The Rules replaces CQC11-462196-2012, and main revised contents are as follows:
1) The rated current of AC charging coupler in application scope is revised as "not exceed 63A", and the voltage of DC charging coupler is revised as "not exceed 1,000V DC";
2) It is defined that vehicle coupler, power coupler and charging coupler (power plug + vehicle plug) are different certification units, and that in-cable control and protection device in charging mode 2 is not applicable to the Rules;
3) For the versions of reference standards, GB/T 20234.1-2011, GB/T 20234.2-2011 and GB/T 20234.3-2011 are replaced with GB/T 20234.1-2015, GB/T 20234.2-2015 and GB/T 20234.3-2015 respectively.
4) Certification requirements for such critical components as appliance switch and charging cables are defined in product description.
The revision conditions of the Rules are as follows:
Its first revision was issued on July 11, 2013, and main revised contents are as follows:
1) Requirements for validity period of certificate are cancelled;
2) Contents related to review are cancelled;
3) The part - "7.2 Supervision inspection contents" is revised.
The previous edition of the Rules is as follows:
—CQC11-462196-2012, which is issued on June 13, 2012 and implemented on June 15, 2012.
Safety Certification Rules for Connection Set of Conductive Charging for Electric Vehicles (Charging Coupler)
1. Application Scope
The Rules is applicable to the connection set of conductive charging for electric vehicles, and:
——AC rated voltage shall not exceed 690V, frequency shall be 50Hz, and rated current shall not exceed 250A;
——DC rated voltage shall not exceed 1,000V, and rated current shall not exceed 400A.
Note: Vehicles involved in the Rules refer to plug-in electric vehicles.
The Rules is applicable to AC charging coupler of conductive charging for electric vehicles, and the rated voltage shall not exceed 440V AC, frequency shall be 50Hz and rated current shall not exceed 63A AC; it is also applicable to vehicle coupler with charging mode 4 and connection mode C, and the rated voltage shall not exceed 1,000V DC and rated current shall not exceed 250A DC.
The Rules is not applicable to standardized plug and socket complying with GB 2099.1.
The definitions of charging mode and connection mode are detailed in GB/T 20234.1-2015 Connection Set for Conductive Charging of Electric Vehicles - Part 1: General Requirements.
2. Certification Mode
CQC mark certification mode of connection set of conductive charging for electric vehicles (charging coupler) is: product type test + initial factory inspection + post-certification supervision.

3. Certification Application
3.1 Certification unit division
Application unit is divided according to the product structure and rewirable/non-rewirable condition. AC and DC are different units.
Products with basically the same structure, same function and same material may be taken as one application unit.
Products from different production sites are regarded as different application units. Products of different manufacturers are regarded as different application units.
Vehicle coupler (vehicle plug + vehicle socket), power coupler (power plug + power socket) and charging coupler (power plug + vehicle plug) products shall be different units.
In-cable control and protection device in charging mode 2 is not applicable to the Rules.
3.2 Data ought to be submitted for certification application
3.2.1 Application data
a. Formal application form (fill in the application form on line and then print it, or fill in the downloaded application form)
b. Questionary for factory inspection (for initial application)
c. Product description (CQC11-462196.01-2016)
3.2.2 Evidential data
a. Registration certificate of applicant, manufacturer and manufacturing plant, like business license and organization code
b. If the applicant is a seller or an importer, he/she must submit copy of the relevant contract concluded between the seller and the manufacturer or between the importer and the manufacturer.
c. Power of attorney to agent (if any)
d. Effective supervision inspection report or factory inspection report (if any)
e. Other required documents
3.2.3 Providing data related to products
a. Product general assembly drawing, dimensional drawing, schematic diagram for electrical appliance, wiring diagram, product instruction, etc.
b. Electrical parameter table
c. Critical raw material list
d. Difference description of every model of products within the same application unit
4. Type Test
4.1 Sample
4.1.1 Sample sending principle
CQC selects representative samples from certification application units.
For the products of the same application unit, representative sample shall be sent for type test, and for the covered sample, corresponding sample needs to be sent for supplemented difference test.
4.1.2 Sample quantity
Send 9 sets of representative samples mainly tested for each applied unit, and 3 sets of other covered model.
4.1.3 Sample and data handling
Once the test is finished and test report is issued, relevant data are preserved by test organization, and the sample is handled according to relevant requirements of CQC.
4.2 Type test

4.2.2 Test items and requirements
Product inspection items are the whole applicable items specified in the standard.
4.2.3 Test method
Inspection shall be carried out according to the test method and/or the criteria specified and/or cited in the standard.
4.2.4 Type test time limit
Generally, it is 40 workdays (the days when the enterprise corrects the unqualified inspection items and is reinspected are excluded) for type test time limit. It is started from the day when the sample and test fees are received.
4.2.5 Judgment
Type test shall meet the requirements of product standard.
In case of any nonconformance item, it is judged that the product of this certification unit fails to meet certification requirements. Where part of the type test items are unqualified, the applicant is allowed to implement rectification; rectification shall be completed within the prescribed time limit of the certification authority (calculated from the date that the autotype test unqualification has been notified); if the rectification fails to be completed on time, it is regarded that the applicant abandons application; the applicant may also terminate the application initiatively.
4.2.6 Type test report
The sample is tested by the test organization designated by CQC and the test report is issued in required format. After the certification is approved, the test organization shall send a test report to the applicant.
4.3 Critical raw material requirements
Critical raw materials are detailed in CQC11-462196.01-2016 Description of Connection Set of Conductive Charging for Electric Vehicles (Charging Coupler). In order to ensure the consistency of certified products, when technical parameters/specification model/manufacturer (manufacturing plant) changes, certificate holder shall timely apply for change application and send sample for test. And it can be used in certified products only after being approved by CQC.
