TSG Z8001-2019 Examination rules for nondestructive testing inspectors of special equipment
Chapter 1 General provisions
Article 1 The Rules is formulated according to the Special equipment safety law of the People's Republic of China and Regulations on safety supervision of special equipment, with a view to standardizing the examination of nondestructive testing inspectors of special equipment.
Article 2 Nondestructive testing inspectors of special equipment refer to personnel engaged in nondestructive testing of special equipment within the applicable scope of the Special equipment catalogue.
Nondestructive testing inspectors shall, in accordance with the Rules, obtain the corresponding "Inspector and Tester Certificate of Special Equipment (Nondestructive Tester)" (hereinafter referred to as "Tester Certificate") before engaging in the corresponding nondestructive testing.
Article 3 Nondestructive testing methods specified in the Rules include radiographic testing, ultrasonic testing, magnetic particle testing, penetrant testing, acoustic emission testing, eddy current testing and magnetic flux leakage testing. Qualification of nondestructive testing inspectors is classified into three levels, i.e. Level I (junior), Level II (intermediate) and Level III (senior).

Article 4 Applicants for level I and level II Tester Certificate for radiographic film testing (RT), ultrasonic testing by pulse reflection method (UT), magnetic particle testing (MT) and penetrant testing (PT) shall submit an application to the relevant provincial administrations for market regulation (hereinafter referred to as "the provincial issuing authority"). The provincial issuing authority shall approve and issue the Tester Certificate to the applicants who pass the exam.
Applicants for nondestructive testing items and levels other than those mentioned above shall submit an application to the State Administration of Market Supervision (hereinafter referred to as "the national issuing authority). The national issuing authority shall approve and issue the Tester Certificate to the applicants who pass the exam.
Article 5 The validity period of the Tester Certificate is 5 years. If it is necessary for certificate holders to continue to engage in nondestructive testing after the expiration of the validity period, the certificate shall be renewed according to the Rules.
Chapter 2 Work responsibilities
Article 6 Level I nondestructive testing inspectors:
(1) Adjust and use nondestructive testing instruments correctly;
(2) Conduct nondestructive testing operation according to the operation instructions for nondestructive testing;
(3) Record nondestructive testing data and sort out nondestructive testing data;
(4) Understand and implement relevant safety protection rules.
Article 7 Level II nondestructive testing inspectors:
(1) Engage in or supervise the work of Level I nondestructive testing inspectors;
(2) Debug and calibrate nondestructive testing instruments according to the relevant process documents, and implement nondestructive testing operations;
(3) Prepare the operation instructions for nondestructive testing of specific workpieces according to nondestructive testing process procedures;
(4) Prepare and review the nondestructive testing process procedures (only for those having Level IV qualification for more than 4 years);
(5) Evaluate the testing results, and prepare or review the nondestructive testing report according to relevant specifications and standards;
(6) Provide skill training and work guidance for Level I nondestructive testing inspectors.
Article 8 Level III nondestructive testing inspectors:
(1) Engage in or supervise the work of Level I and Level II nondestructive testing inspectors;
(2) Be responsible for technical management of nondestructive testing engineering, and evaluation of nondestructive testing equipment and personnel skills;
(3) Prepare and review the nondestructive testing process procedures;
(4) Determine special nondestructive testing methods, technologies and process procedures for specific objects;
(5) Analyze, evaluate or interpret the nondestructive testing results;
(6) Provide skill training and work guidance for Level I and Level II nondestructive testing inspectors.
If there is no Level III item, the work of Level III nondestructive testing inspector shall be undertaken by Level II inspector.
Chapter 3 Obtaining certificates
Article 9 Procedures for obtaining certificates include application, acceptance, examination and certificate issuance.
Article 10 Application conditions for nondestructive testing inspectors:
(1) 18-60 years old, with full capacity for civil conduct;
(2) Educational background, nondestructive testing experience and other qualifications meet the requirements of application items and levels (see Table 2);
(3) For applicants for radiographic testing, magnetic particle testing, penetrant testing and magnetic flux leakage testing, their naked or corrected visual acuity of one or both eyes shall reach Grade 5.0 or above specified in GB 11533-2011 Standard for logarithmic visual acuity charts; for applicants for ultrasonic testing, acoustic emission testing and eddy current testing, their naked or corrected visual acuity of one or both eyes shall reach Grade 4.8 or above specified in the standard mentioned above. Applicants for magnetic particle testing and penetrant testing shall not be color blind;
(4) Have corresponding nondestructive testing knowledge and skills for special equipment.
Applicants with Level II and Level III nondestructive testing certificates issued by relevant industry or professional organizations and meet the educational requirements listed in Table 2 may apply for the qualification of nondestructive testing inspector for special equipment of corresponding items and levels, and are exempted from the closed-book test in the theoretical knowledge examination, provided that they meet the educational background and practical experience requirements of corresponding levels.
