Technical specification for recycling waste lead acid battery
1 Scope
This standard specifies the operational technology and management requirements for the collection, storage, transportation, and transfer of waste lead acid battery (hereinafter referred to as waste battery) in social circulation field.
This standard is applicable to the recycling and management of waste batteries from “social sources”.
This standard is not applicable to the recycled waste batteries and the used lead acid batteries that are returned to the factory for reuse.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 2900.41 and the following apply.
3.1
lead acid battery
a battery containing dilute sulfuric acid-based electrolyte with lead dioxide as positive pole, and lead as negative pole
3.2
electrolyte
sulfuric acid-based liquid or colloidal substance with ionic conductivity
3.3
valve regulated lead acid battery
a sealed battery with a valve that allows gas to escape if the internal pressure of the battery exceeds a predetermined value
Note: no electrolyte can be added in such a battery or battery pack under normal conditions
3.4
vented lead acid battery
a lead acid battery equipping one or more exhaust devices capable of precipitating gas products on the battery cover
3.5
waste (used) lead acid battery
lead acid battery generated in production, daily life, and other activities that have lost their original use value or been discarded or abandoned though still having use value

collect
the process of gathering, classifying and sorting waste lead acid batteries

temporary storage
a storage and preservation method implemented by the temporary storage site, meeting the specified conditions for the temporary storage of waste batteries

4 Requirements
4.1 General requirements
4.1.1 Producers shall, in accordance with the requirements of Implementation scheme for extended producer responsibility system, establish a recycling system of “sale-one-recycle-one”. They shall adopt the mode of independent recycling, joint recycling or entrusted recycling, and recycle waste batteries through the network established at the end of consumption by the producer’s own sales channels or professional recycling enterprises.
4.1.2 Producer shall, in accordance with the requirements of Implementation scheme for extended producer responsibility system, conduct a unified “information identification” for all lead-acid battery products produced (imported) by it and ensure that the information identification has a unique correspondence with the battery products.
4.1.3 Producers, sales outlets, and secondary lead enterprise shall jointly establish and improve the closed-loop reverse logistics recycling system for waste batteries (see Figure 1).
