Introduction
If the residual capacity of traction battery used in electric vehicle drops to 80% of its nominal capacity, it may no longer meet the requirements of an electric vehicle. However, after traction battery used in electric vehicle is scrapped, it still has good electrical performance due to its advanced manufacturing process, and its remaining capacity may still meet the requirements of energy storage facilities and low-power electrical appliances. Moreover, the power battery pack is composed of several modules or cells, and even if the battery pack cannot be used any longer due to the damage of individual modules or cells in the battery pack, other modules and cells in the battery still have a large space for secondary use. In the process of recycling waste traction battery used in electric vehicle, it will cause great waste of resources if it is directly broken and recycled. Therefore, from the perspective of the maximizing principle of resource utilization, echelon use of waste traction battery used in electric vehicle is necessary. Moreover, the battery modules and cells may be combined and reused according to the actual market demand, which has considerable potential market and economic value.
Although the echelon use of waste traction battery is of great significance, not all them meet the requirements of echelon using requirements. Electrical performance of each battery parts, such as capacity, internal resistance, charge retention rate, and consistency among battery cells, will change after a period of use. Moreover, it may no longer be applied to electric vehicles after echelon use, and the echelon using requirements will also be changed. Therefore, it is a key technical problem to determine what kind of battery meets the requirements of echelon use, what kind of specification shall be met in the echelon using process and what kind of requirements shall be met for echelon used products. Because there are many technical problems involved in the echelon use of traction battery used in electric vehicle, and many parties who are also involved in have different requirements for documents use, GB/T 34015 Recovery of traction battery used in electric vehicle — Echelon use is compiled in six parts:
——Part 1: Test of residual capacity; For the purpose of judging the residual capacity of the decommissioned battery and determining whether it has echelon using value.
——Part 2: Removing requirements; For the purpose of guiding enterprises to safely and efficiently remove and classify batteries from electric vehicles.
——Part 3: Echelon using requirements; For the purpose of guiding the enterprises of echelon use to judge the echelon usability of decommissioned batteries.
——Part 4: Labels for echelon used products; For the purpose of specifying the label for echelon used product and protecting consumers' right to know.
——Part 5: Design guide for echelon use; For the purpose of guiding battery manufacturers to improve echelon using performance of new batteries, and reduce the echelon using cost of ladder utilization in the future while meeting the requirements of electric vehicles.
——Part 6: Specifications for remaining life evaluation. For the purpose of judging the remaining cycle life of the decommissioned battery with high efficiency, free damage and low cost, so as to ensure that the echelon used products still have higher remaining cycle life and safety.
Standard of GB/T 34015.3 mainly specifies the general echelon using requirements and performance requirements of traction battery used in electric vehicle, and general requirements of echelon used products. Through this document, enterprises of echelon use are guided to judge the echelon use of decommissioned batteries and decide whether the decommissioned batteries possess echelon using value or shall be recycled for materials. At the same time, the standard briefly describes general requirements of echelon used products. The specific technical requirements are put forward by the using industries or customers since application situation and requirements of the echelon used products are various and different.

1 Scope
This document specifies the general echelon using requirements, appearance and performance requirements of traction battery used in electric vehicle, and general requirements of echelon used products.
This document is applicable to the echelon use of cells, modules and battery packs or systems for decommissioned lithium-ion traction battery used in electric vehicles, and echelon use of cells, modules and battery packs or systems for decommissioned Ni-MH traction battery used in electric vehicles shall be implemented with reference.

3 Terms and definitions
For the purpose of this standard, the terms and definitions established in GB/T 19596 as well as the following one apply.
3.1
echelon use
process in which the whole battery or battery pack, module or cell being dismantled, classified, detected, reorganized and assembled after the vehicle power battery is decommissioned is reused to but not limited to base station power preparation, energy storage, low-speed power and other related target fields
4 General requirements
4.1 General requirements
4.1.1 Classification of the decommissioned traction battery used in electric vehicle. Manufacturer code, product type code, battery type code and specification code confirming to GB/T 34014 shall be classified as the same model.
4.1.2 Decommissioned traction battery used in electric vehicle and with the same model may be classified by capacity level.
4.1.3 Decommissioned traction battery used in electric vehicle and with the same type may be used in the same echelon used products.
4.1.4 Code, nameplate, label, sign of the original traction battery used in electric vehicle shall not be removed.
4.1.5 Dismantling of battery pack and module shall meet the requirements of GB/T 33598.
4.1.6 Decommissioned traction battery used in electric vehicle that do not meet the requirements of echelon use shall not be subjected to echelon use, but shall be handed over to recycling enterprises that meet the requirements of national laws and regulations for recycling.
4.1.7 Manufacturer that produce echelon used products shall take related responsibilities, such as after-sales and recycling of its echelon used products. After being scrapped, the echelon used products shall not be discarded or disposed of at will but handed over to the recycling enterprises that meet the requirements of national laws and regulations for recycling.
4.2 Requirements for enterprise
4.2.1 Prior to production, the manufacturer of echelon used products shall obtain the technical information support from the battery manufacturer or vehicle manufacturer, obtain the ex-factory technical specification information of traction battery used in electric vehicle, and obtain the monitoring data (including but not limited to voltage, temperature and state of charge) conforming to GB/T 32960 (all parts).
4.2.2 The manufacturer of echelon used products shall formulate the safety evaluation specifications and performance evaluation specifications for decommissioned traction battery used in electric vehicle according to the technical information and the application requirements of echelon using situation in 4.2.1, and determine the evaluation methods and judgment conditions for the safety and performance of decommissioned traction battery used in electric vehicle.
4.2.3 The manufacturer of echelon used products shall track the battery source and product destination.
4.3 Basic information inspection and registration requirements
4.3.1 Check the manufacturer, model, and manufacture date of decommissioned vehicle power batteries, and make registration.
4.3.2 Verify the using manufacturer, vehicle type, traveling mileage, service life and scrapped reason of decommissioned traction battery used in electric vehicle, and make registration.
4.3.3 Check the nominal voltage, nominal capacity, battery type and series/parallel mode of decommissioned traction battery used in electric vehicle, and make registration.
5 Appearance and performance requirements
5.1 Appearance requirements
5.1.1 Enclosure for battery packs or modules in decommissioned traction battery used in electric vehicle shall be in good condition with no crack, leakage or fire marks on the appearance, and its surface shall be smooth, dry, free from external damage, arranged in order and connected in good condition.
5.1.2 Cells in decommissioned traction battery used in electric vehicle shall be free from leakage, damage and corrosion, and its surface shall be smooth, free from external damage and dirt, and its labels shall be clear and correct.
