Safety Technical Supervision Regulations for Bursting Disc Devices

Article 1 This Regulation was formulated in accordance with "Regulations on Safety Supervision of Special Equipment" (hereinafter referred to as the "Regulations") for the purpose of ensuring the safety performance of the bursting disc devices of special equipments and strengthening the safety supervision work of bursting disc devices.
Article 2 This Regulation is applicable to the bursting disc devices used for those special equipments specified in the "Regulations".
The bursting disc device is composed of such spare parts as bursting disc and bursting disc holder. The terms related to bursting disc devices involved in this Regulation are detailed in Appendix A.
Article 3 This Regulation specifies the basic safety requirements for the process of material, design, inspection, installation, application and others as well as for the manufacture licensing, type test, supervision and inspection work of bursting disc devices. The relevant provisions of the corresponding technical standards and management systems shall not be less than requirements of this Regulation.
The safety technical requirements for bursting disc devices are detailed in Appendix B.
Article 4 The manufacturing organization of bursting disc devices shall obtain the corresponding manufacture license of special equipments. The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") shall be responsible for the acceptance, examination and approval of the manufacture license of domestic and overseas bursting disc devices.
The "Special Equipment Manufacture License" is valid for four years. The bursting disc device manufacturing organization holding the manufacture license shall adopt appropriate mode to mark the "TS" license sign and the serial number of "Special Equipment Manufacture License" on the product.
The manufacture licensing procedure of bursting disc devices shall include application, acceptance, trial production, type test, appraisal and evaluation, examination and approval, and license issuing, etc. The specific licensing procedure shall be carried out in accordance with relevant provisions.
The manufacture license conditions of bursting disc devices are detailed in Appendix C.
Article 5 In case of any one of the following conditions, the bursting disc device shall be carried out with the type test, therein, for Item (I), (II) and (III), the trial production shall be carried out prior to the type test:
(I) Applying for the Manufacture License;
(II) Prior to putting new product into production;
(III) Significant changes are made in such aspects as structure and technology of the product and influence the safety performance;
(IV) The Manufacture License is replaced;
(V) The manufacturing organization restarts the production after stopping production for over 6 months;
(VI) Problems exist in the safety performance of product.
The items and requirements of the type test of bursting disc devices are detailed in Appendix D.
Article 6 After the license application is accepted, the bursting disc device manufacturing organization shall carry out trial production in accordance with the specification and quantity required by the appraisal and evaluation and the type test, and the trial product shall select those representative ones from the bursting disc device types applying for license.
The bursting disc device manufacturing organization shall invite the bursting disc device type test organization published by the AQSIQ to do the type test on product.
The type test procedure of bursting disc devices shall include invitation and acceptance, examination of product technical information, sampling, inspection and test, and issuance of type test report and type test certificate.
Article 7 The type test of bursting disc devices shall be carried out in accordance with the product type. The types of bursting disc devices put into the batch production by the bursting disc device manufacturing organization must be the ones passing the type test.
Article 8 The bursting disc device manufacturing organization shall carry out the manufacture of products in accordance with the approved license scope and also shall accept the supervision and inspection of special equipment inspection agencies on the manufacturing process of bursting disc devices.
The manufacture supervision and inspection requirements for bursting disc devices are detailed in Appendix E.
Article 9 AQSIQ is responsible for the explanation of this Regulation.
Article 10 This Regulation shall be implemented from November 01, 2011.
Appendix A Terms
A1 Bursting disc device
Bursting disc device is the non-reclosing pressure relief device that is composed of such spare parts as bursting disc (or bursting disc assembly) and bursting disc holder (or support ring).
Under the set coincident temperature, the bursting disc will act (rupture or fall off) and discharge the medium immediately when the pressure difference between both sides of the bursting disc reaches the preset value.
A1.1 Bursting disc
The pressure sensitive device that is in the bursting disc device and is able to act rapidly due to overpressure.
A1.2 Bursting disc assembly
The assembly combined by two or more such parts as bursting disc, back pressure support, stiffening ring, anticorrosion lining or sealing lining, etc.
A1.2.1 Stiffening ring
The ring-shape part among the bursting disc assembly that sticks (bonds) tightly to the edge of bursting disc to strengthen the stiffness of its edge.
A1.2.2 Back pressure support
It refers to the support frame (or bracket) in the bursting disc assembly to avoid causing emergency destruction of bursting disc due to the back pressure condition of system, which includes the following two types:
(1) Opening back pressure support, which cracks when the bursting disc bursts;
(2) Non-opening back pressure support, which does not crack when the bursting disc bursts.
A1.2.3 Anticorrosion lining
It refers to the metallic or nonmetallic film added in the bursting disc assembly to prevent corrosive attack under the influence of corrosive medium.
A1.2.4 Sealing lining
It refers to the film in the bursting disc assembly to act as the sealing role for the slotted bursting disc.
A1.3 Bursting disc holder
The independent clamping component in the bursting disc device, having such functions as locating, supporting and sealing and being capable of ensuring the accurate actuation of bursting disc.
A1.4 Supporting ring
The ring-shape part, positioning of bursting disc by mechanical mode or welding mode, having the function of supporting the stressing of bursting disc and ensuring the accurate actuation of bursting disc, but being incapable of the independent clamping function.
A2 Discharge connection pipe
The connection pipe connected to the discharge side of bursting disc device and being used for leading the medium to the designated place after the bursting disc device releasing pressure.
A3 Differential back pressure
The difference of the pressure that at discharge side higher than that at the inlet side.
A4 Coating, plating
(1) Coating, which is a metal or nonmetal layer with a certain thickness coated on the surface of spare parts such as bursting discs or bursting disc holders by adopting spraying method;
(2) Coating, which is a metal layer with a certain thickness covered on the surface of spare parts such as bursting discs or bursting disc holders by adopting electroplating or chemical plating method.
A5 Manufacture range
The permissive deviation range of the marked bursting pressure relative to the specified bursting pressure of one batch of bursting discs.
A6 Batch
One batch, namely, is the bursting disc device that is produced continuously in a certain quantity with the same type, specification, marked bursting pressure, coincident temperature, materials (designation, furnace batch number and specification) and manufacturing process.
A7 Bursting pressure
The pressure difference at both sides of bursting discs when acting at the set coincident temperature.
A7.1 Specified bursting pressure
The action pressure value that bursting discs shall have at the specified coincident temperature according to working conditions of special equipments and the requirements of relevant safety codes when designing special equipments.
A7.2 Specified maximum (minimum) bursting pressure
The algebraic sum of specified bursting pressure and manufacture range as well as performance tolerance.
A7.3 Test bursting pressure
The bursting pressure value actually measured when conducting bursting test on bursting disc devices.
A7.4 Marked bursting pressure
The arithmetic mean value of measured burst pressure that is determined through bursting test by taking samples from the same batch of bursting discs at specified coincident temperature. If the manufacture range of bursting discs is taken as zero, then the specified bursting pressure shall be the marked bursting pressure.
A7.5 Performance tolerance
The maximum allowable deviation of the test bursting pressure relative to marked bursting pressure.
A8 Coincident temperature
The membrane temperature of bursting discs when bursting discs reach the bursting pressure.
A9 Vent area
The flow area of the minimum cross section used for discharging medium of the bursting disc device.
A10 Discharge capacity
The flow that the bursting disc device shall be able to discharge medium through the vent area in unit time after bursting, which is also called discharge capability of bursting disc devices.
A11 Safety discharge capacity
The media flow that must be discharged in unit time by the system (protected by bursting disc devices).
A12 Flow resistance coefficient
The non-dimensional item represented by the velocity head (a half of the quotient that speed square divides by gravity acceleration) that the medium lost through bursting disc devices after testing by special test devices.
A13 Type test
The inspection and tests implemented on the sample of bursting disc devices in order to verify that the safety performance of bursting disc devices meet the requirements of relevant safety technical regulations and corresponding standards.
A14 Bursting disc device category
Bursting disc devices are divided into conventional domed, reverse domed, flat and graphite bursting disc devices.
A15 Bursting disc device type
The bursting disc device types are divided into conventional simple domed type, conventional domed slotted lined type, conventional scored simple domed type, reverse domed slotted lined type, reverse domed scored type, the counter-arch falling off type, reverse domed with knife rest, counter-arch alligator tooth type, dull shear pattern, flat slotted lined type, flat scored type, graphite replaceable type and graphite irreplaceable type.
Appendix B Safety Technical Requirements for Bursting Disc Devices
B1 Material
Material used for manufacturing bursting disc device shall meet the following requirements:
(1) The material shall be provided with favorable corrosion resistance, mechanical properties and processing properties that are corresponding to the application condition and shall meet the requirements of the relevant safety technical regulation and its corresponding standards;
(2) The manufacturing organization of the material shall be able to conduct effective control over material quality and provide quality proof document of the material to the bursting disc device manufacturing organization.
B2 Design
The design of bursting disc device shall meet the requirements of this Regulation and relevant safety technical regulation and its corresponding standards. When overseas and foreign standard is adopted, the safety technical requirements of the standard shall meet the specifications of this Regulation. The original text as well as the Chinese version of the standard shall be submitted to the technical organizations or technical institutions authorized by AQSIQ for examination and shall be reported to AQSIQ for record.
B2.1 Design organization
The design work of bursting disc device shall be conducted by bursting disc device manufacturing organization.
B2.2 Design document
B2.2.1 Content of design document
The preparation of the design document of bursting disc device shall meet the requirements of this Regulation and relevant safety technical regulation and the requirements of its corresponding standards. The design document of bursting disc device shall at least include the following contents:
(1) Design assignment;
(2) Design drawing;
(3) Design instruction;
(4) Instruction for installation and application.
B2.2.2 Design assignment
The bursting disc device must be designed according to the requirements of the design assignment, the source data the design requirements in the design assignment shall include at least the following contents:
(1) Operating parameter, including operating pressure, operating temperature range and pressure fluctuation range and frequency of the equipment, volume of the equipment, occupied volume or proportion of the air, liquid and solid phase in the equipment, maximum flow of the medium, minimum safe discharge capacity that can guarantee the equipment safety, specified bursting pressure and coincident temperature of the bursting disc, potential backpressure working condition of bursting disc after discharge, property of the medium, speed of the discharge as well as factors that may influence the safe discharge etc.;
(2) Name and its characteristics of the medium, including composition of the medium, content or proportion of each component, partial pressure and its oxidizability of each component, degree of crystallinity and corrodibility, phase state, viscocity, toxicity, inflammable and explosive feature of each component etc.;
(3) Technical requirements for the installation of the discharge connection pipe and its flange and other spare parts;
(4) Designation of main materials required by the application organization;
(5) Manufacture and acceptance standard
B2.2.3 Specified bursting pressure
The specified bursting pressure of bursting disc device shall be determined according to the relevant safety technical regulation and its corresponding standards of all kinds of pressure equipments.
B3 Manufacture and inspection
B3.1 Basic requirements
B3.1.1 Design modification
When modifying the design document, the bursting disc device manufacturing organization shall obtain the written opinions from the entrusting organization, the modified part shall be recorded in details and be kept for reference.
B3.1.2 Out-purchasing and outsourcing spare parts
The out-purchasing and outsourcing spare parts adopted by the bursting disc device manufacturing organization shall meet the requirements of design drawing and technical document and shall inquire for quality proof document.
B3.1.3 Processing of bursting disc and parts
The processing of the bursting disc and spare parts (stiffening ring, back pressure support, anticorrosion lining, sealing lining, bursting disc holder, supporting ring and other outsourcing accessories) shall meet the requirements of design drawing and technical document. The processing, assembly and test shall be prepared with procedure specification (procedure card) as well as the quality check list (card) of manufacturing process.
B3.2 Delivery inspection
The delivery inspection of bursting disc device shall at least include the appearance inspection of all the parts and components of the bursting disc device and bursting test of the bursting disc device.
B3.2.1 Appearance inspection
All the spare parts and components adopted by the bursting disc device shall be conducted with appearance inspection, the surface quality of the bursting disc and the surface quality of the sealing surface of the bursting disc holder shall be inspected piece by piece.
B3.2.2 Bursting test of bursting disc device
B3.2.2.1 Test device
The bursting disc device manufacturing organization shall be provided with the test device for completing the bursting test. The test device shall the requirements of relevant safety technical regulation and its corresponding standards.
B3.2.2.2 Test medium
The test medium used in the bursting test of bursting disc device shall be consistent with the actual medium used for bursting disc device. Water, mineral oils or other non-corrosive liquid may be adopted as liquid state test medium, air, nitrogen or other inert gas as gas state test medium.
B3.2.2.3 Test specimen
Upon meeting the requirements of relevant safety technical regulation and its corresponding standard and design drawing by the surface quality inspection of the bursting disc device, samples of specified quantity in the same batch of bursting disc devices shall be taken randomly to conduct bursting test.
