This standard replaces GB 17761-1999 Electric bicycles—General technical requirements.
The following main technical changes have been made with respect to GB 17761-1999:
——Clause 4 "General" and Clause 5 "Bicycle identification" are added;
——Clause 4 "Product classification" and Clause 7 "Inspection rules" are deleted from the former standard;
——Provisions such as 6.1.7 "Speed warning sound", 6.1.8 "Drenching and wading performance", 6.4 "Fire resistance", 6.5 "Flame retardation" and 6.6 "Radio disturbance characteristics" are added.

Safety technical specification for electric bicycle
1 Scope
This standard specifies the bicycle safety, mechanical safety, electrical safety, fire resistance, flame retardance, radio disturbance characteristics and main technical requirements in the instructions for use and corresponding test methods of electric bicycles.
This standard is applicable to the electric bicycles.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB 3565-2005, as well as the following, apply.
3.1
electric bicycle
two-wheeled vehicle capable of pedaling under electric aid and/or electric drive using on-board battery as auxiliary energy source
3.2
fully assembled electric bicycle
electric bicycle (3.1) equipped with all necessary components (including battery and all accessories specified in the instructions for use, with off-board charger excluded) for use
3.3
electric drive
driving mode in which the driving electric energy is supplied by the on-board battery and only the motor outputs power
3.4
electric aid
driving mode consisting of manpower and motor power according to the output ratio
3.5
manufactured date
date of completion of bicycle manufacturing
4 General
4.1 Electric bicycles shall meet the following requirements:
a) Pedaling performance;
b) Electric drive and/or electric aid functions;
c) In case of electric drive, the maximum design speed shall not exceed 25 km/h; in case of electric aid, the motor shall not output power when the speed exceeds 25 km/h;
d) The total weight of the fully assembled electric bicycle is less than or equal to 55 kg;
e) Nominal voltage of storage battery is less than or equal to 48V;
f) The rated continuous power output of motor is less than or equal to 400W.
4.2 In the case of normal use, reasonable and foreseeable misuse and failure, the electric bicycles shall guard against danger. Dangers include but are not limited to:
a) material deterioration or personnel burns by the heat generated;
b) burning, explosion, electric shock and the like during charging and driving;
c) personal injury caused by the breakage, looseness, deformation and motion interference of the bicycle or its components.
4.3 The hardware and software of electric bicycles shall be designed with tamper-proof performance against unauthorized modification or alteration of the maximum speed, power, voltage and pedaling performance.
4.4 In addition to the safety requirements stipulated in this standard, electric bicycles and their components (e.g. batteries, on-board chargers, etc.) shall also meet the safety requirements of relevant national standards and professional standards.
5 Bicycle identification
5.1 Nameplate
The nameplate shall be marked with the following information in Chinese: product name, model, manufacturer name or trademark, manufactured date, etc. The information marked on the nameplate shall be standardized, clear, durable and legible.
5.2 Bicycle serial number
Each electric bicycle shall be permanently marked with its unique serial number on the surface of the inseparable eye-catching part of the electric bicycle frame body (especially, the head tube and the middle connector).
Note 1: The frame body refers to the body material of the frame, which excludes the case when the serial number is engraved on some material that is then welded to the frame.
Note 2: As for the inseparable part, the rear and front parts of the damping frame are separable, so the rear part is the separable part.
The bicycle serial number consists of a 15-digit code which includes enterprise code, vehicle type code, manufacturing year code and production serial number code from left to right, as shown in Figure 1:
