1 Scope
This standard specifies the technical requirements for vehicles applying for engaging in road transport and in-use road transport vehicles and the detecting methods (hereinafter referred to as inspection methods) for in-use road transport vehicles.
This standard is applicable to vehicles applying for engaging in road transport operation and engaging in road transport operation; vehicles engaging in driver teaching and other activities related to road transport may also refer to the provisions of this standard.

Vehicles obtaining road transport permit, and engaging in operating road passenger and cargo transport.

Vehicles applying for engaging in road transport
Registered vehicles applying for transacting road transport operation license and planning to engage in road transport operation.
