JT/T 1178 consists of the following two parts under the general title Safety Specification for Commercial Vehicle for Cargos Transportation:
——Part 1: Goods Vehicle;
——Part 2: Towing Vehicle and Trailer.
This part is Part 1 of JT/T 1178.
This part is developed in accordance with the rules given in GB/T 1.1-2009.
This part was proposed by Transportation Services Department of the Ministry of Transport.
This part is under the jurisdiction of National Technical Committee on Road Transport of Standardization Administration of China (SAC/TC 521).
Safety Specification for Commercial Vehicle for Cargos Transportation - Part 1: Goods Vehicle
1 Scope
This part of JT/T 1178 specifies safety technical requirements and test methods for whole vehicle, braking system, safety protection, load arrangement identification and fixing point, warning and prompt, etc. for goods vehicle.
This part is applicable to goods vehicles of Categories N1, N2 and N3 but not applicable to tractor truck and semi-trailer towing vehicle.

3 Terms and Definitions
For the purposes of this standard, the terms and definitions specified in GB/T 3730.1, GB/T 6323, GB/T 15089 and GB 26512 as well as the following apply.
3.1

vehicle, semi-trailer towing vehicle, tractor truck and trailer used for commercial cargos transportation

4 Whole Vehicle
4.1 The specific power of goods vehicle (excluding electric vehicle) shall be greater than or equal to 6.0kW/t.
4.2 Goods vehicle (excluding tank-type vehicle) shall be subjected to rollover stability bench test according to the test methods specified in GB/T 14172 and its stable roll angle shall meet the following requirements:
——The rightward and leftward stable roll angles shall not be lower than 35° under both no-load and static conditions;
——The rightward and leftward stable roll angles shall not be lower than 23° under both full load and static conditions; or simulation calculation under the conditions specified by the enterprise may be carried out according to Chapter 6 of GB 28373-2012.
4.3 Goods vehicle shall be subjected to steady state circular test under full-load condition according to the requirements of Chapter 10 in GB/T 6323-2014 and the degree of understeer shall be greater than or equal to 0°/(m/s2) and less than or equal 1.0°/(m/s2).
4.4 Goods vehicle shall be subjected to pylon course slalom test under full-load condition according to the requirements of Chapter 5 in GB/T 6323-2014 and the peak value of average yaw rate shall be less than the lower limit of corresponding stake spacing and reference speed in QC/T 480.
4.5 Goods vehicle shall be subjected to anti-rollover stability test under full-load condition according to the methods in JT/T 884; when the centripetal acceleration at the mass center of vehicle reaches 0.4g, the vehicle shall not roll over or sideslip.
4.6 GNSS vehicle terminal for operating vehicles shall be equipped for the goods vehicle of 12,000kg or more in total mass. The performance of on-board terminal of the GNSS for operating vehicles shall meet the requirements of JT/T 794.
4.7 Electronic stability control system (ESC) shall be equipped for the goods vehicle of 12,000kg or more in total mass and greater than 90km/h in maximum speed. The performance of ESC shall meet the requirements of Annex A in JT/T 1094-2016 and electromagnetic compatibility shall meet the requirements of GB/T 17619 and Grade 3 in GB/T 18655.
4.8 Tyre emergency safety device shall be equipped for all steering wheels of non-double steering axle goods vehicle which is 12,000kg or more in total mass and greater than 90km/h in maximum speed and there shall be obvious position identification in the cab. The performance requirement and test method for tyre emergency safety device shall meet the requirements of Annex A.
4.9 Goods vehicle is tested in no-load status according to the test methods specified in Annex B and the maximum width of turn passage shall be less than or equal to 5.0m.
4.10 Temperature monitoring device shall be equipped for refrigerating van; the performance of vehicle and its temperature monitoring device as well as refrigerating equipment shall meet the requirements of GB 29753 and relevant standards.
5 Braking System
5.1 Pneumatic braking system of goods vehicle shall be equipped with devices maintaining dryness of compressed air and oil water separation.
5.2 All driving brakes of goods vehicle shall be provided with automatic brake clearance adjustment function.
5.3 The gas holder and brake chamber of the braking system of goods vehicle shall be equipped with pressure test coupling for pressure braking device. The performance of pressure test coupling shall meet the requirements of GB/T 5922.
5.4 Goods vehicle shall be equipped with anti-lock braking device as well as signal device that is used for giving alarm when anti-lock braking device is out of function. The performance of anti-lock braking device shall meet the requirements of GB/T 13594 and electromagnetic compatibility shall meet the requirements of GB/T 17619 and Grade 3 in GB/T 18655.
5.5 Goods vehicle is tested according to the method specified in GB 12676 and the response time of pneumatic braking system shall be up to 0.6s.
5.6 The vehicle, which is fully loaded and running on a flat curve lane 150m in radius of center line, 3.7m in width and not larger than 0.5 in adhesion coefficient, shall keep within the lane in the process of braking in full power from 50km/h initial speed.
5.7 The brake linings performance of drum-type brake shoe assembly or disc-type brake pad assembly for goods vehicle shall meet the following requirements:
a) The minimum shear strength of drum-type brake shoe assembly and disc-type brake pad assembly shall be greater than or equal to 2.5MPa when they are tested according to GB/T 22309;
b) Where test is conducted according to GB/T 22311, the compression of drum-type brake shoe assembly is less than or equal to 2% at normal temperature and less than or equal to 4% at 200℃;
c) Where test is conducted according to GB/T 22311, the compression of disc-type brake pad assembly is less than or equal to 2% at normal temperature and less than 5% at 400℃;
5.8 Where pneumatic brake is adopted by the goods vehicle of 12,000kg or more in total mass, the gas holder of braking system shall have rated working air pressure greater than or equal to 1,000kPa.
5.9 For the goods vehicle of 12,000kg or more in total mass and greater than 90km/h in maximum speed, all steering wheels shall be equipped with disc brake. Where the lining of disc brake needs to be replaced, acoustic or optical alarm device shall be used to send an alarm to the driver and the alarm device shall meet the requirements of GB 12676.
5.10 Automatic emergency braking system (AEBS) shall be equipped for the goods vehicle of 12,000kg or more in total mass and greater than 90km/h in maximum speed.
5.11 Retarder should be equipped for the goods vehicle greater than 18,000kg in total mass.
