This standard is developed in accordance with the rules given in GB/T 1.1-2009 Directives for standardization - Part 1: Structure and drafting of standards.
This standard replaces JB/T 4781-2005 Tank containers for liquefied gases. The following technical changes have been made with respect to JB/T 4781-2005:
a) Scope:
——The requirements for design temperature are canceled and the definition of tank with volume not less than 1m3 is added.
b) Terms and definitions:
——Seven terms including operating pressure and design pressure are deleted; four terms including liquefied gas are added.
c) Qualifications and responsibilities:
——“Overview” is changed to “Qualifications and responsibilities”, the responsibilities of the user or design entrusting party are added, and the requirements for qualifications and responsibilities of the design units and manufacturing units are modified.
d) Materials:
——The requirements for steel plates, steel forgings, steel pipes and fittings, stacked insulation materials and welding materials are modified; -20℃ low-temperature impact requirements for framework materials are added.
e) Design:
——The requirements for the maximum permissible filling amount and the minimum design metal temperature are revised, and the requirements for analysis and design method, four media like dimethyl ether and leakage test are added.
f) Safety accessories, instruments and filling/discharging accessories:
——The requirements for safety accessories, instruments and filling/discharging accessories are modified.
g) Manufacturing:
——The requirements for welded joint, material reinspection, cold and hot processing, assembly, welding, nondestructive testing, heat treatment, etc. are modified, and the requirements for Class E welded joints are added.
h) Test methods:
——Test methods such as ammonia leak detection, halogen leak detection and helium leak detection are added.
i) Inspection rules:
——The requirements of batch inspection are cancelled, and the conditions of exempting the type test are added.
j) Annexes:
——Two annexes, i.e., "Declaration of conformity and revision of the standard" and "Risk assessment report", are added;
——Two annexes, i.e. “Format and contents of the quality certificate” and “Format of test report”, of the previous standard are canceled;
——The original "Design and calculation of safety relief devices” is changed to "Calculation of safe relief capacity of tank and discharge capacity of safety relief device", and the requirements for calculation of safe relief capacity of tank and discharge capacity of safety relief device are modified.

Tank containers for liquefied gases
1 Scope
1.1 This standard specifies the requirements for materials, design, fabrication, test methods, inspection rules, marking and identification, ex-factory documents, storage and transportation of tank containers for liquefied gases (hereinafter referred to as tank containers).
1.2 This standard is applicable to steel tanks with design pressure not less than 0.1MPa and tank volume not less than 1m3.
1.3 This standard is not applicable to the following tank containers:
——tank container made of non-ferrous metal or non-metallic materials;
——tank container with tank being of vacuum insulation structure;
——tank container with special requirements such as national defense military equipment.
1.4 Definition of scope
1.4.1 Tank containers applicable to this standard include tank, pipeline, safety accessories, instruments, filling/discharging accessories, frameworks, supports, etc.
1.4.2 The tank is defined as follows:
a) the beveled end surface of the first circumferential joint of welded connection between the tank and the pipeline;
b) the first threaded joint end surface of the threaded joint between the tank and the pipeline or safety accessories; the first flange sealing surface of flange connection;
c) the end cove, end plug and their fasteners of the tank opening part;
d) the connection weld between the tank and the non-pressure elements.
1.4.3 Main pressure elements include cylinder, seal head, as well as adapter tubes with the nominal diameter not less than 50mm, reeding, flanges and flange cover plates.
1.4.4 The pipeline includes all pipes and fittings connected to the tank.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 150.1, GB/T 150.4, GB/T 16563 and GB/T 26929 as well as the following apply.
3.1
liquefied gas
gas that is partially liquid when pressurized at a temperature higher than -50℃, including high-pressure liquefied gas with a critical temperature of -50℃~65℃ and low-pressure liquefied gas with a critical temperature higher than 65℃
3.2
tank containers for liquefied gases
mobile pressure vessel consisting of two basic parts, i.e. tank and framework, for filling liquefied gas
3.3
rating
total mass of tank container, which is the maximum value for operation and the minimum value for test, usually expressed by the letter "R”
3.4
geometric volume
internal volume of tank determined according to the designed geometric dimension (without considering the fabrication tolerance, but deducting the volume of the internal parts)
3.5
equivalent pressure
pressure on the tank caused by the inertial force of the contents under normal transportation conditions
3.6
reference steel
reference material with the lower limit of set standard tensile strength, Rm, of 370MPa and the elongation after fracture, A, of 27%
4 Qualifications and responsibilities
4.1 Qualifications
4.1.1 The design, fabrication, inspection and acceptance of the tank containers shall not only meet the requirements of this standard, but also meet those of relevant laws, regulations and safety technical regulations issued in China.
4.1.2 The design and fabrication units of the tank container shall meet the relevant requirements of TSG R0005 and obtain the corresponding special equipment design and fabrication licenses.
4.2 Responsibilities
4.2.1 User or design entrusting party
The user or design entrusting party shall propose tank container design conditions to the design organization in written form. The design conditions shall include at least:
a) main standards and safety technical regulations to be followed in design and fabrication;
b) modes of transportation, including railway, road, waterway transportation or combined transportation thereof;
c) working conditions, including service environment temperature, working temperature range, working pressure range, filling/discharging conditions and methods, filling/discharging pressure, additional loads, etc.;
d) filling contents, including No., name, category, physical and chemical properties, harmful substance content and the corrosion rate to tank materials thereof, etc.;
e) tank volume;
f) container dimensions and specifications;
g) expected service life;
h) number of pressure cycles corresponding to fluctuating pressure;
i) dimension requirements and nozzle orientation;
j) other necessary conditions for design, such as tank material selection, corrosion prevention, surface treatment and special test.
4.2.2 Design unit
4.2.2.1 The design unit shall complete the overall design of tank container based on the risk assessment report and shall be responsible for the correctness and completeness of the design documents.
4.2.2.2 The management and use of design licensing seals shall meet the requirements of TSG R0005.
4.2.2.3 The design unit shall preserve all design documents within the design service life of tank containers.
4.2.3 Fabrication unit
4.2.3.1 The tank containers shall be subjected to integrated fabrication, and the fabrication unit shall be responsible for the fabrication quality of them.
4.2.3.2 The fabrication unit shall fabricate in accordance with the requirements of design documents; where the original design is modified, written certificate of the original design unit for agreement on modification shall be obtained, and the modified parts shall be recorded in detail.
4.2.3.3 The fabrication unit shall formulate a quality plan before fabrication, which shall at least include the fabrication process control points, inspection items and qualification requirements of tank containers.
4.2.3.4 The inspection department of the fabrication unit shall carry out all inspections and tests according to the requirements of this standard, design drawings, design documents and quality plans during and after the fabrication, provide corresponding reports and be responsible for the report accuracy and integrity.
4.2.3.5 After passing the inspection, each tank container shall be provided with a product certificate by the fabrication unit.
4.2.3.6 The fabrication unit shall receive the supervision and inspection on its fabrication process by the special equipment supervision and inspection organization and obtain the "certificate for fabrication supervision and inspection of special equipment" issued by the supervision and inspection unit.
4.2.3.7 The fabrication unit of tank containers shall carry out sample container type test according to types, and shall obtain the qualification certificate approved by the competent department.
4.2.3.8 The fabrication unit shall keep at least the following technical documents for each tank container within the design service life for future reference:
a) fabrication process drawing or fabrication process card;
b) documents on welding process and heat treatment process of tank;
c) records on inspection and test items specified in the standard;
d) check, inspection and test records during and upon completion of fabrication;
e) ex-factory documents (in accordance with the requirements of Clause 12);
f) original design drawings.
