1 Scope

3 Terms and definitions

4 Type dividing
4.1 The commercial motor-vehicles of passenger transport are divided into two categories: buses and passenger cars.
4.2 Buses are divided into four types according to their length, including extra-large, large, medium and mini-size, as shown in Table 1.

6 Content of class rating
6.1 The main contents of class rating for bus include: bus construction, chassis, configuration, active safety, power performance, bus internal noise and air conditioning and control, etc.
6.2 The main contents of class rating for passenger car include: wheelbase, configuration, power performance, air conditioning and control, fire extinguisher, satellite positioning system, etc.
7 Rules for class rating
7.1 Necessary conditions
All the rating indexes specified in Clause 8 is necessary conditions.
7.2 Class rating for new commercial motor-vehicles of passenger transport
The new commercial motor-vehicles of passenger transport refer to the new product developed by the production enterprise or the imported vehicles, on the basis of the technical documents (import inspection documents) and the real vehicle inspection results, the class rating shall be conducted in accordance with Clause 8.
7.3 Class verification of commercial motor-vehicles of passenger transport in use
7.3.1 Buses that meet the relevant regulations of GB 18565 after inspection and testing are capable of conducting the corresponding class verification.
7.3.2 Buses that meet the relevant regulations for Class I vehicles in GB 18565 after inspection and testing are capable of conducting the corresponding high level bus verification.
7.3.3 According to the requirements of 7.3.1 and 7.3.2, inspect the real vehicle inspection results of existing technical classes and facilities of vehicles in accordance with the regulations of Clause 8, and conduct class verification.
7.3.4 Passenger cars shall comply with the requirements of GB 7258.
7.3.5 The rated commercial motor-vehicles of passenger transport in use shall be re-rated at the time of ownership transfer.
8 Requirements for class rating
8.1 General requirements of class rating for bus
8.1.1 The fuel consumption shall meet requirements of JT/T 711.
8.1.2 The safety performance requirements of bus shall meet the requirements of JT/T 1094.
8.1.3 The luggage compartment is separated from the passenger space and has independent doors outside the vehicle. If it is separated in several places, the volume of any one place shall not be less than 0.15 m3 (where any side length is not less than 0.4 m), otherwise it is not included in the total volume. In the case of checking the luggage compartment volume, the number of passengers shall be verified according to the rating (excluding drivers).
8.1.4 Floor shall not be arranged above the driving area of bus.
8.1.5 The bus shall be equipped with safety marking, of which shall meet the requirements of GB 30698.
8.1.6 The quantity of seats provided by the bus to passengers (including drivers) shall be indicated in Chinese and Arabic numerals with a height greater than or equal to 100 mm near the passenger door.
8.1.7 The air quality in the bus shall meet the requirements of GB 17729.
8.1.8 The air purification equipment shall be capable of sterilizing and eliminating harmful gases.
8.1.9 The rain proof performance shall meet the requirements of QC/T 476.
8.1.10 The second or third axle of an extra-large bus shall have a follow-up steering mechanism.
8.1.11 The anti-blocking brake system (ABS) shall comply with the requirements of Class I anti-blocking systems specified in GB/T 13594.
8.1.12 The working air pressure of the brake air reservoir of the commercial motor-vehicles of passenger transport using pneumatic braking shall be greater than or equal to 1,000 kPa.
8.1.13 The emergency hammer conforming to QC/T 1048 shall be installed near the emergency window of buses. If the emergency hammer is removed, the alarm shall be sent out through the sound signal. An emergency hammer shall be provided near the driver's seat. If the power-operated service door is configured, the passenger door emergency switch that is easy for the driver to operate shall be set; if the automatic window breaking device is configured, the switch of the automatic window breaking device that is easy for the driver to operate shall be set.
8.1.14 In addition to emergency hammers, a device with automatic glass breaking function shall be equipped near the emergency window of buses with a length less than or equal to 7 m, and the window breaking function of the device shall conform to the regulations of JT/T 1030.
8.1.15 Buses with a length of more than 9 m (excluding hydrogen fuel cell buses) shall be equipped with at least two roof escape hatches; buses with a length greater than 7 m and less than or equal to 9 m shall be equipped with at least one roof escape hatch. The open-type roof escape hatch on bus shall meet the requirements of GB/T 23334.
8.1.16 The installation of special devices for liquefied petroleum gas and compressed natural gas buses shall comply with GB 19239, and the installation of special devices for liquefied natural gas vehicles shall comply with GB/T 20734.
8.1.17 The flame-retardant performance of interior materials for buses shall meet the requirements of JT/T 1095.
8.1.18 If an electromagnetic retarder is installed, a temperature alarm system or an automatic fire extinguishing device shall be installed at the installation site.
8.1.19 Buses shall be equipped with at least two parking wedges (such as triangular skids).
8.1.20 The distance between seats shall meet the requirements of GB 13094.
8.1.21 The performance of the tire blow-out emergency safety device shall comply with the regulations of JT/T 782, and relevant information shall be displayed to the driver through the display screen on the instrument panel.
8.1.22 Large buses of and extra-large buses of high level (II) and (III) are required to be equipped with toilets, which shall meet the requirements of QC/T 768, and the sewage from hand sinks and flushing toilets shall be stored in sewage tanks.
8.1.23 The passenger door emergency controller shall comply with the requirements of GB 7258.
8.1.24 The emergency exit shall meet the requirements of GB 13094.
8.1.25 Audio and video playback and microphone equipment shall be installed in the vehicle, and the microphone equipment shall be connected by audio mode.
8.1.26 The measurement for the seats of buses shall meet the requirements of GB 13094, and the seat size specification shall comply with those specified in QC/T 633.
8.1.27 The fire extinguishing devices for buses shall meet the requirements of CB 34655.
8.1.28 Automatic fire extinguishing devices with alarm function shall be equipped in the power battery boxes of pure electric buses and hybrid power buses.
8.1.29 The uniform velocity method (40 km/h) is used to test the pure electric working condition of the hybrid power bus, and the range shall not be less than 50 km. 8.1.4 Floor shall not be arranged above the driving area of bus.
8.1.5 The bus shall be equipped with safety marking, of which shall meet the requirements of GB 30698.
8.1.6 The quantity of seats provided by the bus to passengers (including drivers) shall be indicated in Chinese and Arabic numerals with a height greater than or equal to 100 mm near the passenger door.
8.1.7 The air quality in the bus shall meet the requirements of GB 17729.
8.1.8 The air purification equipment shall be capable of sterilizing and eliminating harmful gases.
8.1.9 The rain proof performance shall meet the requirements of QC/T 476.
8.1.10 The second or third axle of an extra-large bus shall have a follow-up steering mechanism.
8.1.11 The anti-blocking brake system (ABS) shall comply with the requirements of Class I anti-blocking systems specified in GB/T 13594.
8.1.12 The working air pressure of the brake air reservoir of the commercial motor-vehicles of passenger transport using pneumatic braking shall be greater than or equal to 1,000 kPa.
8.1.13 The emergency hammer conforming to QC/T 1048 shall be installed near the emergency window of buses. If the emergency hammer is removed, the alarm shall be sent out through the sound signal. An emergency hammer shall be provided near the driver's seat. If the power-operated service door is configured, the passenger door emergency switch that is easy for the driver to operate shall be set; if the automatic window breaking device is configured, the switch of the automatic window breaking device that is easy for the driver to operate shall be set.
8.1.14 In addition to emergency hammers, a device with automatic glass breaking function shall be equipped near the emergency window of buses with a length less than or equal to 7 m, and the window breaking function of the device shall conform to the regulations of JT/T 1030.
8.1.15 Buses with a length of more than 9 m (excluding hydrogen fuel cell buses) shall be equipped with at least two roof escape hatches; buses with a length greater than 7 m and less than or equal to 9 m shall be equipped with at least one roof escape hatch. The open-type roof escape hatch on bus shall meet the requirements of GB/T 23334.
8.1.16 The installation of special devices for liquefied petroleum gas and compressed natural gas buses shall comply with GB 19239, and the installation of special devices for liquefied natural gas vehicles shall comply with GB/T 20734.
8.1.17 The flame-retardant performance of interior materials for buses shall meet the requirements of JT/T 1095.
8.1.18 If an electromagnetic retarder is installed, a temperature alarm system or an automatic fire extinguishing device shall be installed at the installation site.
8.1.19 Buses shall be equipped with at least two parking wedges (such as triangular skids).
8.1.20 The distance between seats shall meet the requirements of GB 13094.
8.1.21 The performance of the tire blow-out emergency safety device shall comply with the regulations of JT/T 782, and relevant information shall be displayed to the driver through the display screen on the instrument panel.
8.1.22 Large buses of and extra-large buses of high level (II) and (III) are required to be equipped with toilets, which shall meet the requirements of QC/T 768, and the sewage from hand sinks and flushing toilets shall be stored in sewage tanks.
8.1.23 The passenger door emergency controller shall comply with the requirements of GB 7258.
8.1.24 The emergency exit shall meet the requirements of GB 13094.
8.1.25 Audio and video playback and microphone equipment shall be installed in the vehicle, and the microphone equipment shall be connected by audio mode.
8.1.26 The measurement for the seats of buses shall meet the requirements of GB 13094, and the seat size specification shall comply with those specified in QC/T 633.
8.1.27 The fire extinguishing devices for buses shall meet the requirements of CB 34655.
8.1.28 Automatic fire extinguishing devices with alarm function shall be equipped in the power battery boxes of pure electric buses and hybrid power buses.
8.1.29 The uniform velocity method (40 km/h) is used to test the pure electric working condition of the hybrid power bus, and the range shall not be less than 50 km. The uniform velocity method (40 km/h) is also used to test the pure electric working condition of the pure electric bus, and the range shall not be less than 200 km.
8.1.30 The ratio of the total mass of the power battery system of pure electric bus to the whole vehicle kerb mass shall not be greater than 20%.
8.1.31 The buses shall not be equipped with external roof luggage racks.
