0 Introduction
Implementation rules for compulsory product certification - Motorcycles (hereinafter referred to as “the Rules”) is developed based on safety risks and certification risks of motorcycles. It specifies the basic principles and requirements for compulsory product certification of all motorcycles within its application scope to ensure the continued compliance of the certified products with laws, regulations and standards.
The Rules shall be used in conjunction with the general implementation rules issued by the Certification and Accreditation Administration of the People's Republic of China (CNCA), such as the Implementation rules for compulsory product certification - Manufacturing enterprise classification management, certification mode selection and determination, the Implementation rules for compulsory product certification - Utilization of testing resources and other certification results of manufacturing enterprise, and the Implementation rules for compulsory product certification - General requirements for factory inspection.
The certification body shall, in accordance with the requirements of the general implementation rules and the Rules and in combination with its own management characteristics, develop the implementation rules for certification for use together with general implementation rules and the Rules.
1 Application scope
The Rules is applicable to such motorcycles which can be driven on the highways and urban roads in China.
The specific application scope and the adjustment of application scope due to changes in laws and regulations or related product standards, technologies, industrial policies and other factors, shall be subject to the announcement issued by the State Administration for Market Regulation (CNCA).
2 Terms and definitions
See GB 7258 Technical specifications for safety of power-driven vehicles operating on roads for the definitions of motorcycles and GB/T 15089 Classification of power-driven vehicles and trailers for the classification of motorcycles.
3 Reference standards for certification
The manufacturing enterprise shall fully implement the national standards and regulations with regard to safety, environment protection, energy saving and anti-theft of motorcycles, and meet the requirements.
The standards for the certification in accordance with the Rules are given in Annex 1 Reference standards for certification and type test items.
In principle, the standards used for certification shall be the latest editions issued by the national competent administrative department of standardization. Any addition or reduction of applicable standards or use of other editions or clauses, where necessary, shall be subject to the CNCA's announcement applicable to relevant standards.
The certification body shall specify the year number of the applicable standard in the implementation rules for certification (if necessary, the clause number shall be indicated).
4 Certification mode
The basic modes for compulsory product certification of motorcycles are as follows:
(1) Type test + enterprise quality assurance capacity and product consistency inspection (initial factory inspection) + post-certification supervision
The quality assurance capacity and product consistency inspection of motorcycle enterprises shall be carried out in accordance with production conformity inspection mode.
The post-certification supervision refers to the post-certification follow-up inspection, sampling from the production or port site for testing or inspection, market sampling testing or inspection, or their combinations.
(2) Type test (single-vehicle certification)
Each motorcycle shall be subjected to type test, and the relevant requirements shall be specified by the certification body in the implementation rules for certification.
The applicant can choose one of the above two basic certification modes to complete certification. The certification body shall implement the classified management on the manufacturing enterprises in accordance with the requirements of the Implementation rules for compulsory product certification - Manufacturing enterprise classification management, certification mode selection and determination and add certification elements based on the basic certification mode in combination with the classified management results, so as to determine the applicable certification mode for the applicant.
