1.0.1 This Code is prepared with the view to unifying the technical standards of railway alignment design, and making the design meet the requirements on safety, reliability, advanced technology economical efficiency and applicability.1.0.2 This Code is applicable to the alignment design of standard-gauge high-speed railway, intercity railway, Class I and Class ll mixed traffic railway, as wel] as heavy-haul railway. The alignment design of heavy-haul railway which also serves passenger transport shall be conducted according to the same design standards as that of mixed traffic railway. The alignment design of Class ll and ClassIV railway shall be conducted according to related design standards.1.0.3 In the process of railway alignment design, green and harmonious development concept shall be implemented ,requirement for moxlern comprehensive transportation development shall be carried out, project demand, railway network planning and comprehensive transportation planning shall] be thoroughly studied, project functional orientation shall] be correctly grasped, construction scheme shall be scientifically demonstrated, main technical standard and railway alignment shall be reasonably selected and railway route plan and profile shall be systematically optimized.1.0.4 The design year for ralway line shall be classified into short term and long term. The short-term refers to the 10th year after being put into operation, and the long term refers to the 20th year after being put into operation. The predicted traffic volume shal! be used for both the short term and long terin traffic volurnes. The design for the scales of railway infrastructures as well as equipment and
buildings shall comply with following provisions:1 The infrastructures under railway tracks as well as the buildings and equipment which are hard to be renovated or expanded shall be designed according to long term traffic volumes and traffic types.2The buildings and equipment which are easy to be renovated or expanded should be designed according to short term traffic volumes and traffic types, while long-term development conditions shall be reserved.
3 The operation equipment such as EMUs and locomotives and cars, whose allocation can inerease or decrease with the change of transport demand, may be designed according to the predicted traffic volumes of the 5th year after being put into operation.1.0.5 The performance coefficient of section carrying capacity shall be taken into account for the carrying capacity of high-speed railway and intercity railway. A certain section carrying capacity shall be reserved for mixed traffic railway as well as eavy-haul railway. The reserved section carrying capacity for single track railway and double-track railway shall adopt 20% and 15% respectively after the deduction of comprehensive maintenance window, and the fluctuation of passenger and freighttraffic volume shall be taken into aocount,
1, 0.6 Far-future annual transport capacity shall be calculated in railway alignment design.1.0.7 The design philosophy of people first shall be consistently carried out in railway alignment design; and the principles of safety design and risk management shall be implemented in the wholedesign process.
