0 Introduction
The Rules is prepared based on safety risks and certification risks of horn products for motor vehicles and specifies the basic principles and requirements for implementing compulsory product certification on horns for motor vehicles.
The Rules shall be used together with the general implementation rules issued by the Certification and Accreditation Administration of the Republic of China (CNCA), e.g., Rules for the Implementation of Compulsory Product Certification - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination, Rules for the Implementation of Compulsory Product Certification - Utilization of Testing Resources and Other Certification Results of Manufacturing Enterprises and Rules for the Implementation of Compulsory Product Certification - General Requirements for Factory Inspection.
The certification authority shall formulate the detailed rules for the implementation of certification in accordance with the requirements of general implementation rules and the Rules, and shall implement these detailed rules together with the general implementation rules and the Rules.
Manufacturing enterprises shall ensure that the certified products they manufacture continuously meet the requirements of certification and applicable standards.
1 Application Scope
The Rules is applicable to the horn products for Categories M, N, L3, L4 and L5 electrically driven or compressed air-driven motor vehicles.
The adjustment of application scope caused by the changes of laws, regulations, relevant product standards, technologies, industrial policies and other factors shall be subject to the announcement issued by CNCA.
2 Certification Standards
GB 15742 Performance Requirements and Test Methods of Horn for Motor Vehicles
In principle, the latest edition of above standard issued by the administrative department of national standardization shall apply. Other editions of the standard, if required, shall be subject to the CNCA's announcement on applicability to the requirements of relevant standards.
3 Certification Mode
Basic certification mode for compulsory certification of horn products for motor vehicles is as follows:
Type test + initial factory inspection + post-certification supervision;
The post-certification supervision in the above-mentioned basic certification mode refers to one among the three kinds of modes: post-certification follow-up inspection, sampling testing or inspection on production site, and market sampling testing or inspection.
The certification authority shall carry out classified management over the manufacturing enterprises according to the requirements of Rules for the Implementation of Compulsory Product Certification - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination and also appropriately add the combination of various post-certification supervision modes on the basis of basic certification mode in combination with the classified management results, in order to determine the certification mode applicable to the certification client.
4 Certification Unit Division
In principle, the horn products for motor vehicles produced by the same producer (manufacturer) in the same manufacturing enterprise (site) and free of significant difference in the following aspects shall be regarded as a certification unit:
(1) Operating principle and category;
(2) Shape of assembly and quantity of acoustic transmit units;
(3) Shape and dimension of diaphragm;
(4) Shape or type of sound outlet;
(5) Rated sound frequency;
(6) Rated voltage/rated air pressure.
In principle, the certification client shall propose certification entrustment according to unit division principle. One unit may contain multiple "models (or specifications)" of products. Products of the same model refer to the products having no effect on compliance with standards in design.
For the same products with the same producer but different manufacturing enterprises or the products of the same model with different producers but the same manufacturing enterprise, type test may only be conducted on the samples within one unit; and for the products of other manufacturing enterprises/producers, necessary data shall be provided for conformity check.
5 Certification Entrustment
5.1 Proposal and Acceptance of Certification Entrustment
The certification client shall propose certification entrustment to the certification authority in a proper manner; the certification authority shall deal with the certification entrustment and feed back the acceptance or unacceptance information according to the time limit requirements in the detailed rules for the implementation of certification.
The certification client shall be able to assume the relevant quality and legal liabilities.
The certification authority shall not accept relevant certification entrustment not meeting the national laws and regulations and the relevant industrial policies.
5.2 Application Data
The certification authority shall define the application data list in the detailed rules for the implementation of certification according to the relevant laws, regulations and standards and the demand of certification implementation, including certification application form or contract, registration certificate of certification client and producer, Description to Horn Products for Motor Vehicles (Annex 1) and Production Conformity Control Plan (prepared according to Annex 2) at minimum.
The certification client shall provide the required data according to requirements of application data list in detailed rules for the implementation of certification. The certification authority is in charge of the review, management, preservation and confidentiality of relevant data, and shall inform the certification client of the result of data review.
5.3 Implementation Arrangement
The certification authority shall come to an agreement with the certification client upon relevant responsibilities and arrangement in each link of certification implementation, and shall determine the specific certification implementation scheme based on the actual situation and classified management condition of manufacturing enterprise and according to the requirements of the Rules and the detailed rules for the implementation of certification, and shall also inform the certification client of this scheme.
6 Certification Implementation
6.1 Type Test
6.1.1 Type test scheme
The certification authority shall prepare the type test scheme after reviewing the data and also inform the certification client of the scheme. The certification client may choose the designated laboratory at discretion.
The type test scheme shall include all the sample requirements and quantity, standard test items, laboratory information and the like of type test.
6.1.2 Requirements of type test sample
Generally, the certification client shall select and submit representative samples as required by the certification authority for type test; when necessary, the certification authority may otherwise obtain samples by means of site sampling/sealed sample.
The certification client shall ensure the conformity between the provided sample and the actual product. The certification authority and/or laboratory shall check the authenticity of sample provided by the certification client. If the laboratory doubts about the sample authenticity, it shall explain the circumstances to the certification authority and take measures correspondingly.
The certification authority shall, in the detailed rules for the implementation of certification, define the list of the key parts and raw materials adopted for the product, acceptable compulsory and voluntary product certificates or conditions and specific requirements for type test report according to the relevant requirement documents issued by CNCA.
6.1.3 Type test items
The type test items are the applicable mandatory provisions of corresponding standards given in Article 3 of the Rules.
6.1.4 Implementation of type test
Type test shall be completed in the laboratory designated by CNCA. The laboratory shall carry out type test on the samples and keep complete record of the whole test process and file the record to guarantee the traceability of the test process and result.
In case of any rejected test item, correction is allowed after reason analysis of rejection, and test is carried out again after correction. If retest is needed, the laboratory shall inform the certification authority of the test condition, and the certification authority shall reconfirm the test scheme.
6.1.5 Type Test Report
The certification authority shall specify a uniform format of type test report.
After the type test is finished, the laboratory shall issue the type test report to certification authority and certification client timely. The certification client shall ensure to provide complete and valid type test report to certification authority and law enforcement authority during post-certification supervision.
6.2 Initial Factory Inspection
Initial factory inspection is evaluation carried out by the certification authority to determine whether the production conformity control system of factory meets the certification requirements. It is carried out according to the mode of production conformity control plan review + production conformity factory on-site inspection.
Note: The factories in the Rules involve certification clients, producers and manufacturing enterprises.
6.2.1 Basic principles
Factory shall establish, implement and continuously maintain its product conformity control system according to the requirements of Annex 2 of the Rules so as to ensure that the certified product continuously meets certification requirements.
The certification authority shall carry out compliance inspection on the product conformity control system of factory. In principle, the initial factory inspection shall be completed within one year after type test is passed, otherwise the product type test shall be carried out again.
