Chapter 1 General Provisions
Article 1 With a view to standardizing the railway transportation of out-of-gauge and overweight goods and ensuring transport safety, the Rules hereby is formulated according to the Railway Law of the People's Republic of China, the Regulation on Protecting the Railway Transport Safety, the Regulations of Railway Technical Operation, the Regulations of Railway Freight Traffic and other relevant laws and regulations.
Article 2 The Rules is applicable to the standard-gauge national railways, joint venture railways, local railways, special railways and special rail lines, serving as the fundamental basis for railway transportation of out-of-gauge and overweight goods. The carriers, consignors and consignees shall abide by the Rules.
Article 3 Transportation of out-of-gauge and overweight goods is of great significance to guaranteeing the construction demand of national key project and national defense and to promoting the sound and rapid development of national economy, and the railway departments at all levels must attach great importance to it, practically strengthen the organization and leadership and allocate special person to take charge of the transportation of out-of-gauge and overweight goods.
The railways bureaus shall establish the transportation and clearance limit management committee for out-of-gauge and overweight goods, in which the deputy director general who governs transportation shall serve as the director, the chief engineer as deputy director and the relevant section chiefs as members. The freight stations and train depots directly subordinate to railways bureaus shall establish the leading team for transportation of out-of-gauge and overweight goods, in which the station/depot master shall serve as the team leader.
Both the management committee and the leading team shall establish corresponding working system, make clear the responsibilities and be responsible for coordinately solving the significant problems in transportation of out-of-gauge and overweight goods.
Article 4 The carriers must obtain the qualification license as required when transacting the transportation of out-of-gauge and overweight goods on the main line (section) or stations (including special railway and special line) of any railway.
Chapter 2 Definitions and Grading
Article 5 After the goods are loaded, if any position of the goods exceeds the basic outline of rolling stock clearance when the train is staying on a horizontal straight line, or the calculated width of goods exceeds the basic outline of rolling stock clearance when the travelling route of train is a curve in radius of 300m, all of these goods are regarded as out-of-gauge goods.

Article 6 According to the out-of-gauge degree of goods, the out-of-gauge goods are classified into three grades: Grade I, Grade II and super grade.
1. Grade I: the goods which are out-of-gauge at a height of 1,250mm or above starting from the rail surface but do not exceed the clearance for Grade I out-of-gauge;
2. Grade II: the goods which exceed the clearance for Grade I out-of-gauge but do not exceed that for Grade II out-of-gauge as well as the goods which are out-of-gauge at a height of ≥150mm and <1,250mm starting from the rail surface but do not exceed the clearance for Grade II out-of-gauge;
3. Super grade: the goods exceeding the clearance for Grade II out-of-gauge.

Article 7 According to the height of the out-of-gauge position of goods, the out-of-gauge goods are classified into three types: upper out-of-gauge, middle out-of-gauge and lower out-of-gauge.
1. Upper out-of-gauge: the goods which are out-of-gauge at any position at a height of >3,600mm starting from the rail surface;
2. Middle out-of-gauge: the goods which are out-of-gauge at any position at a height of ≥1,250mm and ≤3,600mm starting from the rail surface;
3. Upper out-of-gauge: the goods which are out-of-gauge at any position at a height of ≥150mm and <1,250mm starting from the rail surface.
Article 8 After being loaded, the goods with the live load effect of total weight of wagon loaded exceeding the design standard live load (CR-live loading) of bridge and culvert are overweight goods.
Article 9 According to the overweight degree of goods, the overweight goods are classified into three grades: Grade I, Grade II and super grade.
1. Grade I overweight: 1.001.09.

Chapter 3 Consignment for Shipment, Acceptance for Consignment and Acceptance for Carriage
Article 10 When consigning the out-of-gauge and overweight goods, in addition to transacting the ordinary freight formalities, the consignor shall also provide the following data:
1. Consignment instruction for out-of-gauge and overweight goods (Format I) and the three views for the shape of goods, in which the relevant dimensions of goods and the length of weight-supporting surface shall be indicated, and the gravity center position shall be marked out with "+".
2. As for self-round operation goods, the deadweight, number of axles, wheel base, rigid wheel base, length, distance between center pins of bogie, brake form and operation restrictions shall be provided.
3. The type, model and number of vehicles being applied as well as the planned loading reinforcement scheme.
4. Other data specified.
The consignor shall seal and sign on the instruction of out-of-gauge and overweight goods consigned, the planned loading reinforcement scheme and other data it provided and also take full liability for the authenticity of contents thereon.
Article 11 When accepting out-of-gauge and overweight goods, the station shall carefully review the relevant technical data proposed by the consignor, measure the boundary dimensions and gravity center position of goods, and where necessary, organize the relevant departments to conduct joint research. After the review, the station shall apply for the loading and transporting measures from the relevant railways bureau(s) in the form of telegram about asking instructions for transportation of out-of-gauge and overweight goods. As for overweight goods of all grades or out-of-gauge goods of super grade involving four or more railways bureaus, the relevant railways bureaus shall conduct review and also ask for instructions from the Ministry of Railways.
Article 12 The out-of-gauge goods shall be measured in millimetres. The measurement before and after loading shall be transacted according to the following requirements.
1. Before loading, carry out measurement according to the planned loading reinforcement scheme
(1) Length: measure the maximum length of goods, the length of weight-supporting surface, the distance from gravity center to end, and the distance from the inspection section to gravity center.
(2) Height: measure the centre height, side height and height of gravity center starting from the weight-supporting surface.
① Centre height: the height of the position where has the maximum height starting from the weight-supporting surface;
② Side height: the height from each measuring point below the centre height to the weight-supporting surface. In case of several different side heights, each side height shall be measured from top to bottom.
(3) Width: measure the width at the centre height as well as the width at different side heights.
① Width at centre height: the maximum width at the centre height on the left and right sides of the longitudinal vertical plane of the gravity center of goods;
② Width at side height: the maximum width at each side height on the left and right sides of the longitudinal vertical plane of the gravity center of goods.
2. After loading, measure according to the actual loading reinforcement condition (including reinforcement materials)
(1) Length:
① In case of straddle loading, measure the offset distance and the outer side length of two supporting points;
② In case of protruding loading, measure the length of the goods part protruding out of the end beam of vehicle; in case of unequal protruding length at both ends, measure them respectively.
(2) Height: measure the centre height and side height starting from the rail surface.
(3) Width: respectively measure the width on the left and right sides at the centre height and different side heights starting from the vertical plane of the longitudinal center line of vehicle.
Article 13 After receiving the telegram about asking instructions for transportation of out-of-gauge and overweight goods, the Ministry of Railways and the relevant railways bureau(s) shall give instructions to the organizations concerned on the loading and transporting measures.

Article 14 After receiving the instructions or the telegram copied to it, the railways bureau(s) shall approve and forward it timely in combination with the actual situation within the domain. In the case that any building or fixed equipment needs to be temporarily changed, the railways bureau(s) shall give detailed indication in the telegram. Where it is difficult to perform such transportation within the domain, the railways bureau(s) shall inform the departure bureau and instruction telegram receiving organization in the form of telephone and telegram within three workdays.
Article 15 After receiving the instruction telegram from the railways bureau(s), the station shall timely organize loading according to the loading reinforcement scheme. In case of any inconsistence between the measurements and the instruction telegram after loading, the station shall ask for instructions again.
Article 16 The out-of-gauge and overweight goods must not be loaded without instruction telegram, and the loading quality endorsement system shall be implemented.
Article 17 After loading, the clearance of side bearing at any side of vehicle bogie shall not be equal to 0 (excluding the wagon whose structure is specified as constant contact type side bearing). Where the clearance of side bearing at one side of the wagon with spherical center plate is 0, the dead pressed side may be jacked up, and it shows that the goods loading meet the requirements if clearance appears after removal of jack.
Goods shall be loaded with use of well-hole car and Schnabel type car; after being loaded, the distance from the bottom of goods to the rail surface shall not be less than 150mm.
Article 18 After loading, the inspection line for easily judging whether the goods are moved or not shall be marked out with the paint in striking color, and the identification of "Grade X out-of-gauge/overweight goods" shall be written with paint, or printed or stuck, or a plate shall be hung, at obvious position on both sides of the goods.
Article 19 After loading, the departure station shall fill in the transportation record of out-of-gauge and overweight goods (Format II), and indicate the identification of "out-of-gauge goods", "overweight goods" or "out-of-gauge and overweight goods" in the freight bill, freight invoice, bill envelop and train consist list; in the case that goods are loaded in coupled train set, indicate the identification of "no disconnection of coupled train set"; in case of operation at limited speed, indicate the identification of "speed limit: XX km"; and shall insert and place the wagon signboard on the vehicle as required.
Article 20 Before picking up and transport of out-of-gauge and overweight wagons, the departure station shall send the telegram about asking for instructions on picking up and transport of out-of-gauge and overweight wagons to the dispatching station of railways bureau (where the conditions are unsatisfactory, the departure station may ask for instructions by telephone).
Article 21 Where the destination station of out-of-gauge and overweight goods is changed, the station accepting such change shall remeasure the dimensions of goods after loading, ask for instructions from the railways bureau(s) again by telegram, and also indicate the original approval organization, telegram number, new destination station and wagon number. It shall also inspect the loading reinforcement condition of goods and endorse in the "Transportation Record of Out-of-gauge and Overweight Goods".
Article 22 As for large out-of-gauge and overweight equipment, the consignor shall take the feasibility of railway transportation into consideration at the same time of design, and shall manufacture such equipment in sections if necessary.
As for the goods which are difficult to be transported, the measures like changing the package and disassembling the goods shall be taken to reduce the out-of-gauge and overweight degree as much as possible.
Article 23 As for the goods which exceed the basic outline of rolling stock clearance after being loaded, they may be transacted not as out-of-gauge goods with the approval of the Ministry of Railways.
Article 24 To ensure the transport safety of extra-large out-of-gauge goods, inspection rack and other methods may be adopted to inspect and confirm whether such goods meet the clearance of transportation route or section.
1. The dimensions of inspection rack shall be the same as the actual dimension of inspection section of goods.
2. The vehicle installed with inspection rack shall be of the same model of the vehicle proposed.
3. The inspection rack shall be installed at the location of the inspection section of goods.
Where other vehicles are used for installing the inspection rack, the inspection rack shall be installed at the cross section of the center pin of vehicle bogie, and the dimensions of inspection rack shall be determined with consideration of the deviation, gradient and other parameters of vehicle proposed.
Article 25 The railways bureau shall count the number of wagons loaded with out-of-gauge and overweight goods within its domain of last mouth according to the requirements of Formats VI and VII and also submit the number to the Transport Bureau of the Ministry of Railways prior to the fifth day every month.
