Safety technical specification for ammonium nitrate
1 Scope
This document specifies the basic requirements of ammonium nitrate production enterprises in design and other aspects, as well as the safety requirements of production, storage and emergency disposal.
This document is applicable to the safety management of production, storage and emergency disposal of ammonium nitrate production enterprises.
This document is not applicable to port operations, civilian explosives, national defense research and production.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.

tubular reactor method
method for producing ammonium nitrate in a tubular reactor with dilute nitric acid and gaseous ammonia at a certain temperature and pressure

volumetric reactor method
method for producing ammonium nitrate in a volumetric reactor with dilute nitric acid and gaseous ammonia at a certain temperature and pressure
3.3
vacuum crystallization method
method for obtaining crystalline ammonium nitrate by ammonium nitrate solution concentrated by evaporator and then vacuum crystallized by crystallizer
3.4
tower granulation method
method for obtaining granulated ammonium nitrate by ammonium nitrate solution concentrated by evaporator and granulated by granulating tower
4 Basic requirements
4.1 Design requirements
4.1.1 New build, re-build and expansion of ammonium nitrate construction projects shall meet the requirements of local planning layout and industrial access conditions, which shall be away from densely populated areas and important transportation hubs and other areas, and the ammonium nitrate production and use enterprises shall be located nearby.
4.1.2 Enterprises shall carry out reasonable capacity design and planning. The solid ammonium nitrate production projects shall be supported by the construction of nitro complex fertilizer, ammonium nitrate solution and other peaking devices or capacity distribution facilities, and the design scale of the peaking devices or distribution facilities shall effectively balance the production and sales volume of solid ammonium nitrate.
4.1.3 Safety facilities of new build, re-build and expansion of ammonium nitrate construction projects shall be designed, constructed and put into production or use simultaneously with the main part of the project.
4.1.4 Shift dormitories shall not be built in the ammonium nitrate plant area, and the office building in the plant area shall be carry out explosion safety assessment according to the explosion scene of the ammonium nitrate warehouse.
4.1.5 The external safety protection distance of new build, re-build and expansion of ammonium nitrate construction projects shall be determined in accordance with the quantitative risk assessment method in GB/T 37243, and the personal risk and social risk shall meet the requirements of GB 36894, and the storage scale shall not exceed the assessment result. When determining the external safety protection distance, all the hazardous chemicals production units and storage installations in the enterprises shall be subjected to quantitative risk assessment as a whole. Ammonium nitrate warehouses where the storage hazard category belongs to explosives and warehouses where ammonium nitrate nonconforming products are stored shall simultaneously meet the external safety protection distance determined by the accident consequences method specified in GB/T 37243.
