1 Scope
This part of GB/T 38698 specifies the terms and definitions, classification requirements, general requirements, packing requirements, transporting requirements and marking requirements for recycling of decommissioned traction battery used in electric vehicle.
This part is applicable to the packing and road transporting of decommissioned lithium ion traction battery pack, battery module and battery cell used in electric vehicle. Other types of traction battery used in electric vehicle and other transporting modes (such as railway transportation and waterway transportation, etc.) may be implemented by reference to it.
This part is not applicable to lead-acid batteries.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 and GB/T 8226 apply.
4 Classification requirements
4.1 Before packing and transporting, the safety of decommissioned traction battery shall be judged and then classified according to their safety characteristics. The classification process is shown in Figure 1.
4.2 The consignee and the consignor shall jointly judge the safety of the decommissioned traction battery according to the test items given in Annex A. If there are traces of manual dismantling and there is no corresponding maintenance or unpacking record, unpacking inspection shall be conducted to avoid risk.
4.3 If the inspection results of all items specified in Annex A are “No”, the batteries shall be deemed as passing the safety judgment; if not less than one of the inspection results are “Yes”, the batteries shall be deemed as failing to pass the safety judgment.
4.4 The batteries fail to pass the judgment shall not be packed and transported directly, it may be pretreated according to the treatment protection measures recommended in Annex A or according to the actual situation before packing, and records shall be made. Only after meeting the technical requirements agreed by the consignee and the consignor, can the batteries be packed and transported in classes.
4.5 The decommissioned traction batteries that pass the judgment and those that fail to pass the judgment but are pretreated shall be classified as:
——Class A batteries: decommissioned traction batteries with intact structure and function, and of which the inspection results of all items in Annex A are "No", or of which the inspection results of all items tested are "No” after protection treatment;
——Class B batteries: decommissioned traction batteries, of which not less than one of the inspection results of all items in Annex A are "Yes" and no special requirements are specified for the packing and transporting in national laws and regulations;
—— Class C batteries: decommissioned traction batteries other than Classes A and B batteries that comply with national laws and regulations on hazardous wastes or other special provisions.
