1 Scope
This standard specifies the requirements for recycling and management of waste secondary battery such as classification, collection, transport and storage.
This standard is applicable to recycling service and management of waste secondary battery.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB/T 2900.41 and the following apply.

4 Classification
Waste secondary batteries are classified into two categories by the materials of anode and cathode of waste secondary battery and the hazard extent of electrolyte to environment, i.e., hazardous waste secondary battery and general waste secondary battery; see Table 1 for the battery classification.

5 General
5.1 During collection, transportation and storage for waste secondary battery, appropriate safety and anti-pollution measures shall be taken, and the waste secondary battery shall not be subjected to punching for discharging the electrolytes, disassembly, compaction or other operation which may damage the waste secondary batteries; meanwhile, corresponding measures shall be taken to prevent the battery from short circuiting and catching fire.
5.2 During the collection, transportation and storage for hazardous waste secondary batteries, the units engaging in such processes shall have corresponding qualification or administrative license and shall save the information on the collection, transportation, storage and disposal of such batteries.
5.3 In the process of waste secondary battery recycling, the type, quantity (or weight), characteristic, status and packaging mode of the waste secondary batteries to be received shall be checked upon receipt.
5.4 As for the collection, transportation and storage of hazardous waste secondary batteries, hazardous waste management account and transfer manifest system shall be established to record the incoming and outgoing as well as disposition of waste secondary batteries. The record shall cover such items as type, name, source, quantity, characteristics, hazard level, warehousing date, storage location, ex-warehouse date of the waste secondary battery and the name of receiving unit.
5.5 Staffs engaged in the recycling of waste secondary batteries shall have secondary battery-related expertise and knowledge of battery characteristics, fire protection, leakage prevention and short-circuit prevention, and they shall be trained in hazardous waste treatment and emergency rescue.
5.6 Staffs engaged in collection and transportation of waste secondary batteries shall be equipped with necessary personal protection equipment such as acid-/alkali-proof overalls, gloves, and special eyewear.
5.7 Hazardous waste secondary batteries shall be managed in accordance with the laws, regulations and standards of the nation on hazardous wastes.
5.8 The relevant requirements of hazardous waste secondary battery recycling emergency plan, for which regular drills are compulsory, are detailed in Guidelines for the Emergency Plan Preparation of Operating Organization of Hazardous Wastes.
