and its system.
Article 7 The design instruction for boiler shall include main parameters concerned to economical operation of boiler like condition range for stable and safe operation of boiler, design fuel requirements, fuel consumption, design thermal efficiency, metal consumption of boiler, auxiliary machine parameters, exhaust temperature, feed temperature, excess air coefficient as well as their design basis.
Boiler installation instruction shall include system design overview, installation instruction requirements and economical operation instruction.
Article 8 The boiler exhaust temperature design shall comprehensively consider boiler safety and economy and meet the following requirements:
(I) As for steam boiler with rated evaporation less than 1t/h, not higher than 230℃;
(II) As for hot water boiler with rated thermal power less than 0.7MW, not higher than 180℃;
(III) As for steam boiler with rated evaporation greater than or equal to 1t/h and hot water boiler with rated thermal power greater than or equal to 0.7MW, not higher than 170℃;
(IV) As for organic thermal medium boiler with rated thermal power less than or equal to 1.4MW, not higher than medium temperature at inlet 50℃;
(V) As for organic thermal medium boiler with rated thermal power greater than 1.4MW, not higher than 170 ℃.
Article 9 Excess air coefficient at the boiler to emit the smoke shall meet the following requirements:
(I) As for fluidized bed boiler and membrane wall boiler, not greater than 1.4;
(II) As for other layered combustion boiler besides foresaid, not greater than 1.65;
(III) As for positive pressure fuel oil (gas) boiler, not greater than 1.15;
(IV) As for negative pressure fuel oil (gas) boiler, not greater than 1.25.
Article 10 The design of boiler combustion equipment and furnace structure shall meet the following requirements:
(I) Appropriate design, appropriate to design fuel type; safe, stable and high-efficient combustion ensured;
(II) Boiler air equipment is reliable in structure and easy in operation; the wind pressure and air volume are able to ensure that fuel sufficiently combusts and air distribution adjustment is flexible and effective;
(III) For the combustion equipment of layered combustion boiler, such a structure should be adopted which has little compound leakage, small air leakage rate and uniformly distributed feed layer thickness; moreover, a reasonable venting area ratio shall be selected so that the furnace arch is able to organize in-boiler fume flow and heat radiation effectively in order to meet requirements of ignition and supplemental firing of fresh material layer and ensure fuel may fire stably and burn out.
Article 11 Heating surface is arranged appropriately according to different fuel characteristics and boiler structure and an appropriate and economical fume flow is selected to reduce the resistance at the fume side.
Article 12 The boiler structure shall be such that the heating surface is easy to clean. For the boilers whose rated evaporation is greater than or equal to 10t/h and rated thermal power is greater than or equal to 7MW, the deashing devices shall be arranged when the convection surface is easy to accumulate dust.
Article 13 The boiler wall, flue duct, various thermal equipment, heating pipeline and valves shall have be sealed well and provided with good thermal insulation property. The outside surface temperature of the boiler over 300mm from the door (hole), at ambient environment 25℃, shall not exceed 50℃ and the furnace top shall not exceed 70℃' surface temperature for various thermal equipment, heating pipelines and valves shall not exceed 50℃.
Article 14 The access door (hole) shall be arranged appropriately to easily remove dust and dirty of the heating surface and convenient for maintenance. The seal structure shall be adopted at boiler door (hole), sighthole and slag notch to ensure the boiler's air leakage factor is within the design requirements.
Article 15 The arrangement of measurement, inspection and control instruments of boiler shall meet the requirements of "Boiler Instrument Arrangement Requirements" (see Attachment B). The flue duct to connect boiler proper and tail shall reserve a metering port (point) for energy efficiency test and control to test and record boiler operation condition.
Article 16 In the boiler room system design, energy efficiency shall be improved adequately without any influence on safety performance to reduce the consumption of water, electricity, own-use heat and other consumption and promote heat recovery and gradient utilization.
In the equipment arrangement of boiler room, the length of pipeline and flue duct and elbow number shall be decreased as much as possible to decrease flow resistance.
Article 17 The user shall select the type, number and capacity of the boiler according to heat load demand and its variation characteristics so that the boiler operates under the optimum energy efficiency condition.
Article 18 When the large and frequent heat load is available, the users shall take measures to balance the loads to realize the effective adjustment.
The system of several boilers should be provided with central control device to ensure the boiler operates in a stable manner and under an economical operation condition.
Article 19 The medium parameters of boiler shall meet service requirements and shall not make the pressure and temperature used deviate much from the rated outlet pressure and temperature of the boiler.
Article 20 The boiler auxiliary machine shall be arranged to match with the boiler to make boiler and its system operate in a high-efficient manner.
Water pump arrangement shall meet the following requirements:
(I) Circulating water pump of hot water boiler is selected according to system safety, design resistance and circulation volume and the number shall not be less than two;
(II) Make up pump in hot water boiler system shall be able to make up water for the system at a volume not greater than 1% of the systemic circulation water volume;
(III) Steam boiler feed pump should adopt variable speed gear; in this case, the operation should be in the unit system.
Boiler fan parameters shall be calculated according to rated output, fuel type, firing mode and resistance of smoke/air system and vary with air oxygen content, temperature and density of fume and local air pressure.
Article 21 The heat of the continuous sewerage of steam boiler shall be used properly and the continuous blowdown flash tank and sewerage heat exchanger should be arranged depending on the total volume of the continuous sewerage in the boiler room. The boiler steam room with a total capacity greater than or equal to 10t/h shall be arranged with blowdown flash tank or sewerage heat exchanger to recover the sewerage heat and decrease blowdown loss
Article 22 The gas release, water discharge, liquid dripping and leakage shall be prevented in boiler and its system; the heat of the condensed water, secondary steam and continuous sewerage shall be used fully and measures shall be taken to improve the percentage of recovery and reuse of recoverable condensed water as much as possible.
Article 23 The gas-fueled boiler should adopt semi-condensing or full-condensing tails heat exchanging system to recover fume heat.
Article 24 The water quality requirements in conformity with relevant technical specifications and its corresponding standards shall be proposed in boiler design document.
Article 25 The cooling water for boiler coal gate, fan bearing and circulating water pump bearing as well as hydraulic deslagging and deashing water shall be recycled as much as possible.
Chapter 3 Manufacture, Installation, Renovation and Maintenance
Article 26 The manufacturing unit of boiler shall guarantee the energy efficiency of its boiler products meets the specified index requirements, and it is strictly forbidden to manufacture boiler products that are rejected by the national industrial policy.
Article 27 The manufacturing unit of boiler shall provide the energy efficiency test report of boiler products to the users. The energy efficiency test shall be carried out by boiler energy efficiency test institution (hereinafter referred to as test institution) approved by AQSIQ.
Industrial boiler products are subjected to the thermal efficiency test (hereinafter referred to as type test) according to the thermal efficiency test method for approved products in "Energy Efficiency Test and Evaluation Regulation for Industrial Boiler" (TSG G0003). The thermal efficiency result of type test shall not be less than the limits specified in Attachment A; for boilers not covered by Attachment A, the thermal efficiency result of type test shall not be less than the design values.
Energy efficiency test shall be carried out for utility boiler products according to corresponding standards and the test result shall conform to the provisions of corresponding standards or design requirements.
Article 28 The type test of boilers may be carried out in the manufacturer or on the application site.
For industrial boilers manufactured in batch (indicating multiple boilers of the same model are manufactured), after the type test is finished, the manufacturing unit shall timely submit the test report to the supervision and inspection institution. Before the type test is finished and the test result reaches the requirements of energy efficiency, the manufactured quantity shall not exceed 3, or else the supervision and inspection institution shall not continue to issue supervision and inspection certificate for boilers of this model. For batch manufactured industrial boilers that passed the type test, as long as no alteration that affects the boiler energy efficiency is carried out, new type test is unnecessary. For non batch manufactured industrial boilers, type test shall be carried out for each boiler. Type test for industrial boilers shall be carried out within 6 months since the boilers are installed; the energy efficiency test for utility boilers is generally carried out during the debugging commissioning period after installation.
Article 29 Where the result of type test for industrial boilers does not conform to the requirements of energy efficiency, the following measures shall be taken:
(1) The manufacturing unit shall improve the product and make it conform to the requirements of energy efficiency, and submit to the same test institution for retest and verification, otherwise the boiler products of this model may not be manufactured anymore;
(2) The test institution shall inform the supervision and inspection institution of the information as to why the product failed to meet the requirements of energy efficiency in written form, and the supervision and inspection institution shall not continue to issue the supervision and inspection certificate for boilers of this model.
Where the test result of utility boiler fails to meet the requirements of energy efficiency, the manufacturing unit shall improve the product to make it meet the relevant requirements.
Article 30 The installation, renovation and maintenance for boiler and its system shall not reduce the original energy efficiency indexes. Where boiler improvement and major maintenance may cause variation to the energy efficiency of boiler and its system, energy efficiency test or evaluation shall be carried out by the boiler using unit (or entrusts qualified institution) to prove the energy efficiency condition of the boiler and its system is not reduced.
Article 31 The manufacturing units of boiler shall not only provide safety-related technical data according to the requirements of boiler safety technique specifications, but also the technical data relevant to energy saving, and the data shall include at least the following contents:
(1) Certificate documents of examination carried out for contents relevant to energy saving during the identification of boiler design document;
(2) Energy efficiency test report of boiler products
Chapter 4 Use Management
Article 32 The boiler using unit is responsible for the energy saving management of boiler and its system. Technical personnel engaged in energy saving management shall be possessed of relevant professional knowledge of boiler, familiar with relevant national laws and regulations, safety technique specifications and corresponding standards.
Article 33 The boiler using unit shall establish, improve and implement relevant system for the energy saving management of boiler and its system. The relevant system of energy saving management shall include at least the following contents:
(1) Responsibility system of energy conservation goal and management posts;
(2) Routine inspection system for energy conservation of boiler and its system and corresponding inspection records shall be made properly and archived;
(3) Entrance inspection analysis and management system for boiler fuel and fuel shall be selected correctly according to the design requirements;
(4) Calibration and management system of measuring instruments;
(5) Maintenance system of boiler and its system;
(6) Treatment management system of boiler water quality (medium);
(7) Energy conservation training and examination system for boiler operators and water treatment operators. education and training on economical operation knowledge of boiler and work assessment plan for operating personnel and training and examination records shall be maintained.
Article 34 The boiler using unit shall establish examination, reward and punishment operation mechanism for energy efficiency and promote energy performance contracting according to the actual conditions of the unit; arrange to conduct a regular energy efficiency test and the using unit failed to meet the requirements of energy conservation shall make a timely correction.
Article 35 The boiler using unit shall carry out regular maintenance for the equipment, instruments, devices, pipes and valves included in the boiler and its system, where abnormal conditions are found, they shall be treated timely and records be made.
Article 36 The boiler using unit shall carry out routine inspection and monitoring for the energy efficiency conditions of the boiler and its system. The key items for inspection and monitoring include the conformity between the fuel used for boiler and the design fuel, fuel consumption, medium outlet temperature and pressure, volume and temperature of boiler feed water, exhaust temperature, surface temperature of furnace wall and whether the system has conditions of gas release, water discharge, liquid dripping and leakage.
Article 37 The boiler using unit shall strengthen the testing, metering and statistic of energy. Industrial boiler using unit provided with conditions shall carry out regular evaluation on the energy efficiency of boiler and its system's operation, and the evaluation method refers to "Energy Efficiency Test and Evaluation Regulation for Industrial Boiler" (TSG G0003).
Article 38 The boiler using unit shall carry out one regular energy efficiency test for the in-use boiler every two years, and the test should combine the external inspection of boiler, which shall be carried out by the energy efficiency testing institution approved by AQSIQ.
Article 39 Boiler operators shall timely dispatch and adjust the operating quantity and output of boiler according to the steam quantity of end users and the variation in heating load; automatic regulating device for boiler load may be installed for boiler rooms with conditions.
Article 40 The normal pollution discharge rate of utility boilers shall conform to the following requirements:
(1) The pollution discharge rate of condensing steam plant boiler that uses demineralized water as the feed water shall not exceed 1%;
(2) The pollution discharge rate of heating utility boiler that uses demineralized water as the feed water shall not exceed 2%;
(3) The pollution discharge rate of heating utility boiler that uses softened water as the feed water shall not exceed 5%.
Article 41 The normal pollution discharge rate of industrial boilers shall conform to the following requirements:
(1) The pollution discharge rate of industrial boiler that uses softened water as the feed water or simply adopts internal chemical boiler water treatment shall not exceed 10%;
(2) The pollution discharge rate of industrial boiler that uses demineralized water as the feed water shall not exceed 2%.
Article 42 The treatment of boiler water quality (medium) shall conform to the safety technique specifications of boiler water quality (medium) treatment and requirements of corresponding standards.
Article 43 The boiler using unit shall establish energy efficiency technical archives for high energy consumption special equipment according to the requirements of "Supervision Administration Method for Energy Conservation for High Energy Consumption Special Equipment". Using unit provided with conditions shall collect the energy efficiency technical archives of boiler products together with the product quality archive and equipment service archive for unified management (archival data with the same content may be preserved with just one copy).
The energy efficiency Technical archives of boiler shall include at least the following contents:
(1) Accompanied delivery data of boiler product (including the energy efficiency test report of product);
(2) Quality certificate data of boiler auxiliary machine and accessory equipment;
(3) Installation and debugging report of boiler and energy saving renovation data;
(4) Energy efficiency evaluation of the installation, renovation and maintenance or energy efficiency test report of boiler;
(5) The periodic energy efficiency test report of in-use boiler and annual operating energy efficiency evaluation report;
(6) Routine energy saving inspection records of boiler and its system;
(7) Verification certificate of metering and testing instruments;
(8) Treatment inspection report of boiler water quality (medium);
(9) Fuel analysis report.
