In accordance with the requirements of Notice on printing and distributing the development and revision plan on engineering construction standards and codes in 2011 (JIANBIAO [2011] No. 17) issued by the Ministry of Housing and Urban-Rural Development, the drafting group of this standard revised GB 50210-2001 Code for Construction Quality Acceptance of Building Decoration through extensive investigation and study, careful summarization of practical experience and reference to relevant international and foreign advanced standards and on the basis of widely soliciting for opinions.
Main technical contents of this standard are: 1. general provisions; 2. terms; 3. basic requirements; 4. plastering engineering; 5. waterproof engineering of exterior wall; 6. installation engineering of doors and windows; 7. ceiling engineering; 8. light weight partition wall engineering ; 9. tapestry plate engineering; 10. tapestry brick engineering; 11. curtain wall engineering; 12. finishing engineering; 13. papering and soft packaging engineering; 14. detail engineering; 15. quality acceptance of section projects.

Standard for construction quality acceptance of building decoration
1 General provisions
1.0.1 This standard is formulated with a view to unifying the construction quality acceptance of building decoration and guaranteeing the engineering quality.
1.0.2 This standard is applicable to the decoration quality acceptance for constructed, extended, renovated and existing buildings.
1.0.3 This standard shall be used together with the current national standard GB 50300 Unified standard for constructional quality acceptance of building engineering.
1.0.4 The construction quality acceptance of building decoration shall meet the requirements specified in this standard and those in relevant current standards of the nation.
2 Terms

3 Basic requirements
3.1 Design
3.1.1 The building decoration shall be designed, for which a complete construction drawing design document shall be issued.
3.1.2 The building decoration design shall meet relevant requirements of urban planning, fire prevention, environmental protection, energy conservation and emission reduction. The durability of the building decoration shall meet the requirements for use.
3.1.3 The organization undertaking building decoration design shall understand and conduct on-site investigation of the building, and the design depth shall meet the construction requirements. The deepening design completed by the construction organization shall be confirmed by the building decoration design organization.
3.1.4 When the existing building decoration design involves the change of the major structure and load-bearing structure, the original structural design organization or that with corresponding qualification conditions must be entrusted to propose the design scheme before construction. Or the safety of the building structure shall be identified by the testing and appraisal organization.
3.1.5 The design for fire protection, lightning protection and earthquake resistance of building decoration shall meet the requirements of relevant current national standards.
3.1.6 Where the pipeline inside the wall or ceiling may be frozen or produce condensation, antifreeze or anti-condensation design shall be carried out.
3.2 Materials
3.2.1 The variety, specification and quality of the materials used for building decoration shall meet the design requirements and those specified in the current standards of the nation. Materials expressly obsoleted by the nation shall not be used.
3.2.2 The combustion performance of materials used for building decoration shall meet the requirements of the current national standards GB 50222 Design of fire prevention in design of interior decoration and GB 50016 Code of design on building fire protection and prevention.
3.2.3 The materials used for building decoration shall meet the requirements of standards of the nation for limit of harmful substance of decorative materials.
3.2.4 The materials, members and accessories used for building decoration shall be inspected according to the entry sequence by lot. For multiple unit projects in the same project and constructed at the same period, the inspection lot may be divided uniformly for the same lot of materials, members and accessories, appliance and semi-finished products produced by the same manufacturer for acceptance of variety, specification, appearance and size. The packaging shall be intact, and shall be attached with the product certificate, instruction manual in Chinese, as well as performance inspection report. The imported products shall be subjected to commodity inspection as required.
3.2.5 For those materials necessary to be re-inspected after being delivered to site, the type and items shall meet those specified in each clause of this standard. For the materials delivered to site with same variety, same category, and produced by same manufacturer, at least one group of samples shall be taken for re-inspection. Where more stringent requirements are otherwise specified in the contract, it shall be executed according to the contract. Samples shall be taken randomly, with the requirements of uniform distribution and representativeness met; for the certified products or the products with stable source which are acceptable upon the first inspection in three continuous lots, the capacity of inspection lot may be expanded for once up to doubled. After the inspection lot is expanded, if any rejected item is found in the inspection, the acceptance shall be carried out again according to the capacity of inspection lot before the expansion and the capacity of this product shall not be expanded again.
3.2.6 If, according to the national provisions or requirements of the contract, the materials shall be subject to witness inspection, or in case of dispute on material quality, the witness inspection shall be carried out.
3.2.7 During transport, storage and construction, effective measures shall be taken for materials used for building decoration to avoid damage, deterioration and environmental pollution.
3.2.8 Materials used for building decoration shall be subjected to fire-proof, anti-corrosive and anti-insect treatment according to the design requirements.
3.3 Construction
3.3.1 The construction organization shall prepare the construction organization design and have it reviewed and approved. The construction organization shall construct in accordance with the relevant construction process standards or the approved construction technical scheme, and carry out quality control in the whole construction process.
3.3.2 Personnel who undertake construction of building decoration shall be trained before taking the post.
3.3.3 During the construction of the building decoration, the design document shall not be violated by changing the building main body, the load-bearing structure or the main function without authorization.
3.3.4 Without conformation by design and approval by relevant departments, the main body and supporting facilities with respect to water, heating, electricity, gas, communications, etc., shall not be demolished or changed.
3.3.5 Effective measures shall be taken by the construction organization to control the pollution and hazard to surrounding environment on construction site caused by all kinds of dust, waste gas, waste, noise, vibration, etc.
3.3.6 The construction organization shall establish management systems related to construction safety, labor protection, fire prevention and antitoxin, and be provided with necessary equipment, appliances and signs.
3.3.7 Construction of building decoration shall be carried out after the quality acceptance of primary structure and the base course is qualified. Before decorating existing buildings, the base course shall be treated.
3.3.8 Before the construction of the building decoration, there shall be a sample plate of the main materials or a prototype room (piece) shall be made, which shall be confirmed by the parties concerned.
3.3.9 For the building decoration engineering with thermal insulation materials adopted for walls, the category, variety and specification as well as construction process of thermal insulation materials used shall meet the design requirements.
3.3.10 The installation and commissioning of pipeline and equipment shall be completed before construction of building decoration engineering, if they are required to be carried out synchronously, they shall be completed before construction of finish layer. The building decoration engineering shall not influence the use and maintenance of pipeline and equipment. The construction of building decoration engineering involving gas pipelines and electrical engineering shall meet the requirements related to safety management.
3.3.11 The electrical installation in the building decoration engineering shall meet the design requirements. Electric wires shall not be directly buried.
3.3.12 Concealed work acceptance shall have a record which contains photos of the concealed part. For acceptance of the construction quality inspection lot, original record of on-site inspection shall be available.
3.3.13 The environmental conditions for the construction of indoor and outdoor decoration engineering shall meet the requirements of the construction process.
3.3.14 During construction of building decoration engineering, protection for semi-finished products and finished products shall be properly carried out so as to prevent pollution and damage.
3.3.15 The construction site shall be cleaned before acceptance of building decoration engineering.
4 Plastering engineering
4.1 General requirements
4.1.1 This clause is applicable to the quality acceptance of sub-item projects such as general plastering engineering, thermal insulation wall plastering engineering, decoration plastering engineering and dry wall pointing engineering. General plastering engineering is divided into common plastering and high-grade plastering. Where there is no requirement in design, acceptance shall be carried out according to the criteria for common plastering. General plastering contains plastering with cement mortar, cement mixed mortar, polymer cement mortar and anhydrite; the thermal insulation wall plastering contains plastering with polymer mortar for outside of the thermal insulation wall; decoration plastering contains plastering for granitic plaster, artificial stone, drydash and false face brick; dry wall pointing contains pointing with mortar for dry wall and that with primary mortar.
4.1.2 The following documents and records shall be checked during acceptance of pointing engineering:
1 Construction drawing, design instruction and other design documents of plastering engineering;
2 The product certificate, performance inspection report, site acceptance record and re-inspection report of materials;
3 Acceptance records of concealed work;
4 Construction records.
4.1.3 The following materials used in the plastering engineering and their performance indexes shall be re-inspected:
1 Stretching adhesive strength of mortar;
2 Water-retention rate of polymer mortar.
4.1.4 For plastering engineering, acceptance for the following concealed works shall be carried out:
1 Strengthening measures where the total thickness of the plastering is greater than or equal to 35mm;
2 Strengthening measures at the junction of primary structures of different materials.
4.1.5 The inspection lots for each item project shall be divided according to the following requirements:
1 For the outdoor plastering engineering constructed with the same materials, processes and construction conditions, every 1,000m2 of which shall be divided as an inspection lot; and for those with an area less than 1,000m2 shall also be divided as an inspection lot;
2 For the indoor plastering engineering with the same materials, processes and construction conditions, every 50 natural rooms shall be divided as an inspection lot; those less than 50 rooms shall also be divided as an inspection lot; large-area rooms and corridors can be divided based on the area of the plastering engineering, i.e. every 30m2 is equivalent to 1 room.
4.1.6 The check quantity shall meet the following requirements:
1 For each indoor inspection lot, at least 10% of rooms shall be checked, and the number of rooms checked shall not less than 3, and in case the rooms are less than 3, they shall be fully checked;
2 For each outdoor inspection lot, at least one position with an inspection area no less than 10m2 shall be checked every 100m2.
4.1.7 Before construction of exterior wall plastering engineering, the steel and wood door and window frames and guardrails shall be installed first, and construction holes on the wall shall be tightly blocked and the base course treated.
4.1.8 The practice for external corner of indoor wall surface, column surface and door opening shall meet the design requirements. Where there is no requirement in design, cement mortar not inferior to that of M20 shall be used as angle bead, with height not less than 2m and the width of each side not less than 50mm.
4.1.9 Where the plastering layer is required to have waterproof and moisture-proof functions, waterproof mortar shall be used.
4.1.10 For various mortar plastering layers, they shall be prevented from quick-drying, water flushing, impacting, vibrating and being frozen prior to coagulation, and measures shall be taken to prevent contamination and damage after coagulation. The cement mortar plastering layers shall be cured in humid conditions.
4.1.11 For exterior wall and platfond, the plastering layer and the base course as well as any two plastering layers shall be firmly bonded.
4.2 General plastering engineering
I Dominant items
4.2.1 The variety and performance of the materials used for general plastering shall meet the design requirements and relevant requirements of the current standards of the nation.
Inspection methods: checking the product certificate, site acceptance record, performance inspection report and re-inspection report.
4.2.2 Before plastering, dusts, dirt and oil stains on the surface of the base course shall be cleaned, and water shall be sprayed for wetting or interface treatment shall be carried out.
Inspection method: checking the construction record.
4.2.3 Plastering engineering shall be carried out by layer. Where the total thickness of the plastering is greater than or equal to 35mm, strengthening measures shall be taken. For plastering on the surface of the junction of primary structures of different materials, strengthening measures shall be taken to prevent cracking. Where the reinforcing mesh is used, the overlapping width of the reinforcing mesh and each primary structure shall not be less than 100 mm.
Inspection method: checking the acceptance and construction records of concealed work.
4.2.4 Plastering layer and base course as well as any two plastering layers shall be bond firmly; the plastering layer shall be free from delamination and hollowness, and surface course shall be free from plaster exposure and crack.
Inspection methods: observing; checking by tapping it gently with a small hammer; checking the construction record.
II General item
4.2.5 The surface quality of general plastering engineering shall meet the following requirements:
1 The surface of general plastering shall be smooth and clean, with flat joint connection and clear diving joint;
2 The surface of high-grade plastering shall be smooth, clean, uniform in color and free from stripes, with diving joint and plaster line distinct and aesthetic.

4.2.6 Plastering surfaces around angle beads, holes, grooves and boxes shall be trim and smooth, and that behind the pipes shall be flat.
Inspection method: observing.
4.2.7 The total thickness of the plastering layers shall meet the design requirements; the cement mortar shall not be applied to the lime mortar layer; the plaster gypsum for outer surface shall not be applied to the cement mortar layer.
Inspection method: checking construction record.
4.2.8 The setting of plastering diving joint shall meet the design requirements, with the width and depth uniform, the surface smooth, and the edges neat.
Inspection method: observing; checking with a ruler.
4.2.9 Water drip (larmier) shall be made for parts with drainage requirements. Water drip (larmier) shall be neat and straight, the water drip shall be high inside and low outside, and the width and depth of the larmier shall meet the design requirements and shall not be less than 10mm.

4.2.10 The permissible deviation and inspection method for the quality of general plastering engineering shall meet those specified in Table 4.2.10.

4.3 Thermal insulation wall plastering engineering

4.3.1 The variety and performance of the materials used for thermal insulation wall plastering shall meet the design requirements and relevant requirements of the current standards of the nation.
Inspection methods: checking the product certificate, site acceptance record, performance inspection report and re-inspection report.
4.3.2 The base course quality shall meet the design and construction scheme requirements. The dusts, dirt and oil stains on the base course surface shall be cleaned. The moisture content of the base course shall meet the requirements of the construction process.
Inspection method: checking construction record.
4.3.3 Thermal insulation wall plastering and its strengthening treatment shall meet the design requirements and relevant requirements of the current standards of the nation.
Inspection method: checking the acceptance and construction records of concealed work.
4.3.4 The plastering layer and the base course as well as any two plastering layers shall be bond firmly, and the plastering layer shall be free from delamination and hollowness and the surface course free from mortar exposure and crack.

II General item
4.3.5 The surface of the thermal insulation wall plastering shall be smooth, clean, uniform in color, free from stripes, and the diving joints and mortar lines shall be distinct and aesthetic;

4.4 Decoration plastering engineering

4.4.1 The variety and performance of materials used for decoration plastering engineering shall meet the design requirements and the relevant requirements of current standards of the nation.
Inspection methods: checking the product certificate, site acceptance record, performance inspection report and re-inspection report.
4.4.2 Before plastering, the dust, dirt and oil stains on the surface of the base course shall be cleaned, and water shall be sprayed for wetting or interface treatment shall be carried out.
Inspection method: checking the construction record.
4.4.3 The plastering engineering shall be carried out by layers. Where the total thickness of the plastering is greater than or equal to 35mm, strengthening measures shall be taken. For plastering on the surface of the junction between primary structures of different materials, strengthening measures shall be taken to prevent cracking. Where the strengthening net is used, the overlapping width of the strengthening net and each primary structure shall not be less than 100 mm.

4.4.4 Any two plastering layers as well as the plastering layer and the base course shall be bond firmly, and the plastering layer shall be free from delamination, hollowness or crack.

II General item
4.4.5 The surface quality of the decoration plastering engineering shall meet the following requirements:
1 The stone grains on the surface of the granitic plaster shall be clear, evenly distributed, compact and uniform in color, and shall be free from dropping; the surface shall be free from signs of joint part.
2 For the artificial stone, the stripes on the surface shall be uniform and smooth, with even depth, without any stripe being omitted; transverse stripes shall be made at the external corner, with edges even in size without stripe reserved, the edges shall be free from damage;
3 The surface of drydash shall be uniform in color, well adhered, without mortar exposure, the stone grains shall be firmly bonded and evenly distributed, and there shall be no obvious black edge at the external corner.
4 The surface of the false face brick shall be flat, with the groove pattern clear, the seams neath and color uniform, and there shall be no defects such as missing corners, peeling and sand rising.
Inspection methods: observing; checking it by hand.
4.4.6 The setting of decoration plastering dividing strip (joint) shall meet the design requirements, the width and depth shall be uniform, the surface shall be smooth, and the edges shall be neat.
Inspection method: observing.
4.4.7 Water drip (larmier) shall be made for parts with drainage requirements. The water drip (larmier) shall be neat and straight, the water drip shall be high inside and low outside, and the width and depth of the larmier shall not be less than 10mm.

4.4.8 The permissible deviation and inspection method for decoration plastering engineering quality shall meet those specified in Table 4.4.8.

4.5 Dry wall pointing engineering

4.5.1 The variety and performance of the mortar used for dry wall pointing shall meet the design requirements and the relevant requirements of the current standards of the nation.
Inspection methods: checking the product certificate, site acceptance record, performance inspection report and re-inspection report.
4.5.2 For dry wall pointing, there shall be no part without pointing. The materials for pointing shall be firmly bonded and free from crack.
Inspection method: observing.
II General item
4.5.3 The dry wall pointing shall be horizontal and vertical, the intersection shall be smooth, the width and depth shall be uniform, and the surface shall be compacted and smoothed.
Inspection method: observing; checking with a ruler.
4.5.4 The mortar joint shall be uniform in color, and the masonry surface shall be clean.
Inspection method: observing.
5 Waterproof engineering of exterior wall
5.1 General requirements
5.1.1 This clause is applicable to the quality acceptance of sub-item projects such as exterior wall mortar waterproof engineering, coating membrane waterproof engineering and breathable membrane waterproof engineering.
5.1.2 The following documents and records shall be checked during acceptance of exterior wall waterproof engineering:
1 Construction drawing, design instruction and other design documents of waterproof engineering of exterior wall;
2 The product certificate, performance inspection report, site acceptance record and re-inspection report of materials;
3 Construction scheme and document of safety technical measures
4 Records of after-raining inspection and on-site water spraying inspection;
5 Acceptance record of concealed work;
6 Construction records;
7 The qualification certificate of the construction organization and the qualification certificate of the operator for taking the post.
5.1.3 The following materials and their performance indexes shall be re-inspected for waterproof engineering of exterior wall:
1 Bonding strength and impermeability of waterproof mortar;
2 Low temperature flexibility and water impermeability of waterproof coatings;
3 Water impermeability of waterproof and breathable membrane.
5.1.4 Acceptance of the following concealed works shall be carried out for waterproof engineering of exterior wall:
1 Nodes for strengthening the intersection of different structural materials of the exterior wall;
2 Nodes of waterproof layer at deformation joint, structural opening, pipes passing through exterior wall, embedded parts and ends;
3 Overlapping width and additional layers of waterproof layers.
5.1.5 For waterproof engineering of exterior wall constructed with the same materials, processes and construction conditions, every 1,000m2 shall be divided as an inspection lot; and those with an area less than 1,000m2 shall also be divided as an inspection lot.
5.1.6 For each inspection lot, at least one position shall be randomly inspected every 100m2, with an inspection area no less than 10m2. All the node constructions shall be fully checked.
5.2 Mortar waterproof engineering

5.2.1 The variety and performance of the mortar used for mortar waterproof layer shall meet the design requirements and relevant requirements of the current standards of the nation.
Inspection method: observing; checking product certificate, performance inspection report, site acceptance record and re-inspection records.
5.2.2 The practice of mortar waterproof layer at deformation joints, structural openings, pipes passing through exterior wall and embedded parts shall meet the design requirements.
Inspection method: observing; checking the acceptance records of concealed work.
5.2.3 The mortar waterproof layer shall be free from leakage.
Inspection method: checking the records of after-raining inspection and on-site water spraying inspection.
5.2.4 The mortar waterproof layer and base course as well as any two waterproof layers shall be bonded firmly and free from hollowness.
