Technical requirements of integrated management system for physical protection of nuclear material and nuclear facilities
1 Scope
This standard specifies the technical requirements of integrated management system for physical protection of nuclear material and nuclear facilities (hereinafter referred to as "integrated system") in fixed places.
This standard is applicable to the design and acceptance of integrated system in the physical protection project of nuclear material and nuclear facilities in constructed, extended and renovated fixed places.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply:
2.1
integrated management system
in nuclear material and nuclear facilities, it refers to the system which collects, displays and processes the information of each physical protection subsystem through comprehensive application of links, data, applications and the like, to realize the connection, data exchange and functional application of each subsystem, and provide management services for facilities related departments and personnel
2.2
integrated management software
combination of functions such as alarm, video, entrance/exit control, and electronic map, which are organized and interact with each other in order to control the event flow and process system information
2.3
alarm disposal
scheme of disposing classified alarm information and performing corresponding operations at different stages according to the established workflow
2.4
access control
process that the integrated system collects access event information, and intelligently monitors and remotely controls access-related control equipment
2.5
cascading expansion
expansion aiming to realize the association between multilevel main systems and subsystems and the connection of multiple processing objects of the overall system and subsystems, so as to coordinate the system functions
2.6
response time
time from the system issuing the control instruction to the corresponding object action
2.7
redundancy
in the fault-tolerant mechanism of the system, in addition to the normal components, there are auxiliary components with the same functions, which can prevent element failure or support recovery from failure
2.8
reliability
ability of the system to stably perform the required functions under the specified time and running conditions
2.9
false alarm
alarm caused by the failure of the equipment itself
2.10
nuisance alarm
alarm caused by a signal triggering the detector, which is not due to the invasion of personnel
2.11
Geographic Information System (GIS)
system which collects, manages, operates, simulates, analyzes and displays spatial data based on the geospatial database, and provides a variety of spatial and dynamic geographic information, including important information such as location, features and attributes

video review
when an event occurs, the system can call the event related images in real time, so as to observe the site state of the event, and call the historical images before and after the event, in order to find out the reasons
3 General
3.1 Reliability
The integrated system server shall adopt redundant power supply and network card, as well as hot backup redundancy mechanism. When the main server of the integrated system fails, the system shall automatically switch to the backup server to run; the failure of a single subsystem will not affect the normal operation of the whole system. The system shall keep normal operation for 7×24h.
3.2 Compatibility
The integrated system shall be capable of accessing the systems and/or equipment related to physical protection of multi-types and multi-equipment suppliers.
3.3 Maintainability
The integrated system shall have self-diagnosis function, monitor the hardware state in real time and display the failure alarm state of the system itself. The system shall have fault tolerance and recovery mechanism, and store relevant maintenance and self-diagnosis information to support the repair and upgrade of the integrated system.
