Supervision Regulation on Safety Technology for Transportable Pressure Vessel (including Amendment 1 and Amendment 2)
1 General
1.1 Purpose
This regulation was prepared in accordance with the laws and regulations including ""Regulations on Safety Supervision of Special Equipment" to ensure safe operation of transportable pressure vessel, to protect the life and property safety of the people and to promote the development of the national economy.
1.2 Transportable pressure vessel
Transportable pressure vessel is tank type or cylinder type transportation equipment composed of pressure vessel tank or seamless steel cylinder type pressure vessel (hereinafter referred to as cylinder type vessel) with running gear or the transportation equipment whose frame is composed of permanent connection, including railway tank car, tank car, pipe trailer, tank container and pipe bundle container etc.
1.3 Applicable scope
1.3.1 General requirements for Applicable scope
This regulation is applicable to the transportable pressure vessel meeting the following conditions simultaneously:
(1) Have filling and unloading (hereinafter referred to as charge and discharge) medium function and involve in railway, highway or waterway transportation (Note 1-1);
(2) Working pressure of tank type cylinder type vessel is larger than or equal to 0.1 MPa (Note 1-2);
(3) Volume of tank is larger than or equal to 450 L and that of cylinder type vessel is larger than or equal to 1000 L (Note 1-3);
(4) Filling medium is gas (Note 1-4) and liquid (Note 1-6)whose maximum working temperature is higher or equal to its normal boiling point (Note 1-5).
Note 1-1: pressure vessels having charge and discharge medium function and only travel for use in device or field zone but not involve in railway, highway or waterway transportation are managed as stationary pressure vessels.
Note 1-2: working pressure is the possible maximum pressure on the top of tank or cylinder type vessel when the transportable pressure vessel is under normal working conditions. The pressures in this Regulation are all gauge pressures except those noted.
Note 1-3: volume is the geometric volume of one tank or cylinder type vessel of transportable pressure vessel, which is calculated and rounded off (without regard to manufacturing tolerance) according to the size marked in the design drawing. Generally, the volume of the internal components permanently connected to the interior of the vessel shall be deducted.
Note 1-4: gas is the substance whose steam pressure is larger than 0.3 MPa (absolute pressure) at 50℃ or substance that is completely gaseous at 20℃ and under a (absolute pressure) normal pressure of 0.1013 MPa. According to the difference of the physical state between mediums during transportation, gas may be compressed gases, high (low) pressure liquefied gas or refrigerating liquefied gas etc., including:
(1) Compressed gas is the gas that is completely gaseous when compressed at -50℃, including the gas whose critical temperature is lower than or equal to -50℃.
(2) High (low) pressure liquefied gas is the gas that part of which is liquid when compressed at a temperature of above -50℃, including high pressure liquefied gas whose critical temperature is between -50℃ and 65℃ or low-pressure liquefied gas (Hereinafter referred to as liquefied gas) whose critical temperature is above 65℃;
(3) Refrigerating liquefied gas is the gas (critical temperature is usually lower than or equal to -50℃) that part of which is liquid due to low temperature during transportation.
Note 1-5: liquid is the substance whose vapor pressure is smaller than or equal to 0. 3 MPa ( absolute pressure) at 50℃ or that is gaseous at 20℃ and under a (absolute pressure) pressure of 0.1013 MPa or that whose melting point or onset melting point is equal to or lower than 20℃ under (absolute pressure) normal pressure of 0.1013 MPa.
Note 1-6: medium in tank of transportable pressure vessel is the liquid whose maximum working temperature is lower than its normal boiling point. If the product of free space volume and working pressure is larger than or equal to 2.5 MPa·L, it also falls in the Applicable scope of this Regulation.
1.3.2 Special specifications for Applicable scope
(1) The railway tank cars within the Applicable scope of this Regulation shall also meet the requirements of Annex A;
(2) The railway tank cars (Note 1-7) within the Applicable scope of this Regulation shall also meet the requirements of Annex B;
(3) The tank containers within the Applicable scope of this Regulation shall also meet the requirements of Annex C;
(4) Vacuum insulation tank of transportable pressure vessels within the Applicable scope of this Regulation shall also meet the requirements of Annex D;
(5) The pipe trailers (Note1-8) and pipe bundle containers within the Applicable scope of this Regulation shall also meet the requirements of Annex E.
Note 1-7: tank cars in this Regulation are the general name of tank car (single car) and tank car (semitrailer) except those noted.
Note 1-8: pipe trailers in this Regulation are the general name of pipe trailer (single trailer) and pipe trailer (semitrailer) except those noted.
1.4 Non-applicable scope
This Regulation is not applicable to the following transportable pressure vessels:
(1) Tank or cylinder type vessels (collectively called tank except the follows noted) are made of nonmetallic material;
(2) Tanks whose working pressure is smaller than 0.1 MPa (including instantaneous bearing pressure necessary is larger than or equal to 0.1 MPa during charge and discharge medium process) during transportation and use.
1.5 Demarcation of transportable pressure vessel scope
For the transportable pressure vessels applicable in this Regulation, except running gear or frame, the scope also includes tank, pipe line, safety accessories, charge and discharge accessories etc.
1.5.1 Tank
Tanks are demarcated within the following scopes:
(1) Groove face of the first girth joint where tank is welded with pipe, end face of the first thread joint and the first flange sealing face of flange connection;
(2) End cover and its fasteners of the openings of tank;
(3) Connection welds between tank and non-pressure components.
The major pressure components in tank include cylinder or bottle, head and connection pipe whose nominal diameter is larger than or equal to 50mm, reeding, flange coverplate, etc.
1.5.2 Pipe line
Pipe lines of transportable pressure vessel include all the pipes and pipe fittings connected with tank.
1.5.3 Safety accessories
Safety accessories of transportable pressure vessel include safety relief device, emergency shutoff device, pressure measuring device, liquid level measurement device, temperature measuring device, flame arrester and static conducting device etc.
1.5.4 Charge and discharge accessories
Charge and discharge accessories of transportable pressure vessel include charge and discharge valve, charge and discharge hose, quick charge and discharge fittings (hereinafter referred to as snap fitting) etc.
1.6 Relationship with technical standards and management systems
(1) This Regulation specifies the basic safety requirements for transportable pressure vessel. The technical standards and management systems etc. related shall not be lower than the requirements of this Regulation;
(2) If transportable pressure vessel products are not or cannot be covered by corresponding national standards or professional standards, the organizations concerned shall establish an enterprise standard; The safety technical requirements of the enterprise standard shall pass the technical evaluation by the technical organization or technical institutions authorized by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ").
