1 Scope
This standard specifies the average calculated mass of each member as well as the hand luggage and personal luggage in the bus, the effective area occupied by each standing passenger, the allowable loading baggage mass of the baggage cabin capacity per unit and the area of roof luggage rack per unit as well as the calculation method of the mass of passengers and bus loading baggage and the maximum design loading mass.
This standard is applicable to M2 and M3 buses and also may be referred to for other types of vehicles.

3 Terms and Definitions
The following terms and definitions and the terms and definitions established in GB/T 3730.1-2001 and GB/T 3730.2-1996 are applicable to this standard.
3.1
Passengers and crew
It refers to the total term of the passenger, driver and staff in Bus.
3.2
Passengers
Other passengers not including staffs in bus.
3.3
Passenger compartment
The space used by passengers in Bus excluding any fixed tool except passenger seats, such as the space of the barrier, coin box, water dispenser, ice tank, kitchen, bar, bathroom, drive zone and the working area for Grade A, Grade I, Grade II Bus conductor.
3.4
The surface area available for passenger compartment
The effective area for passengers who are seated or standing in traveling state of the bus. It is calculated that the total level projected area inside the bus subducts each of the following areas:
a) Drive zone area: the level projected area of the space used for the driver solely including the driver's seat, steering wheel, driving control, meter, the level projected area of the space necessary to be occupied by other driving vehicles and the necessary activity space for the driver to complete driving work besides above-mentioned area;
b) Foot step area at car door; the moving areas of door and its control mechanism;
c) Measuring from the floor, the area of any parts whose vertical space height is less than 1350 mm (the allowable inbursts in relevant standards are not counted; for Grade B Bus whose maximum design total mass is less than or equal to 3500 kg and whose passenger seat number is not greater than 12 and wheel casing section: less than 1200 mm; rear engine Bus: engine cabin section less than 1100 mm);
d) The area which is not allowable to enter in articulated type Bus due to the arrangement of guard plates and barrier etc.
e) The area where the passenger can't enter (for instance, conductor working area and the area of remained space for goods or baggage transportation);
f) The area occupied by stair or semi-stair.
