This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard replaces TB/T 1613-1985 Design Parameters for Hand brakes Device of Freight Car, TB/T 2424-1993 Technical Specifications for Chained Hand Brake of Horizontal Wheels of Freight Car and TB/T 2978-2000 Technical Specification for Geared Hand Brake of Vertical Wheels of Railway Freight Car. It is based on TB/T 2978-2000 and integrates contents of TB/T 1613-1985 and TB/T 2424-1993. In addition to a number of editorial changes, the following technical changes have been made with respect to TB/T 2978-2000:
——The classification and composition of hand brake of railway freight car are added (see Chapter 4);
——The requirements for outer diameter of hand brake wheel are modified (see 5.1.6; 3.1.13 of Edition 2000);
——The requirements for input torque, chain test stroke and chain output force in output force test are modified (see 5.2.4, 6.3.5; 3.3.5 and 4.4 of Edition 2000);
——Force adjustment test for hand brake is added (see 6.3.4);
——Impact test for hand brake is added (see 6.3.7);
——Inspection rules for hand brake are modified (see Chapter 7; Chapter 5 of Edition 2000);

1 Scope
This standard specifies the terms and definitions, classification and composition, technical requirements, inspection, inspection rules as well as marking, packaging, transportation and storage for hand brakes of railway freight car.
It is applicable to hand brakes of railway freight car.

3 Terms and Definitions
For the purposes of this document, the terms and definitions defined in GB/T 4549.3-2004 as well as the followings apply.

terminate braking force at one time

gradual release
the braking force dwindling away in case of hand brake wheel rotation in counterclockwise direction and held if rotation stopping and hand wheels loosened

adjust force
the braking force is increased if rotating hand brake wheel in clockwise direction and decreased if in counterclockwise direction
3.4
leverage
the ratio of theoretical output force to input force of hand brake when hand braking efficiency is 100%
4 Classification and Composition
According to the structure, hand brakes of railway freight car are classified into geared hand brake of vertical wheel (hereinafter referred to as geared hand brake) and chained hand brake of horizontal wheel (hereinafter referred to as chained hand brake).
Geared hand brake, mainly composed of hand wheel, shell, gear, driving shaft, function handle, winding chain shaft and chain, etc., is provided with functions of braking, quick release and gradual release (force adjustment).
Chained hand brake, mainly composed of hand wheel, hand brake shaft, pawl weight, ratchet wheel, and chain, etc., is provided with functions of braking and release.
5 Technical Requirements
5.1 Basic Requirements
5.1.1 The hand brake shall meet the requirements of the approved product drawings and technical documents.
5.1.2 The hand brake shall operate flexibly with good braking and release performance.
5.1.3 When hand brake wheel rotates in clockwise or anticlockwise direction, braking or release is executed respectively and braking shall not be generated by anticlockwise rotation.
5.1.4 Idling torque of hand brake shall not be greater than 15N•m.
5.1.5 Under braking operating condition of geared hand brake, the chain shall be uniformly wound without overlapping; under quick release operating condition, the hand wheel shall not rotate together.
5.1.6 Outer diameter of geared hand brake wheel shall be 400mm or 560mm and the appearance structure shall be liable to grasp and convenient for personnel's operation. Drop-proof structure shall be adopted for the mounting of hand wheels.
5.1.7 The distance between the outer side surface and the installation surface of geared hand brake wheel shall not be larger than 273mm.
5.1.8 Corrosion-resistant materials or anti-rust measures shall be adopted for main driving parts and components of geared hand brake.
5.1.9 See Annex A for the requirements for mounting of hand brake.
5.2 Performance Requirements
5.2.1 The hand brake shall be provided with brake and release functions.
5.2.2 For geared hand brake provided with gradual release function, when release handle is placed at common position or at release position, it shall be capable of realizing braking and gradual release function as well as quick release function respectively; in case of rotating hand wheels in clockwise direction, braking force shall not generated by hand brake.
5.2.3 For geared hand brake provided with force adjustment function, when function handle is placed at force adjustment position or at common position, it shall be capable of realizing force adjustment function as well as braking and quick release function respectively.
5.2.4 The output strength of geared hand brake is divided into two specifications, i.e. general capability and medium capability; when applying 140N•m of torque to the driving shaft, output force shall meet the requirements specified in Table 1.
