This standard is formulated with a view to implementing the laws and regulations such as "Environmental Protection Law of the People's Republic of China", "Law on Prevention of Air Pollution of the People's Republic of China", "Marine Environment Protection Law of the People's Republic of China" and "Decision of the State Council on Implementing the Scientific View of Development and Strengthening Environmental Protection" and "State Council on the Views of Compiling the Main Part Functional District Planning", protecting the environment, preventing pollution, improving the production process of steel rolling industry and pollution treatment technology.
This standard specifies the monitoring and controlling requirements as well as the emission limit of air pollutants for steel rolling manufacturer. This standard specifies the special emission limits of air pollutants in order to accelerate the harmonious development of regional economy and environment, push on the adjustment of economic structure and the transformation of economic growth and guide the trend of production process and pollution treatment technology for steel rolling industry.
The water pollutants, odor pollutants and ambient noise discharged by steel rolling manufacturer shall meet the requirements of corresponding national standards for the pollutants emission; the identification, processing and treatment of solid waste shall meet the requirements of relevant national solid waste pollution control standards.
This standard is issued for the first time.
From the implementation date of this standard, the steel rolling manufacturers shall control the emission of air pollutants in accordance with this standard rather than the relevant requirements of "Integrated Emission Standards of Air Pollutants" (GB 16297-1996) and "Standard of Air Pollutants for Industrial Kiln and Furnace" (GB 9078-1996).
As for the pollutant items which is not specified in this standard, the provincial people's government may develop local standards for the pollutants emission; and as for the pollutant items which has been specified in this standard, local standard for the pollutants emission which is more severe than this standard may also be developed.

Emission Standard of Air Pollutants for Steel Rolling Industry
轧钢工业大气污染物排放标准
1 Scope
This standard specifies the monitoring and controlling requirements and emission limit of air pollutants for steel rolling manufacturer or production facilities, as well as specifications concerned about the implementation and supervision of standard.
This standard is applicable to the air pollutants emission management of steel rolling manufacturer or production facilities, environmental impact assessment of steel rolling industry construction project, design of environment protection facilities, acceptance of environmental protection after completion and the air pollutants emission management after the start of production.
This standard is applicable to the pollutant emission allowed by law; the site selection of newly-built pollution source and the management of existing pollution source in the special protection zone shall be carried out according to the relevant laws, regulations and rules such as "Law on Prevention of Air Pollution of the People's Republic of China", "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China", "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and "Law of the People's Republic of China on Environmental Impact Assessment".

3 Terms and Definitions
The following terms and definitions apply.
3.1 Steel Rolling
The process that the steel billet is heated and hot rolled or the steel plate is cold rolled to the required final steel. This standard also contains the manufacturing procedure of steels coated with metallic or non-metallic materials.
3.2 Existing Enterprises
The steel rolling manufacturer or facilities under operation or having passed through the environmental impact assessment before the implementation date of this standard.
3.3 New Enterprises
The newly-built, rebuilt and extended steel rolling construction projects, which has passed through the environmental impact assessment from the implementation date of this standard.
3.4 Standard State
The state when the temperature is 273.15K and the pressure is 101325Pa. The air pollutants emission concentration specified in this standard are all based on the dry gas under standard state.
3.5 Heat Treatment Furnace
The thermal equipment to heat the steels with some medium to the required temperature to change the steels' surface or the internal structural performance under the actions of different insulation and cooling methods; examples of such furnace are: heating furnace, annealing furnace, normalizing furnace, tempering furnace, maintaining furnace (pit), quenching furnace, solid solution furnace, aging furnace and hardening and tempering furnace.
3.6 Particulates
A generic term of furnace fume and industrial dust emission in production.
3.7 Height of Exhaust Funnel
The distance from the ground level where the exhaust funnel (or its main building construction) is located to the outlet of exhaust funnel; the unit is m.
4 Emission Control Requirements of Air Pollutants
4.1 In the duration from October 1, 2012 to December 31, 2014, the existing enterprises implement the emission limits specified in Table 1.

4.2 From January 1, 2015, the existing enterprises implement the emission limits specified in Table 2.

4.4 Corporate pollutant emission behavior shall be controlled strictly in the areas where the density of land development is relatively high, the load bearing capacity of the environment starts to reduce or the environmental capacity is relatively small and the ecological environment is vulnerable, and where environmental pollution problems easily occur so special protection measures shall be taken. The enterprises in these areas shall implement the special emission limits of water pollutants specified in Table 3.
The specific territorial scope implementing special emission limits of water pollutants and the implementation time shall be specified by the environmental protection administration department of the State Council or provincial people's government.

4.6 Environmental protection administration department in charge of supervision and control shall supervise the environment quality of the sensitive areas used for accommodation, teaching and medical treatment in the operation of the existing plant and the environmental protection acceptance for the completed construction project and the subsequent operational process. The specific monitoring range of construction project is the surrounding sensitive areas for environmental impact assessment; as for the existing enterprises for which the environmental impact assessment has never been carried out, the monitoring range shall be determined by the responsible environmental protection administration department, based on the emission characteristics and rules of the enterprise, local natural and meteorological conditions as well as the relevant environmental impact assessment technical guide. The local government shall be responsible for the environmental quality of the area under its administration and shall take measures to make the environmental condition meet the requirements of environmental quality standards.
4.7 The production process device generating air pollutants must be provided with partial gas collection system and centralized purifying treatment device to make the emission up to the standard. The height of all exhaust funnels shall not be less than 15m. Where buildings exist within 200m from exhaust funnel, the exhaust funnel shall be 3m higher than the building.
