Guideline of China occupational safety and health management system
1 Scope
This standard specifies the principles and general requirements for the establishment, maintenance and evaluation of China occupational safety and health management system, as well as the key technical requirements for eight system elements thereof, namely, target responsibility, institutionalized management, education and training, on-site management, risk management and control and investigation and governing of potential dangers, emergency management, accident management and continuous improvement.
This standard is applicable for industrial, mining, commercial and trade enterprises to carry out China occupational safety and health management system and relevant industries to formulate and revise safety and health management and evaluation standards; it is also applicable to the consultation, service, review, scientific research, management and planning of China occupational safety and health management system. It may also serve as a reference for other enterprises and production and operation units.

the enterprise, by implementing the primary work safety responsibility, involving all personnel in the whole process, establishing and maintaining a safety and health management system, and comprehensively controlling the occupational safety and health management in all links of production and operation activities, realizes occupational safety and health management system, post operation and behavior standardization, intrinsic safety of equipment and facilities, and fixation of working environment and appliances as well as continuous improvement

4 General requirements
4.1 Principle
Enterprises shall carry out China occupational safety and health management system following the principle of "safety first, prevention oriented and comprehensive management" to implement the primary responsibility of enterprises. On the basis of risk management, investigation and governing of potential dangers and prevention and control of occupational hazards, and with the work safety responsibility system as the core, enterprises will establish a China occupational safety and health management system to realize full participation, comprehensively improve the work safety management level, continuously improve the work safety, continuously improve the work safety performance, prevent and reduce accidents, ensure personal safety and health, and ensure the orderly progress of production and operation activities.
4.2 Establishment and maintenance
Enterprises shall adopt "PDCA” dynamic cycle mode of "plan-do-check-act”, independently establish and maintain a safety and health management system according to the requirements of this standard and the characteristics of themselves, and build a long-term work safety mechanism through self-inspection, self-correction and self-improvement, so as to continuously improve the work safety performance.
4.3 Self-assessment and review
The operation of China occupational safety and health management system is assessed by means of self-assessment by enterprise and review by the review unit.
5 Key requirements
5.1 Objectives and responsibilities
5.1.1 Objectives
Enterprises shall formulate documented overall and annual occupational safety and health objectives according to their own work safety conditions, and incorporate them into their overall production and operation objectives. They shall clarify the requirements for the formulation, decomposition, implementation, inspection, examination and other links of the objectives, and decompose the objectives into indicators according to the functions undertaken by the subordinate grass-roots units and departments in production and operation activities to ensure their implementation.
Enterprises shall regularly assess and examine the implementation of occupational safety and health objectives and indicators, and make timely adjustments in combination with the actual situation.
5.1.2 Institutions and responsibilities
5.1.2.1 Institutional settings
Enterprises shall implement the organization and leadership of work safety, set up work safety committees, and set up occupational safety and health management institutions in accordance with relevant requirements, or provide corresponding full-time or part-time occupational safety and health management personnel and registered safety engineers in accordance with relevant requirements to establish and improve the management network from management institutions to grass-roots teams.
