1 Scope
This standard specifies the specification and structure classification of motor vehicle types, the classification of motor vehicle use properties, and the determination requirements of vehicle types.
This standard is applicable to road traffic management.

3 Terms and definitions
The following terms and definitions defined in GB 7258 are applicable to this document.

Road vehicle
Vehicles, including motor vehicles and non motor vehicles, designed and manufactured for carrying people, transporting goods or carrying out special operations on the road and allowed to run on the road by law

Motor vehicle
Wheeled vehicles driven or towed by power devices for people to ride on the road or for transporting goods and special engineering operations, including automobiles and motor trains, motorcycles, wheeled special mechanical vehicles, trailers, trams, special motor vehicles and tractors running on the road, do not include the maximum design speed, curb weight Motor wheelchairs and electric bicycles for the disabled whose overall dimensions and other indicators meet relevant national standards.

4 Motor vehicle specifications
See Table 1 for the specification classification of motor vehicles.

Special operation vehicles refer to vehicles equipped with special equipment or appliances that are designed and manufactured for special engineering (including health and medical) operations, such as truck cranes, fire trucks, concrete pump trucks, obstacle removal vehicles, aerial operation vehicles, road sweepers, sewage suction vehicles, drilling rigs, instrument vehicles, detection vehicles, monitoring vehicles, power vehicles, communication vehicles, television vehicles, blood collection vehicles, medical vehicles, medical vehicles, etc, However, excluding vehicles (excluding fire engines) with special equipment or appliances and more than 9 seats (including the driver's seat), the specifications of special operation vehicles can be divided into heavy, medium, light and emblem types. The specific specifications of trams shall be determined according to the relevant provisions of trucks. E Postal vehicles, refrigerated vehicles, thermal insulation grass and other special vehicles mainly used for carrying goods, as well as cash carrying vehicles modified from non passenger vehicles or chassis, shall be determined as corresponding trucks according to the structural characteristics of their loading parts
D. When the cargo part of the truck and trailer is of non rail structure, if the cargo part has an automatic dumping device, the structure is determined as "structural characteristics of the cargo part+self dumping", such as "tank type self dumping" and "flat plate self dumping"; The design and manufacture of a dump vehicle with an openable top cover shall not be considered as a violation of the standard
6 Nature of motor vehicle use
6.1 Motor vehicles can be divided into operating vehicles, non operating vehicles and transporting students according to the nature of use. Operating motor vehicles refer to the motor vehicles used by individuals or units for the purpose of obtaining profits; Non operating motor vehicles refer to the motor vehicles used by individuals or units not for the purpose of obtaining profits E The motor vehicles for transporting students refer to the 7 seat and above passenger cars used to transport preschool children over 3 years of age or students in compulsory education stage to and from school in an organized way, that is, school buses.

Motor vehicles used by public security organs, national security organs, judicial administration system (including prisons, drug rehabilitation administration organs and judicial bureaus), people's courts and people's procuratorates to perform emergency duties
Special vehicles for fire fighting and on-site command vehicles
Special vehicles used by emergency, medical institutions, health and epidemic prevention departments to rescue critical patients or deal with emergency epidemic
Special motor vehicles used by flood control, water conservancy, electric power, mining, urban construction, transportation, railway and other departments for rush repair of public facilities and rescue of people's lives and property and on-site command mobile prison
Formerly a commercial motor vehicle (except taxi passenger vehicles), it is now a non commercial motor vehicle
Originally a taxi passenger car, it is now a non operating car and no longer used as a taxi passenger car
7 seat and above passenger cars used to transport preschool children over 3 years old to and from school in an organized way
7 seat and above passenger cars used to transport pupils to and from school in an organized way
7 seat and above passenger cars used to transport students (primary school students and junior high school students) at the compulsory education stage to and from school in an organized way
7 Determination of vehicle type
7.1 Registration
7.1.1 The vehicle type shall be determined according to the sum of motor vehicle specification classification and motor vehicle structure classification, with the specification classification first and the structure classification second, such as "large ordinary passenger car", "medium tank truck", "heavy non cargo special operation", "heavy container semi-trailer", "ordinary two wheeled motorcycle", etc. However, the structural classification of low-speed trucks is in the first place, and the specification classification is in the second place, such as "breast board low-speed truck", "van type low-speed truck", "tank type low-speed truck", etc.
7.1.2 When the specifications corresponding to RMB are classified, the vehicle type shall be determined according to the structure classification, such as "wheel loading machinery".
7.1.3 There is no corresponding structure classification for tricycles, and their vehicle types are unified as "tricycles". For motor vehicles other than tricycles, the vehicle type shall be determined by the addition of the vehicle specification classification and the closest structural classification when the structural feature element corresponds to the structural classification
7.1.4 The structure classification corresponding to the tram element, and the vehicle type shall be determined according to the specification classification, such as "large tram".
7.1.5 Special purpose vehicles shall be determined as special passenger cars, special purpose trucks or trucks of other structural classifications according to their basic vehicle types, whether they are loaded with special equipment or appliances, whether they are designed and manufactured for engineering operations (health and medical operations) and other characteristics.
7.1.6 If the vehicle type determined by registration inspection is inconsistent with the vehicle type recorded in the public security traffic management information system, the corresponding content shall be maintained according to the specified procedures.
7.2 Other requirements
7.2.1 For registered motor vehicles, the vehicle type shall be determined according to the records in the Motor Vehicle Driving License.
7.2.2 For the motor vehicles that meet the registration conditions but have not been registered, the registration information of the corresponding type of motor vehicles shall be queried through the public security traffic management information system, and the vehicle type shall be determined according to the actual vehicle; If necessary, the specification classification and structure classification shall be determined according to the Announcement or other technical data, and the vehicle type shall be determined according to 7.1.17.1.5.
7.2.3 For other motor vehicles that do not meet the registration conditions, the corresponding specification classification shall be determined according to the vehicle structure characteristics, vehicle length, number of passengers, total mass internal combustion engine displacement, driving motor power, maximum design speed and other parameters.
7.2.4 Forklifts and other non road vehicles driven by power shall be recognized as motor vehicles when they meet the definition of motor vehicles in the Road Traffic Safety Law of the People's Republic of China and their vehicle types shall be determined.
Note: Power driven non road vehicles refer to vehicles that are not designed and manufactured for driving and use on roads, are mainly used for closed roads and places for operation, construction or entertainment, and cannot be registered according to regulations, and are powered (traction), such as forklift, site sightseeing vehicle, all terrain vehicle, electric scooter, balance car, etc
If it is determined to be a combination vehicle, the vehicle shall be confiscated in accordance with the relevant provisions of the road traffic safety laws and regulations.
If it is determined that the vehicle is refitted illegally, the relevant actor shall be ordered to restore the vehicle in accordance with the relevant provisions of the road traffic safety laws and regulations
