This standard is developed with a view to implementing the Ecology Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on Prevention and Control of Water Pollution, protecting ecological environment, guaranteeing human health, monitoring the pollution source and pollutant emission and regulating the technical requirements for installation of wastewater on-line monitoring system.
This standard specifies the component of wastewater on-line monitoring system, construction requirements for wastewater discharge outlet, flow monitoring unit, monitoring station house, automatic water sampling unit and data control unit, installation requirements for flowmeter, automatic water sampler and water quality automatic analyzer, as well as the technical requirements on commissioning and test run of the wastewater on-line monitoring system.
This standard is the revision of HJ/T 353 -2007 Technical guidelines of wastewater on-line monitoring equipments and installation (on trial).
This standard was issued in 2007 for the first time, and the original drafting organization is Shanghai Environmental Monitoring Center. This edition is the first revision.
The following main contents have been revised with respect to HJ/T353-2007:
——It is renamed as “Technical specification for installation of wastewater on-line monitoring system (CODcr, NH3-N et al.)”;
——The installation requirements for data acquisition and transmission instrument and UV automatic water quality monitor;
——The requirements for the component of wastewater on-line monitoring system are added;
——The construction requirements for flow monitoring unit, automatic water sampling unit and data control unit are added;
——The installation requirements for magnetic flowmeter device and water quality automatic analyzer of TN are added;
——The relevant technical drawings and tables are added, such as monitoring station house layout drawing (recommended), commissioning report and test run report.
——The construction requirements for wastewater discharge outlet and monitoring station house are modified;
——The installation requirements for automatic water sampler, ultrasonic wave open-channel meter, water quality automatic analyzers of chemical oxygen demand (CODcr), total organic carbon (TOC), ammonia nitrogen (NH3-N), total phosphorus (TP) and pH as well as thermometer.
HJ/T 353-2007 Technical guidelines of wastewater on-line monitoring equipments and installation (on trial) shall be abolished as of the implementation date of this standard.
For this standard, Annex A is normative and Annexes B~ G are informative.
This standard is formulated under the organization of the Department of Ecological Environment Monitoring and the Department of Laws, Regulations and Standards under the Ministry of Ecology and Environment of the People's Republic of China.
This standard was approved by the Ministry of Ecology and Environment on December 24, 2019.
This standard shall be implemented from March 24, 2020.

1 Scope
This standard specifies the component of wastewater on-line monitoring system, construction requirements for wastewater discharge outlet, flow monitoring unit, monitoring station house, automatic water sampling unit and data control unit, installation requirements for flowmeter, automatic water sampler and water quality automatic analyzer, as well as the technical requirements on commissioning and test run of the wastewater on-line monitoring system.
This standard is applicable to the construction of all components of the wastewater on-line monitoring system as well as the installation, commissioning and test run of wastewater on-line monitoring equipment adopted such as flowmeter, automatic water sampler, thermometer, and water quality automatic analyzers of chemical oxygen demand (CODcr), total organic carbon (TOC), ammonia nitrogen (NH3-N), total phosphorus (TP), total nitrogen (TN) and pH.
The wastewater on-line monitoring system specified in this standard is applicable to the on-line monitoring of chemical oxygen demand (CODcr), ammonia nitrogen (NH3-N), total phosphorus (TP), total nitrogen (TN), pH, temperature and flow monitoring factors.

system consisting of software and hardware facilities with the functions of wastewater flow monitoring, wastewater water sampling, analysis, and analysis data statistics and uploading

4 Component of wastewater on-line monitoring system
The wastewater on-line monitoring system is mainly composed of four parts: flow monitoring unit, automatic water sampling unit, wastewater on-line monitoring equipment and data control unit together with corresponding building facilities, see Figure 1.

Note: According to the different water samples discharged at the site of the pollution source, CODCr parameters may be determined by the water quality automatic analyzer of CODCr or the water quality automatic analyzer of TOC. For the water quality automatic analyzer of TOC, it reports the CODCr monitoring value through the conversion factor (Annex A), and installation, commissioning, test run, operation and maintenance shall be carried out by reference to the method for the water quality automatic analyzer of CODCr.
5 Construction requirements
5.1 Wastewater discharge outlet
5.1.1 The wastewater discharge outlet position shall be selected according to the layout principle specified in HJ 91.1.
5.1.2 The discharge outlet shall be equipped with graphical signs for environmental protection in accordance with those specified in GB 15562.1.
5.1.3 The discharge outlet shall be able to meet the construction requirements for flow monitoring unit.
5.1.4 The discharge outlet shall be able to meet the construction requirements for automatic water sampling unit.
5.1.5 In the case of sewage discharge through concealed pipes or closed channels, it is necessary to set up shaft that meets the requirements of manual sampling or construct an open channel. If the sewage surface is more than 1 m below the ground, a sampling step or ladder frame shall be equipped. Pressure pipe discharge outlet shall be equipped with sample cocks meeting the requirements of manual sampling.
