Technical standard for battery management system of electrochemical energy storage station
1 Scope
This standard specifies the service conditions, functional requirements, inspection and test items, etc. of lithium-ion battery management system for electrochemical energy storage station.
This standard is applicable to the constructed, renovated and extended electrochemical energy storage stations.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

electrochemical energy storage station
station with the electrochemical battery as an energy storage element, and capable of power storage, conversion and discharge

power conversion system; PCS
system realizing bidirectional energy conversion between energy storage battery and AC network
3.3
cell
electrochemical device consisting of electrodes and electrolytes that form the minimum unit of a battery pack module and capable of storing the obtained electric energy in the form of chemical energy and converting the chemical energy into electric energy
3.4
battery module
unit consisting of two or more cells connected electrically
3.5
battery management unit; BMU
unit managing a battery module, monitoring battery state (voltage, temperature, etc.) and providing communication interface for the battery
3.6
battery management system; BMS
system monitoring the battery state (temperature, voltage, current, state of charge, etc.) and providing communication interface and protection for the battery
3.7
state of energy; SOE
ratio of the actual (remaining) dischargeable capacity (Wh) to the rated capacity (Wh) of the battery
3.8
battery-balancing
energy balancing state between different batteries maintained by taking energy transfer measures to reduce the capacity and voltage differences between the batteries
4 Service conditions
4.1 Ambient temperature
The ambient temperature during equipment operation shall not be higher than 45℃ while not be lower than 0℃.
4.2 Relative humidity
The daily and monthly average relative humidity shall not be greater than 95% and 90% respectively. No condensation shall occur on the equipment.
4.3 Altitude
<2,000m.
5 Functional requirements
5.1 Basic requirements
5.1.1 The topology configuration of BMS shall be matched and coordinated with the topology and battery grouping mode of PCS, and the operation state of batteries shall be optimally controlled and comprehensively managed.
5.1.2 The specific implementation level of each function in the BMS functional requirements is determined by the topology configuration of BMS and should be implemented in layers locally.
5.2 Measurement requirements
BMS shall be able to measure the relevant electrical and thermal data of the battery in real time, including parameters such as cell voltage, battery module temperature, battery module voltage, series circuit current, insulation resistance, etc. The measurement precision of each state parameter shall meet the following requirements:
a) the current sampling resolution should be determined in combination with battery capacity and charging/discharging current; the measurement error shall not be greater than ±0.2%, and the sampling period shall not be greater than 50ms;
b) the measurement error of cell voltage shall not be greater than ±0.3%; the sampling period shall not be greater than 200ms;
c) the temperature sampling resolution shall not be greater than 1℃, the measurement error shall not be greater than ±2℃, and the sampling period shall not be greater than 5s.
5.3 Calculation requirements
BMS shall be able to estimate the state parameters such as state of charge, charging/discharging electric energy (Wh) and maximum charging/discharging current, and provided with functions such as power failure protection and uploading to monitoring system. The estimation precision of each state parameter shall meet the following requirements:
a) the estimation precision of SOE shall not be greater than 8%, and the calculation update period shall not be greater than 3s; SOE should be provided with a self-calibration function.
b) the calculation error of electric energy shall not be greater than 3%.
5.4 State parameter information uploading function
BMS shall be provided with internal information collection and interaction functions, and able to upload the information of cell and battery to the monitoring system and PCS.
5.5 Fault diagnosis function
BMS shall be able to monitor the operation state of the battery, diagnose the abnormal operation state of the battery or BMS itself, and send relevant alarm signals to the monitoring system and PCS.
5.6 Electrical protection function of battery
BMS shall be provided with electrical protection functions of battery such as over-voltage protection, under-voltage protection, over-current protection, short-circuit protection, over-temperature protection and leakage protection, and able to send alarm signals or trip commands to implement local fault isolation.
