This standard specifies the emission limits, monitoring and supervision requirements of air pollutants for sintering and pelletizing of iron and steel industry. This standard specifies special discharge limits for air pollutants in order to promote harmony development of regional economy and environment, push the adjustment of economic structure and transformation of economic growth mode, and lead the development trend of production process and pollution treatment technology of sintering and pelletizing of iron and steel. The water pollutants, odor pollutants and ambient noise made by sintering and pelletizing of iron and steel enterprise are applicable to the corresponding national standards for the pollutants emission; and the identification, treatment and disposal of the solid waste generated are applicable to the national control standards for the solid waste pollution. This standard is issued for the first time. From the implementation date, the emission control of air pollutants for sintering and pelletizing of iron and steel industry comply with the requirements of this standard instead of those of "Integrated Emission Standards of Air Pollutants" (GB 16297-1996) and "Standard of Smoke and Dust Emission for Industrial Kiln and Furnace" (GB 9078-1996). Provincial people's government may formulate local standard for the pollutant emission for the air pollutants not specified in this standard; and it may also formulate local standards for the pollutants emission stricter than this standard. This national standard was formulated by the Department of Science, Technology and Standards of Ministry of Environmental Protection. This standard is applicable to the emission management of the air pollutants from sintering and pelletizing of iron and steel enterprises or production facilities, the environmental impact assessment of industrial construction project, environment protection facilities design, completion environmental protection acceptance and the air pollutants emission management after production. This standard is applicable to legal pollutant emission behaviors. The site selection of the pollution source set newly and the management of the current pollution source in the special protection zone shall comply with the relevant regulations in such laws, regulations and rules as "Law on Prevention of Air Pollution of the People's Republic of China", "Law of the People's Republic of China on Prevention and Control of Water Pollution", "Marine Environment Protection Law of the People's Republic of China" ,"Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and " Law of Environmental Impact Assessment of the People's Republic of China". 2 Normative References This standard takes reference to the provisions in the following documents. The air pollutants emission concentration specified in this standard is subject to the dry gas at standard state. 3.6 Sintering (pelletizing) equipment It refers to the sintering machine producing sinter ore (pellet) , including shaft furnace, traveling grate machine and grate-kiln, etc. 3.7 Other production equipment All of the production equipment except sintering (pelletizing) equipment. 3.8 Particulates The generic term of the kiln fume and industrial dust emitted during production process. 3.9 Dioxins The generic term of PCDDs and PCDFs. 3.10 Toxic equivalent factor (TEF) The ratio of dioxins congener and 2, 3, 7, 8- TCDD to the affinity of Ah receptor. 3.11 Toxic equivalent quantity (TEQ) The equivalent concentration when the concentration of dioxins congeners is converted to the equivalent toxicity of 2, 3, 7, 8-TCDD, toxic equivalent quantity concentration is the product of measured concentration and the TEF of the isomer. 4 Emission Control Requirements of Air Pollutants 4.1 From October 1, 2012 to December 31, 2014, the existing enterprises shall implement the specified emission limits of air pollutants in Table 1. The enterprises in these areas shall implement the special emission limits of air pollutants specified in Table 3. The specific territorial scope implementing special emission limits of air pollutants and the implementation time shall be specified by the environmental protection administration department of the State Council or provincial people's government. Table 4 Limits of Fugitive Emission Concentration of Particulates for Existing and New enterprises In: mg/m3 No. Fugitive emission Limit 1 Production workshop with plant 8.0 2 Production workshop without complete plant 5.0 4.6 Environmental protection administration department in charge of supervision shall monitor the environment quality of the sensitive areas used for accommodation, teaching and medical treatment, after production of the existing plant and the environmental protection acceptance for the completed construction project and during the subsequent production process. The specific supervising range of construction project is the surrounding sensitive areas for environmental impact assessment; as for the existing enterprises for which the environmental impact assessment has never been carried out, the supervision range shall be determined by the environmental protection administration department in charge of supervision, based on the emission characteristics and rules of the enterprise, local natural and meteorological conditions as well as the relevant environmental impact assessment technical guide. The local government shall be responsible for the environmental quality of the area under its administration and shall take measures to ensure the environmental conditions meet the requirements of environmental quality standards. 4.7 The production process device generating air pollutants must be provided with partial gas collection system and centralized purifying treatment device to make the emission reach the standard. The height of all exhaust funnels shall not be less than 15m. Where building is within 200m from exhaust funnel, the exhaust funnel shall be 3m higher than the building. 4.8 Before the nation specifies the standard emission amount for products, the measured concentration is temporarily taken as the criterion for judging whether the air pollutants emission reaches the standard or not. 5 Requirements of Air Pollutants Monitoring 5.1 The sampling of the emissions of the enterprises shall be carried out at the specified pollutant emission monitoring position according to the type of the to-be-monitored pollutant; if waste gas treatment facility is available, monitoring shall be carried out behind the facility. Permanent drain outlet mark must be set at the position for monitoring pollutant emission. 5.2 The requirements for the installation of automatic monitoring equipment for the pollutant emission of the new and existing enterprises shall comply with the requirements of relevant laws and "Management Method of Automatic Monitoring for Pollution Source". 5.3 The requirements of monitoring frequency and sampling time for pollutant discharge of enterprises shall comply with the requirements of relevant technical specifications for pollution source monitoring of the nation. Dioxins index shall be monitored once a year. 5.4 The monitoring and sampling for the air pollutants in exhaust funnel shall comply with GB/T 16157 and HJ/T 397. 5.5 The sampling point for fugitive emission of air pollutants shall be at outlets of production building, such as doors and windows, roof or clerestory, wherever the concentration is the maximum. If the fugitive emission source is open-air or roofed but without fence, the monitoring point shall be chosen at any point 5m away from the fume (dust) emission source and with a minimum height of 1.5m, wherever the concentration is the maximum. As for the sampling at the monitoring point of fugitive emission, the average after 1h of continuous sampling or the average of four specimens sampled in equal interval within 1h shall be adopted. 5.6 The enterprises shall monitor the pollution emission according to the requirements of relevant laws and "Management Method for Environmental Monitoring" and save the original monitoring records. 5.7 Air pollutants emission concentration shall be determined according to the method standards listed in Table 5. When conducting supervisory inspection to enterprises, all-level environmental protection departments may adopt the results of on-site and real-time sampling or monitoring as the criteria to judge 钢铁烧结、球团工业大气污染物排放标准 1 适用范围 本标准规定了钢铁烧结及球团生产企业或生产设施的大气污染物排放限值、监测和监控 要求,以及标准的实施与监督等相关规定。 本标准适用于现有钢铁烧结及球团生产企业或生产设施的大气污染物排放管理,以及钢 铁烧结及球团工业建设项目的环境影响评价、环境保护设施设计、竣工环境保护验收及其投 产后的大气污染物排放管理。 下列术语和定义适用于本标准。 3.1 烧结 铁粉矿等含铁原料加入熔剂和固体燃料,按要求的比例配合,加水混合制粒后,平铺在 烧结机台车上,经点火抽风,使其燃料燃烧,烧结料部分熔化粘结成块状的过程。 3.2 球团 铁精矿等原料与适量的膨润土均匀混合后,通过造球机造出生球,然后高温焙烧,使球 团氧化固结的过程。 3.3 现有企业 指在本标准实施之日前建成投产或环境影响评价文件已通过审批的烧结及球团生产企 业或生产设施。 3.4 新建企业 指本标准实施之日起环境影响评价文件通过审批的新建、改建和扩建的烧结及球团工业 建设项目。 3.5 标准状态 温度为 273.15K,压力为 101325Pa 时的状态。本标准规定的大气污染物排放浓度均以 标准状态下的干气体为基准。 3.6 烧结(球团)设备 生产烧结矿(球团矿)的烧结机,包括竖炉、带式焙烧机和链箅机-回转窑等设备。 3.7 他生产设备 除烧结(球团)设备以外的所有生产设备。 3.8 颗粒物 生产过程中排放的炉窑烟尘和生产性粉尘的总称。 3.9 二噁英类 多氯代二苯并-对-二噁英(PCDDs)和多氯代二苯并呋喃(PCDFs)的统称。 3.10 毒性当量因子(TEF) 二噁英类同类物与 2,3,7,8-四氯代二苯并-对-二噁英对 Ah 受体的亲和性能之比。 3.11 毒性当量(TEQ) 各二噁英类同类物浓度折算为相当于 根据环境保护工作的要求,在国土开发密度已经较高、环境承载能力开始减弱,或环境 容量较小、生态环境脆弱,容易发生严重环境污染问题而需要采取特别保护措施的地区,应 严格控制企业的污染物排放行为,在上述地区的企业执行表 3 规定的大气污染物特别排放限 值。 执行大气污染物特别排放限值的地域范围、时间,由国务院环境保护行政主管部门或省 级人民政府规定。 表3 大气污染物特别排放限值 业,监控范围由负责监管的环境保护行政主管部门,根据企业排污的特点和规律及当地的自 然、气象条件等因素,参照相关环境影响评价技术导则确定。地方政府应对本辖区环境质量 负责,采取措施确保环境状况符合环境质量标准要求。 4.7 产生大气污染物的生产工艺装置必须设立局部气体收集系统和集中净化处理装置,达标 排放。所有排气筒高度应不低于 15m。排气筒周围半径 200m 范围内有建筑物时,排气筒高 度还应高出最高建筑物 3m 以上。 4.8 在国家未规定生产单位产品基准排气量之前,以实测浓度作为判定大气污染物排放是否 达标的依据。 5 大气污染物监测要求 5.1 对企业排放废气的采样应根据监测污染物的种类,在规定的污染物排放监控位置进行, 有废气处理设施的,应在该设施后监控。在污染物排放监控位置须设置永久性排污口标志。 5.2 新建企业和现有企业安装污染物排放自动监控设备的要求,按有关法律和《污染源自动 监控管理办法》的规定执行。 5.3 对企业污染物排放情况进行监测的频次、采样时间等要求,按国家有关污染源监测技术 规范的规定执行。二噁英类指标每年监测一次。 5.4 排气筒中大气污染物的监测采样按 GB/T 16157、HJ/T 397 规定执行。 5.5 大气污染物无组织排放的采样点设在生产厂房门窗、屋顶、气楼等排放口处,并选浓度 最大值。若无组织排放源是露天或有顶无围墙,监测点应选在距烟(粉)尘排放源 5m,最 低高度 1.5m 处任意点,并选浓度最大值。无组织排放监控点的采样,采用任何连续 1h 的 采样计平均值,或在任何 1h 内,以等时间间隔采集 4 个样品计平均值。 5.6 的结果,作为判定排污行为是否符合排放标准以及实施相关环境保护管理措施的依据。 |
