1 General Provisions
1.0.1 In order to enhance engineering construction enterprises' quality management work, standardize quality management conduct and improve quality management level, this code is formulated.
1.0.2 This code is applicable to the quality management activity of construction enterprises.
1.0.3 Quality management activity of construction enterprises shall not only comply with those specified in this code but also meet the requirements of the current relevant national standards.
2 Terms
2.0.1 Construction enterprise
An economic organization which is established(应为被动含义,缺少谓语动词) in accordance with the law and is engaged in relevant activities of engineering construction, meets the market access conditions, and fulfills social responsibility.
2.0.2 Quality management activity
An activity conducted in order to fulfill quality management requirements.
2.0.3 Quality management statute
A quality management action guideline is established in accordance with quality management requirements and applied to a certain range.
2.0.4 Quality information
Data, information and knowledge reflecting project quality and quality active procedure.
2.0.5 Construction machinery and facilities
Various machinery, equipment, tool temporary road, water supply drainage facilities, power-supply facilities, heat-supply facilities, air supply facilities, communication facilities, first-aid facilities, inspection and test facilities ,equipment , production room(shed), office rooms and others are used in order to meet construction demand.
3 Basic Requirements
3.1 General requirements
3.1.1 Construction enterprises shall combine with self-features, interested parties expectation and requirement responding risk, opportunity and quality management to establish quality management system and form a file.
3.1.2 Construction enterprises shall carry out a plan in quality management system ' s various activities and ensure management system operating effectively.
3.1.3 Construction enterprises shall inspect, analyze, evaluate and improve the process and result of quality management action continuously.
3.2 Quality policy and objectives
3.2.1 Construction enterprises shall establish quality policy and form a file. Quality policies shall reflect purpose and strategic direction of enterprise quality management. It shall meet the following requirements in the defined scope of quality management system:
1 It shall serve in accordance with the law for the employer and enhance their satisfaction degree;
2 it shall fulfil the social responsibility and built up enterprise image and brand;
3 it shall improve quality management performance continuously.
3.2.2 Top management shall evaluate quality policies periodically and revise as required. Quality policies shall be communicated inside the enterprise and can be available to interested parties.
3.2.3 Construction enterprises shall formulate quality objective in accordance with quality policies, make clear the level which enterprise quality management shall reach; quality objective shall be appropriate to enterprise development objective.
3.2.4 Construction enterprises shall establish and implement quality-objective management system. Quality objective shall be divided into relevant management function, level and process and be evaluated periodically.
3.3 Quality management system planning and establishing
3.3.1 Construction enterprises shall analyze internal and external environment, determine the key factors which influence quality management system and relate to enterprise development objective and strategic direction, make clear interested parties of quality management system' demand and expectation, define application scope of quality management system and identify improvement opportunity.
3.3.2 Construction enterprises shall determine quality management content in accordance with the range of quality management system.
3.3.3 Construction enterprises shall carry out planning of quality management system, determine response measures to risk and opportunity, evaluate potential impact and make quality management system meet the requirements of suitability, sufficiency and effectivity. Planning shall include the following contents:
1 Quality management action and interrelationship;
2 quality management organization and responsibilities;
3 quality management system;
4 resources quality management requires.
3.3.4 Construction enterprises shall make clear knowledge which quality management system requires, specify channel, method, opportunity and procedure of obtaining knowledge and update knowledge.
3.3.5 Construction enterprises shall identify and evaluate modified risk and opportunity and maintain its continuity and integrity while planning the modification of quality management system.
3.3.6 Quality management system document of construction enterprises shall include the following contents:
1 Quality policy and objectives;
2 range and description of quality management system;
3 quality management system;
4 quality management operation documents;
5 quality management action records
3.3.7 Construction enterprises shall determine communication activities which relate to quality management system and specify communication's target, opportunity, content, procedure, mode and responsible person.
3.4 Quality management system implementation and improvement
3.4.1 Construction enterprises shall determine and provide personnel, technology, fund, equipment, facilities, information and other resources which quality management system operation requires; environment which engineering and service require shall meet the requirements.
3.4.2 Construction enterprises shall integrate various requirements implementing quality management system.
3.4.3 Construction enterprises shall establish check and supervision mechanism of quality management system.
3.4.4 Construction enterprises shall evaluate and improve effectiveness and efficiency of quality management system.
3.5 Documents and records management
3.5.1 Construction enterprises shall establish and implement documents and records management system and make clear the range, process, responsibilities and requirements of documents and records management.
3.5.2 Documents management shall meet the following requirements:
1 Document shall issue after examination and approval;
2 document’s applicability shall be evaluated in accordance with quality management's requirements; if necessary, revise, new examination and approval and issue shall be carried out;
3 relevant laws and regulations, standards and specifications and other external documents shall be identified and obtained and gave out in control;
4 obtaining necessary document's applicable edition shall be ensured at work site;
5 relevant personnel making clear its activities based on document shall be ensured.
6 invalid documents shall be evacuated from operating site and marked.
3.5.3 Construction enterprises shall make clear recording management process and specifying records completing, marking, collecting, preservation, searching, preservation period and disposal requirement. File records management shall be in accordance with the relevant requirements of archives management.
4 Organizations and Responsibility
4.1 General requirements
4.1.1 The construction enterprise shall establish an organization for the quality management system and shall be equipped with corresponding quality management personnel.
4.1.2 The construction enterprise shall specify the quality management responsibilities of the relevant management levels, departments and positions, define the scope, define the responsibilities and grant the authority, and form a document.
4.2 Organization
4.2.1 Construction companies shall establish quality management departments and stipulate their functions of organization and coordination in quality management.
4.2.2 The project department shall set up the corresponding quality management department or position according to the project needs and regulatory requirements.

4.3.2 Construction companies can set up management representatives at the top management level. The management representative should be designated by the top management and its management responsibilities should include the following:
1 should assist top management in fulfilling their duties;
2 should coordinate the relevant activities of the quality management system;
3 that the performance and improvement needs of the quality management system should be reported to the top management;
4 The related matters of the quality management system and external contacts should be implemented.
4.3.3 The project manager shall ensure the effectiveness of the quality management of the project, and its management responsibilities shall include the following:
1 It should establish a sound project management organization and quality management system;
2 should organize the implementation of project quality management planning;
3 The project quality objectives should be implemented to achieve the required resources;
4 should organize the implementation of process quality control and inspection and acceptance;
5 should perform other matters as stipulated in the contract.
4.3.4 The quality management responsibilities of the relevant quality management departments and position of construction enterprises shall be consistent with the management requirements and communicated to the relevant levels.
4.3.5 When the organizational structure changes, the construction company shall make corresponding adjustments to the management responsibilities of the departments and positions, and ensure that relevant documents are updated and released.
