1.0.1 This national standard is formulated with a view to carry through the relevant national laws, regulations, guidelines and policies, to improve the indoor environment of the public buildings as well as to improve the efficiency of energy utilization.
1.0.2 This national standard is applicable to the energy efficiency design of the new, reconstructed and extended public buildings.
1.0.3 For the purposes of this national standard, the building energy efficiency design, on the basis of ensuring the identical indoor environment parameters, shall reduce at least 50% of the total energy consumption on heating, ventilation, air conditioning and lighting compared to the conditions prior to the adoption of any energy efficiency measure. The lighting energy efficiency design of the public buildings shall meet the relevant regulations of the current national standard - "GB 50034-2004 Design Standard for Architectural Lighting".
1.0.4 For the energy efficiency design of public buildings, not only the requirements stipulated in this national standard but also those in the current relevant ones of the nation shall be complied with.
