This standard is formulated with a view to implementing the Environmental protection law of the People's Republic of China and the Law of the People's Republic of China on the prevention and control of atmospheric pollution, controlling the emissions from vehicles and improving the ambient air quality.
This standard is a revision of GB 3847-2005 Limits and measurement methods for exhaust smoke from C.I.E. (Compression Ignition Engine) and vehicle equipped with C.I.E. and HJ/T 241-2005 The principle and method of confirm limits for exhaust smoke from lug-down mode for in-use motor vehicles with C.I.E. (Compression Ignition Engine), by reference to HJ/T 395-2007 Equipment specifications and quality control requirements for in-use vehicles equipped with compression ignition engine in free accelerating smoke test and HJ/T 292-2006 Equipment specifications and quality control requirements for diesel vehicles in lug down smoke test. This standard specifies the limits and measurement methods for emissions from diesel vehicles under free acceleration and lugdown cycle. Moreover, it also specifies the methods and judgment bases for appearance inspection and OBD inspection of diesel vehicles. This standard is applicable to the inspection for new produced diesel vehicle at end of production line, inspection for register vehicle, and inspection for in-use vehicle, and it is also applicable to other vehicles equipped with compression ignition engine. This standard is not applicable to low speed trucks and three-wheeled vehicles.
The main changes of this standard with respect to GB 3847-2005 Limits and measurement methods for exhaust smoke from C.I.E. (Compression Ignition Engine) and vehicle equipped with C.I.E. are as follows:
——The content of appearance inspection, OBD inspection, etc. is added;
——The inspection procedure and inspection items are added;
——Limits and measurement methods for emissions of nitrogen oxides are added, and limit of smoke emission is adjusted;
——The inspection record items and inspection software requirements are added;
——The content and methods of environmental protection supervision test are specified;
——Type approval requirements for compression ignition engine and new produced vehicle are deleted. This standard was revised by the Department of Air Environment and the Department of Laws and Regulations and Standards under the Ministry of Ecology and Environment.
This standard was approved by the Ministry of Ecology and Environment on September 27, 2018.
This standard shall be implemented from May 1, 2019, and GB3847-2005 and HJ/T241-2005 shall be abolished simultaneously from the implementation date of this standard.
The relevant provincial standards on emission inspection shall be abolished since the implementation date of this standard. The Ministry of Ecology and Environment is responsible for the explanation of this standard.
Limits and measurement methods for emissions from diesel vehicles under free acceleration and lugdown cycle
1 Application scope
This standard specifies the limits and measurement methods for emissions from diesel vehicles under free acceleration and lugdown cycle as well as the methods and judgment bases for appearance inspection and OBD inspection of diesel vehicles.
This standard is applicable to the inspection for new produced diesel vehicle at end of production line, inspection for register vehicle, and inspection for in-use vehicle, and it is also applicable to other vehicles equipped with compression ignition engine. This standard is not applicable to low speed trucks and three-wheeled vehicles.

3.21
vehicle environmental identification document; VEID
motor vehicle environmental identification document specified by the Announcement on the work of disclosing environmental information of motor vehicles and non-road mobile machinery (GUOHUANGUIDAQI [2016] No.3), including the enterprise's declaration of compliance of the vehicle with emission standards and stages, basic vehicle information, environmental protection inspection information, pollution control device information, etc.
4 Inspection items
4.1 See Table 1 for the environmental protection inspection items of vehicles.
4.2 The entry inspection for new produced imported vehicle shall be carried out according to the inspection items specified in Table 1 and shall also meet the requirements of other standards, laws and regulations.

Notes:
1) The inspection for vehicles that meet the exemption requirements shall be carried out in accordance with the relevant exemption requirements.
2) Check if the pollution control device is in good condition.
3) It is applicable to vehicles equipped with OBD.
4) Supervision test for exhaust emission pollutants from hybrid vehicles shall be carried out in the maximum fuel consumption mode.
5) The inspections for registration change and transfer shall be carried out according to the relevant requirements.
5 Inspection process and requirements
5.1 Inspection for new produced vehicle at end of production line
5.1.1 The manufacturer shall ensure that the pollutant control devices of all vehicles at end of production line are consistent with the vehicle environmental identification document.
5.1.2 The manufacturer shall complete the inspection of onboard diagnostic system (OBD). Exhaust emission pollutants shall be inspected in lugdown mode for at least 1% of the annual production according to vehicle type (lugdown cycle may be adopted for all wheel drive vehicles and real time four wheel drive vehicles for which the two drive modes cannot be switched manually). Wherein, the minimum supervision test quantity is 15 vehicles per year; if the annual production is less than 15 vehicles, all vehicles shall be inspected.
5.1.3 See Figure 1 for the inspection process for new produced vehicle at end of production line. The inspection information shall be submitted in accordance with those specified in Appendix G.
5.1.4 The competent department of ecological environment may conduct all inspections such as appearance inspection, OBD inspection and exhaust emission pollutants inspection at end of production line. The appearance inspection shall be carried out by focusing on inspecting whether the pollution control device of vehicle is consistent with the content of vehicle environmental identification document.
5.1.5 For imported vehicles, the inspection for new produced vehicle at end of production line shall be completed and the inspection information shall be submitted to the competent department of ecological environment before entering the country.

5.2 The inspection items for register vehicle shall be carried out in accordance with those specified in Table 1, and the inspection information shall be submitted in accordance with those specified in Appendix G. See Figure 2 for the inspection process.

5.3 The inspection items for in-use vehicle shall be carried out in accordance with those specified Table 1. Before the inspection, environmental protection on-line verification shall be carried out to check whether the vehicle has any environmental protection violation record. The inspection information shall be submitted in accordance with those specified in Appendix G. See Figure 3 for the inspection process.
