1.0.1 The guidelines are formulated with a view to make safety and reasonable design, state-of-the-art technology, guaranteed quality and economic and practicality for the highway safety facilities.
1.0.2 The guidelines are applicable to newly-built and rebuilt highways.
1.0.3 Design content for the highway safety facilities include: barrier, traffic sign, traffic marking, fence, overpass fencing facilities, anti-glare facilities, delineator and movable barrier.
1.0.4 Highway safety facilities shall be made with overall design by combining with road-net and highway conditions, traffic conditions and environmental conditions. It shall be co-coordinated and cooperative used among traffic safety facilities, and among traffic safety device and highway main construction and other facilities.
1.0.5 Design for highway safety facilities shall adhere to the logos of "safety, environment protection, comfort and harmony", and incarnate guiding ideology of "people-oriented and safety-first".
1.0.6 Design for highway safety facilities shall consider influence factors of pavement and mat coat added on the roadway.
1.0.7 Under the conditions of meeting requirement for safety and functions of use, it shall adopt new technique, new material, new technology and new products positively and prudently.
1.0.8 Design for rebuilt project traffic safety facilities shall be made by combining with rebuilt highway, traffic and environmental conditions
1.0.9 Design for highway safety facilities shall not only comply with requirement of these guidelines, but also meet the requirement of current relevant standards and codes of the nation.
