This standard replaces GB 19304-2003 Hygienic specifications of factory for packing drinking water and GB 16330-1996 Hygienic specifications of factory for drinking natural mineral water.

Hygienic specifications for production of packaged drinking water
1 Scope
This standard specifies the basic requirements and management guidelines for sites, facilities, equipment and personnel for quality monitoring, hygienic protection and collection of source water for production, and processing, packaging, storage and transportation of packaged drinking water.
This standard is applicable to natural mineral water for drinking, purified water for drinking, and other types of drinking water.
2 Terms and definitions
2.1 source water for production
raw water for producing packaged drinking water either from non-public water supply system (surface water or ground water) or from public water supply system.
3 Monitoring of quality of source water for production
3.1 Where water from public water supply system and non-public water supply system is used as source water for production (except natural mineral water for drinking), the source water quality monitoring items shall be in accordance with the raw material requirements in GB 19298.
3.2 The source water quality of natural mineral water for drinking shall be monitored according to the raw material requirements of GB 8537.
3.3 Where water from non-public water supply system is used as the source water for production, source water shall be monitored at least once in wet season and dry season respectively every year; in case of special circumstances such as earthquake and flood, the monitoring frequency shall be intensified.
3.4 Where water from non-public water supply system is used as the source water for production, the sampling point shall be the source water outlet; where water from public water supply system is used as the source water for production, the sampling point shall be located at the public water supply inlet.
3.5 The packaged drinking water with water from public water supply system as the source water for production may be monitored based on the water quality monitoring report from the public water supply party. The water quality shall be ensured to meet the requirements of GB 5749. In case of special circumstances such as earthquake and flood, the monitoring frequency shall be intensified.
3.6 When the monitoring results fail to meet the requirements of relevant standards, corresponding corrective measures shall be taken promptly.
4 Hygienic protection for water source
4.1 Hygienic protection for groundwater used as source water for production
Groundwater, when used as source water for production, may only be subjected to limited treatment modes that do not change the basic physical and chemical characteristics of water such as degassing, aeration, decantation, filtration, ozonation or ultraviolet disinfection and sterilization, and the water source areas shall be protected by hygienic protection zones of Class I, Class II, and Class III, where fixed signs and zone maps are provided at the boundaries.
4.1.1 Class I protection zone (collection zone)
This protection zone covers groundwater intake points and water diversion and intake building areas. The boundary of Class I protection zone shall be at least 15m from the water point. An enclosed building is constructed at the water point under the control of special personnel; unauthorized persons are restricted from entering the Class I protection zone; it is forbidden to set up buildings unrelated to water diversion; efforts shall be taken to eliminate all factors that may lead to groundwater pollution and activities that hinder the normal groundwater collection.
4.1.2 Class II protection zone (inner protection zone)
This protection zone covers the area around the water source, i.e., the runoff area where groundwater flows to the water point. Within a radius of 30m around the spring (well), it is not allowed to set up residential areas, toilets and puddles, or pile up garbage, waste residue or sewage pipes. Within this range, it is forbidden to set up diversion projects that can cause changes in groundwater quality, quantity and temperature and carry out human life and economic engineering activities that may cause aquifer pollution.
4.1.3 Class III protection zone (outer protection zone)
This protection zone covers the whole area where groundwater resources are replenished and formed. Its protection radius shall not be less than 100m. Only economic engineering activities that are not harmful to the sanitary conditions of water sources are allowed in this zone.
4.2 Hygienic protection for surface water used as source water for production
Protective measures shall be taken where surface water is easy to be polluted and any physical, chemical and microbial contamination shall be avoided to the water source.
5 Hygienic requirements for collection of source water for production
5.1 When water from the public water supply system is collected as the source water for production, measures shall be taken to avoid reverse pollution to the public water supply system. The water treatment system shall not be directly connected to the pipe network of the public water supply system with water pumps.
5.2 Collection of water (surface water or groundwater) from non-public water supply system as source water for production shall meet the following requirements.
5.2.1 Collection point
Effective hygienic protection measures shall be adopted to prevent water other than source water from entering the collection equipment. Sampling points shall be set up, and such designed and operated as to avoid pollution to source water.
5.2.2 Collection area
Protective isolation zones shall be set up around the collection area to block livestock and unauthorized personnel. Appropriate protection facilities shall be established for the water outlet or intake, and the water outlet of groundwater (such as wellhead and spring) shall be protected by buildings.
5.2.3 Collection equipment
During the installation and maintenance of equipment, effective hygienic protection measures shall be adopted to avoid pollution to source water. Prompt disinfection shall be carried out after new collection points (e.g. water wells) are set up near the water collection points, water pumps are repaired and displaced, or other collection and maintenance actions. The water extraction capacity of the collection equipment shall be matched with the allowable extraction volume.
5.2.4 Collection and transportation
Collected water shall be transported via sealed pipelines to prevent pollution rather than being transported in containers to other places where water is filled in bottles.
