1 Scope
This document specifies the terms and definitions, general requirements, operation requirements, storage and management requirements and environmental protection requirements for secondary cell disassembly of traction battery used in electric vehicle.
This document is applicable to disassembly of the secondary Li-ion cell used in decommissioned vehicle.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 2900.41, GB/T 26989, GB/T 19596 and GB/T 33598 as well as the following apply.

secondary cell
basic unit device that converts the chemical energy and electric energy mutually, generally including electrode, diaphragm, electrolyte, housing and terminal, and is also designed to be rechargeable

3.2
secondary cell disassembly
disassembly of the decommissioned traction secondary cell

3.3
jelly roll
internal components after removing shell and cover plate of the secondary cell, etc., mainly composed of positive and negative plates, diaphragms and electrolyte
3.4
powder of battery material
powder composed of one or more valuable components such as lithium, nickel, cobalt, manganese, iron and graphite obtaining from the disassembly of secondary cell
3.5
separation rate of jelly roll
percentage of the number of secondary cells with jelly roll completely separated in that of secondary cells put into the separation system
4 General requirements
4.1 General
4.1.1 The disassembly enterprise shall formulate disassembly operation procedures or operation instructions according to the disassembly information provided by automobile manufacturers.
4.1.2 Disassembly and separation operations shall not be carried out manually or in open air.
4.1.3 Information acquisition and traceability management shall be carried out for secondary cell (hereinafter referred to as "cell") before disassembly.
4.2 Site requirements
4.2.1 The disassembly site shall be a closed or semi-closed building, and be ventilated, dry and well lit.
4.2.2 The disassembly and storage sites shall be equipped with safety protection and environmental protection facilities, including but not limited to:
a) firefighting facilities such as sandboxes, fire hydrants, carbon dioxide extinguishers, etc.;
b) alarm facilities;
c) emergency facilities;
d) monitoring facilities;
e) exhaust gas collection/processing facilities;
f) waste liquid collection/processing facilities.
4.2.3 The ground of the disassembly and storage site shall be hardened and protected from seepage according to the requirements specified in HJ 610.
4.2.4 The general solid waste storage site and the hazardous waste storage site shall comply with the requirements of GB 18599 and GB 18597 respectively.
4.3 Equipment requirements
4.3.1 It shall be capable of cells cutting, separation, crushing and sorting.
4.3.2 It shall be able to process cells of different specifications and sizes.
4.3.3 The product separation and collection process shall be in closed form or equipped with negative pressure gas gathering device.
4.3.4 Cell positioning, voltage detection, automatic fixation, precise disassembly, product separation and collection, fault early warning, emergency stop of accidents, fire prevention and explosion prevention, etc. should be provided.
4.3.5 Open flame cutting processes such as oxyacetylene flame shall not be used to cut cells.
4.4 Personnel requirements
4.4.1 They shall wear and use protective equipment according to GB/T 11651, including but not limited to protective gloves, safety helmets, overalls, goggles, labor shoes.
4.4.2 They shall be familiar with and master the disassembly operation process, pass the professional training in standardized operation, safety and environmental protection and emergency processing, and take up the post after passing the examination.
