Recycling of traction battery used in electric vehicle - Recycling - Part 2: Materials recycling requirements
1 Scope
This part of GB/T 33598 specifies the terms and definitions, general requirements, pollution control and management requirements for material recycling of traction battery used in electric vehicle.
This part is applicable to the material recycling of lithium ion traction battery and Ni-MH traction battery cells used in electric vehicles.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 and the following apply.
3.1
element recycling efficiency
percentage of the total mass of a target element recycled to the total mass of the target element contained in waste battery chemicals

comprehensive element recycling efficiency
percentage of the total mass of multiple target elements recycled to the total mass of these target elements contained in waste battery chemicals
3.3
selected electrode material for smelting
electrode material obtained from traction battery through procedures such as organic matter removal, spallation and dissociation, crushing and sorting, which may be used as materials for chemical smelting
4 Overall requirements
4.1 General requirements
4.1.1 Material recycling enterprises should meet the requirements of GB/T 36132 and shall adopt advanced and applicable technologies encouraged by the state.
4.1.2 The recycling process of material recycling enterprises shall not lead to secondary pollution. They shall obtain the corresponding hazardous waste business license if hazardous wastes are involved or hand the wastes over to a third party with hazardous waste business license for recycling.
4.1.3 The untreated traction battery cell, electrolyte, adhesive and diaphragm shall not be discarded, dumped, directly buried or directly burned without authorization.
4.2 Personnel requirements
4.2.1 The personnel shall wear and use labor protection articles according to the requirements of GB/T 11651 before operation, and personnel who fail to perform according to the requirements shall not be close to the operation area and operating equipment.
4.2.2 The personnel shall master the methods of accident emergency treatment and first aid.
4.2.3 The personnel shall receive regular physical examination in accordance with GBZ 188, and the health status of personnel shall meet the requirements of the nature of work.
4.2.4 Operators shall receive pre-job training and regular training, and pass the examination.
4.2.5 In case of hazardous waste collection, storage and transportation, corresponding professionals with specialized skills meeting the requirements of environmental protection, safe operation and first aid knowledge shall be provided.
4.3 Site requirements
4.3.1 The factory building shall meet the requirements of GBZ 1, and the fire resistance rating and lighting design of the building shall meet the requirements of GB 50016 and GB 50034.
4.3.2 The factory area shall be equipped with fire extinguishers according to the requirements of GB 50140, and those with water supply and drainage demand shall comply with GB 50069.
4.3.3 The workshop shall be equipped with ventilation equipment, waste liquid treatment facilities and waste residue collection facilities.
4.4 Recycling requirements
4.4.1 The recycling shall meet the requirements of YS/T 1174 and other relevant standards.
4.4.2 The recycling shall follow the principles of safety, environmental protection and reuse.
4.4.3 Directional recycling technology combining mechanical pretreatment with hydrometallurgy may be adopted for recycling. See Annex A for technical requirements.
